The Republic of Latvia Cabinet of Ministers Regulations No. 296 in Riga on 22 august 2000 (pr. No 39, § 51) the provisions on professional obligations require the State language knowledge and language skills testing procedures Issued pursuant to the State language law, article 6 of the fifth part i. General questions 1. these provisions define the professional obligations require the State language knowledge and language skills testing procedures the State language law article 6, in the first, second and third subparagraphs.
2. These provisions shall not apply to persons who: 2.1 got, medium or higher education in Latvian language;
2.2. received the Ministry of education and Science issued a certificate for the centralised settlement of examination;
2.3. is the Group I, II and III of the sight and hearing impaired people;
2.4. is the Group I and II invalids with general illness.
3. the State of knowledge of a language is fixed, subject to the nature of the profession and in the profession or post the necessary language skills.
4. State and local government institutions, courts and agencies belonging to judicial system, State and municipal companies, as well as company employees, with the majority of the capital belongs to the State or the municipality, professional obligations require the State language skill level and degree of this provision in annex 1.
5. Private institutions, organizations and enterprises (companies) employees the professions or Office requires the State language skill level and degree determined by the employer, self-employed person, even to the self-employed person.
6. the employer shall constitute your body position and a list of corresponding national language skill level and grade (hereinafter list). List the employer can match with the State Language Center.
7. the national language centre is obliged at the request of the employer to provide an opinion on the appropriate profession or job duties required language level and the State level.
8. State language skills professional obligations to certify performance of State language skills examination Commission issued the relevant State language skills certificate (annex 2) presented by the person's employer at his request.
9. State language skills testing Commission (hereinafter the Commission) established by the Minister of Justice, acting in accordance with the regulations approved by the Minister of Justice.
10. State language according to the laws and requirements is the responsibility of the State Language Act, art. 6 of the first, second and third person and referred to the employer by the laws.
II. State language knowledge amount 11. Professional obligations require the State language knowledge is divided into three levels of language skills: 11.1. the first (lowest) level;
11.2. the second (average) level;
11.3. the third (highest) level.
12. Each State language skills level is two grades (A and B): 12.1 first level grade A — her ability to communicate basic on simple household topics, minimal use of professional vocabulary, read and understand short, unrelated texts, announcements, advertisements, announcements, know how to write a personal message;
12.2. a level grade B-person capacity simple sentences to communicate for household and professional topics, read and understand simple texts, can fill in the standard documents, forms, invoices, receipts;
12.3. the second level degree — A person can solve simple dialogue both on a domestic and professional topics, read and understand the content of the text, just the ability to write standard documents, applications, powers, as well as simple text for the household or work-related topics;
12.4. the second-grade B-person could freely converse about everyday and professional questions, read and understand the content of the various texts, the ability to write a work for the necessary documents, statements, reports, minutes, reports, legislation, as well as the expanded text for both domestic and working themes;
12.5. third-level grade A — a person could freely talk, discuss, express their views both on everyday and with your profession or trade-related topics, read and understand the contents and complexity of the various texts, the ability to write with authority, administration of company documents, decisions, agreements, terms of reference, position descriptions, as well as various other articles;
12.6. third-level grade B: the ability to communicate free of both everyday and with your profession or trade-related topics, the ability to create conversation according to the situation, different styles, the ability to vary the language expression ability means to write a variety of texts of complexity.
III. State language skills testing procedure the test person 13 (hereinafter person) the professional obligations require the State language proficiency assessed by the Commission in accordance with the guidelines approved by the Minister of Justice.
14. To apply for the State language skills to the test person may telephone or personally at the arrival of the clerk of the Commission.
15. the Commission shall assess the person towards fluent speech, reading and writing as a whole, and establishes the national language skill level and grade.
16. Upon arrival to the State language skills to the test, take a passport and a receipt for the paid State fee.
17. where a person is entitled to pay the national fees, reduced to a test should bring proof of this right.
18. If a person does not pass a State language skills to the test, or violating its order, the State fee shall not be refunded.
19. on arrival in the testing room, the person shall produce the identity card (passport). If the examination of a person under 16, the Commission shall produce a birth certificate.
20. If a national language skills examination, the Commission finds that a person uses another person's identity card, the State language skills testing it is cancelled.
21. before the State language skills to the test person shall transmit to the Commission the Secretary of your previously acquired language skills certificate, if any.
22. The test is not allowed to use textbooks, dictionaries and other learning tools. If the person testing violates the validation rules, refuse to answer or does not pass inspection, the person repeatedly check in no earlier than may be sort after two months.
23. the speech skill assessed interview (time 6-7 minutes), in determining the person's language skill level of conversation about the job, profession or position of the person related topics.
24. the illiteracy test person receives its profession or position according to the test tasks that determine the performance of the person's official language skills.

30. If the card is lost, the certificate shall be issued by the Commission again if ever since the State language skills test is not passed in the year of settlement.
31. Complaints about the national language assessment or inspection for compliance with the laws and regulations a person may submit to the national language centre, 10 days after the receipt of the results of the check.
32. the national language centre on the agenda the examination of compliance with laws and regulations a person may appeal to the Court of law.
IV. Closing questions 33. From 1992 to 2000, the State issued certificates of language skills after the entry into force of these provisions are valid, and the State language skills test does not have to be sorted again.
34. From 1992 to 2000 in the national language issued skills grade specified in the certificate correspond to those provisions laid down in the State language proficiency levels. The first level (A) and (B) the degree of the country's language skills in the first (lowest) degree. Second level degree (A) and (B) complies with the national second language skills (average).
