The Republic of Latvia Cabinet of Ministers Regulations No 143 in Riga on 27 March 2001 (pr. No 13, 21. ¤) rules on metālmateriāl of welders and defektoskopist certification of professional qualifications regulated sphere Issued under Cabinet installations of article 14 of the law 3 (I). General questions 1. These rules shall lay down the requirements for persons who connect using metālmateriāl welding (welders), and the person who makes welded connection of non-destructive inspection (hereinafter defektoskopist) regulated sphere, and welders and defektoskopist certification of professional qualifications.

2.2. oxygen acetylene welding.

8. to obtain the professional qualification of welder's certificate (hereinafter certificate of welders), the applicant shall be notified in the institution: 8.1. educational documents on the theoretical and practical training course end in accordance with the procedure laid down by the legislation of vocational education in an approved training course;
8.2. a document showing not less than six months of practical action in the field of certification applied for (for example, an extract from the book, a copy of the employment contract);
8.3. the Welfare Minister's specific pattern for the appropriate to the work to be carried out.
9. the institution of the rule referred to in paragraph 8 of document receipt of the applicant's aptitude in the field of certification applied for shall be assessed in accordance with the rules referred to in paragraph 7 of standard requirements, organizing theoretical and practical knowledge.
10. If a person's practical and theoretical knowledge is successful and has reached the age of 18, the notified body shall issue the applicant a welder's certificate for a period of two years. The certificate indicates the welder's name, ID number and scope, as well as the number of the certificate, date of issue and the conditions of use.
11. If the notified body refuses to issue the applicant a welder's certificate, it provides a reasoned refusal. The notified body shall indicate in the decision the appeal against the refusal.
12. the notified body shall withdraw the welder certificate if: 12.1. welder violated the conditions of use of the certificate;
12.2. term of validity of the certificate expires;
12.3. the welder have expressed a desire to waive the certificate;
12.4. a welder in the break has been working for more than six months;

13. A welder re-certified authorized institutions is carried out not less than once every two years.

15. the notified body shall inform the other notified bodies about the people to whom it has refused to issue a certificate or a welder welders, which it has been revoked by the certificate.
16. Information on the assessment and certification of welders, the notified body shall keep not less than 10 years after the issuance of the certificate of the welder.
III. 18.2. document proving no less than 12 months of practice to apply for certification in the field (such as an extract from the book, a copy of the employment contract);
18.3. the Welfare Minister's specific pattern for the appropriate to the work to be carried out.

23. Defektoskopist re certification authorized institutions is carried out not less than once every five years.
24. the notified body at intervals of six months shall be published in the newspaper "journal" in the previous half-year certified defektoskopist lists, as well as information on the defektoskopist certificate withdrawn.
25. the notified body shall inform the other notified bodies about the people to whom it has refused to issue a certificate of defektoskopist and defektoskopist for which it has been revoked by the certificate.
26. Information on defektoskopist assessment and certification, the notified body shall keep not less than 10 years after the issuance of the certificate of defektoskopist.
IV. Closing questions 27. Regulations shall enter into force by 1 July 2001.
28. A welder or defektoskopist the competence of supporting documents (certificates) issued up to 30 June 2001, shall be valid until the date specified therein, but not longer than until 30 June 2002.
