The Republic of Latvia Cabinet of Ministers Regulations No. 163 in Riga on 10 April 2001 (pr. Nr. 17, 7. §) rules for installations that use gaseous fuels are Issued in accordance with the law "on conformity assessment" article 7 General questions 1. these provisions define the essential requirements for appliances burning gaseous fuels (gas plant), and compliance monitoring mechanisms, as well as gas equipment the conformity assessment procedure for gas appliances do not cause danger to people and the environment.

5. 7. Ministry of the economy, submit proposals to the Cabinet of Ministers competent for the accreditation of conformity assessment bodies for the evaluation of gas appliances according to the requirements of this regulation.
8. Cabinet authorizes the conformity assessment bodies (hereinafter referred to as the authorized institution) to assess the conformity of gas appliances, if it provides the following minimum requirements: 8.1 authorized institutions have adequate staff and technical equipment to be able to perform properly the technical and administrative tasks connected with inspection and surveillance procedures;
8.2. the staff responsible for the checks are: 8.2.1. appropriate professional and technical training;
8.2.2. sufficient knowledge of inspection procedures and experience in carrying out checks;
8.2.3. skills review, report and certificate in design;
8.2.4. the remuneration that is not depending on the amount of the checks or tests and results;
8.3. the authorized institution (including its Director and the staff), which is responsible for the conformity assessment of the gas, not the designer, manufacturer, equipment, supplier, installer or user, or that person's authorized representative. It is free of any (financial) impact, which might influence their judgement or the results of the inspection. This applies particularly to the assessment results to interested parties. Exchange of technical information between the manufacturer, its authorized representative or the importer and the authorized institution is permitted;
5.2. the notified body shall respect the privacy and the staff shall not disclose information which it acquired their professional tasks, except for the information that an official request to the authorities in accordance with these rules and regulations shall monitor and control gas equipment;
5.3. the notified body has to insure their civil liability with regard to the results of work which it is empowered to make.
9. Latvian National Accreditation Bureau, which appreciated the competence of notified bodies periodically checks that the requirements referred to in paragraph 8.
 
2. the procedures for the attestation of conformity 10. Gas appliances manufactured in one piece or in small series (up to 10 copies), the notified body shall be assessed in accordance with the provisions of this subchapter 3.6.
11. 12. Production of gas plant equipment, the manufacturer of these provisions in paragraphs 10 and 11 in the order certifying the compliance with the requirements of this regulation. 3. the conformity assessment procedures 3.1. gas equipment type-examination (module B) 15. gas equipment type-examination is the procedure by which a notified body on the basis of the gas equipment manufacturer, his authorised representative, the importer or the Distributor (hereinafter gas appliances manufacturer) the application, check the gas plant samples and confirm (certified) that the gas equipment satisfies the requirements of this regulation.

17.3. the individual components of the gas equipment description and explanation of their activities, as well as the operation of the gas as a whole;
17.4. the total or partial list of applicable standards used, as well as a description of the technical solution to ensure the essential security requirements, if applicable standards are not used;
17.5. trial and test reports;
10.9. gas equipment Assembly and instructions for use;
17.7. gas equipment with accessories used in calibration records;
11.1. any other information that helps the notified body must carry out the assessment of conformity.
18. gas equipment manufacturer shall forward to the notified body in possession of the sample gas plant, which matches a certain type of gas equipment. The notified body may request further specimens if needed for the test programme.
19. the notified institution: 19.1. check design documentation and assess whether the added gas apparatus is made in accordance with that documentation;
19.2. identifies the gas equipment items that are made in accordance with the applicable standards and ensure compliance with the requirements of the relevant standards;
19.3. make appropriate inspections or tests to make sure that the gas equipment manufacturer applied solutions are adequate to ensure compliance with the essential safety requirements.
20. If the gas apparatus meeting the requirements of this regulation, an authorized institution shall be issued by the manufacturer of the gas equipment gas equipment of the type-examination certificate which indicates gas equipment manufacturer's name and address, the conclusions of the examination, as well as the conditions of use of the certificate.

23. If the notified body refuses to issue the manufacturer of gas equipment, gas equipment of the type-examination certificate, or a reference to these rules, it shall so inform the chapter 5 market surveillance authority and the other notified bodies, and indicate the reasons for the decision.
24. gas equipment manufacturer shall inform the notified body of any certified gas installation type modifications that may affect the gas equipment to comply with the requirements of this regulation, and from the notified bodies receive additional approval, which will be annexed to the gas equipment type-examination certificate.
3.2. gas equipment certified to type (module C) 25. gas equipment certified to type is the procedure whereby the manufacturer of the gas installation, ensure that the gas installation gas installation conforms to the type-examination certificate of the specified type and the requirements of this regulation, and shall declare it.

33. The provision in paragraph 32 that the application of the gas equipment manufacturer adds a gas plant of the type-examination certificate and a copy of the documentation relating to the approved type of gas equipment.
34. all of the criteria, requirements and considerations that the gas equipment manufacturer uses gas production equipment, is systematically documented procedures and activities schedules and instructions (quality system documentation).
35. the quality system documentation shall ensure a clear quality programmes, plans, manuals and the interpretation of the Protocol, with particular attention to the following elements of the quality system description: 21.8. quality objectives, the organizational structure of the company, the company's management responsibilities and powers in relation to gas appliances;
35.2. gas equipment description, quality management and quality assurance techniques and systematic actions applied;
35.3. the examinations and tests that will be carried out before the start of manufacture, the production process and its periodicity, and exercise;
35.4. the gas level in the quality of equipment and monitoring, as well as effective quality system.
36. the notified body shall examine and evaluate the gas equipment production quality system to determine whether it meets this provision in paragraph 34 and 35. If the quality system is certified in accordance with the applicable standards, the notified body may recognize that this rule 34 and 35 above requirements are met.
37. gas equipment manufacturer shall inform the notified body in writing, which assessed the quality of the production system of any planned changes in production quality system (for example, for the introduction of new technologies or higher quality).
38. the notified body shall examine the gas equipment manufacturer's production quality system changes and decide whether the changed quality system of production complies with the criteria laid down and that is the need for conformity assessment.
39. the notified body shall notify its decision to the manufacturer of the gas equipment and, if necessary, issue a reasoned opinion on the need to re-evaluate the changed production quality system compliance.
40. the notified body shall inform the other notified bodies, if it finds that the gas installation the manufacturer's quality system does not provide gas installation compliance with the requirements of this regulation.
41. the notified body in the production of equipment for gas shall monitor during gas equipment manufacturer's quality system to ensure that the gas equipment manufacturer to fully execute the approved production quality system conditions.
42. Gas installation the manufacturer shall allow the notified body access to the representatives of the production, testing and storage premises to inspect and provide them with the following required information: 42.1. the production quality system documentation;
26.2. opinions on the results of the inspections, as well as test and calibration reports and personnel qualification certificates.
43. the notified body the manufacturer of the gas equipment quality system verification shall be carried out at least every two years in the form of unannounced visits.
44. During the tests, the notified body may carry out tests or gas appliances require gas equipment manufacturer presented test reports and inspection protocols for such checks.
45. the institution of the gas installation shall be submitted, at the request of the manufacturer, the manufacturer of the gas equipment overview of all checks carried out.
3.4. gas equipment-quality assurance (module E) 46. gas equipment quality assurance is the procedure whereby the manufacturer of the gas installation, ensure that the gas equipment is in conformity with the type as described in the inspection certificate and the requirements of this regulation, and shall declare it.
47. gas equipment manufacturer every gas installation shall be marked with the CE marking, which added to the notified body identification number, making this provision referred to in paragraph 59 of the quality system monitoring, and draw up a written declaration of conformity. 48. gas equipment manufacturer maintain a quality system that ensures the gas installation the final checks and tests, as well as its monitoring.
49. gas equipment compliance with the quality system for the approval of the gas equipment manufacturer shall submit it to the selected authorized institutions in the application that contains the following information: 30.5. documentation on production quality system;
30.6. affirmation to execute the obligations imposed by the production quality system;
30.6. the proof to maintain the quality system to ensure its continuing suitability and effectiveness.
50. This provision 49. an application referred to in paragraph gas equipment manufacturer adds a gas plant of the type-examination certificate and a copy of the documentation for the type of approved gas appliances.
51. Gas plant quality system gas equipment manufacturer provides equipment inspection of each gas and the corresponding tests in accordance with the applicable standards, to ensure that all gas appliances made compliance with the requirements of this regulation.

53. the quality system documentation shall ensure a clear quality programmes, plans, manuals and the interpretation of the Protocol, with particular attention to the following elements of the quality system description: 53.1. the organizational structure of the company and the company's management responsibilities and powers in relation to gas appliances;
53.2. checks to be carried out after manufacture and testing;
53.3. effective quality system.
54. the notified body shall examine and evaluate the quality system to determine whether it meets this provision in paragraph 52 and 53. those requirements. If the quality system is certified in accordance with the applicable standards, the notified body may recognize that this provision 52. and paragraph 53 of that requirements are met.
55. gas equipment manufacturer shall inform the notified body in writing, which assessed the quality of the production system of any planned changes in production quality system (for example, for the introduction of new technologies or higher quality).
56. the notified body shall examine the gas equipment manufacturer's production quality system changes and decide whether the changed quality system of production complies with the criteria laid down and that is the need for conformity assessment.
57. the authority shall notify its decision to the manufacturer of the gas equipment and, if necessary, issue a reasoned opinion on the need to re-evaluate the changed production quality system compliance.
58. the notified body shall inform the other notified bodies, if it finds that the gas installation the manufacturer's quality system does not provide gas installation compliance with the requirements of this regulation.
59. the institution of the gas installation the final checks, monitor gas equipment manufacturer's quality system to ensure that the gas equipment manufacturer to fully execute the approved production quality system conditions.
60. the gas installation the manufacturer shall allow the notified body of representatives of penetration testing and storage premises to inspect and provide them with the following required information: 60.1. with gas equipment-quality system documentation;
60.2. opinions on the results of the inspections, as well as test and calibration reports and personnel qualification certificates.
61. the notified body the manufacturer of the gas equipment quality system verification shall be carried out at least every two years in the form of unannounced visits.

3.5. the gas unit verification (module F) 64. gas unit verification is the procedure whereby the manufacturer of the gas installation, ensure that the gas equipment is in conformity with the type as described in the inspection certificate and the requirements of this regulation, and shall declare it.
65. the gas equipment manufacturer every gas installation shall be marked with the CE marking and draw up a written declaration of conformity. Declaration may be made out for a single gas equipment or gas equipment series, and gas equipment manufacturer stores it not less than 10 years after the last equipment offering such times the Latvian market.
66. Gas installation verification may be carried out in one of the following ways (by gas equipment manufacturer's choice): 66.1. the institution shall examine and test every gas installation, or 66.2. the notified body shall examine and testing of gas equipment, on the basis of statistical methods and data.
67. Every authorized institution of gas equipment checks and tests in the following order: 67.1. applicable standards in certain tests, or equivalent tests, to check the gas equipment to comply with the requirements of these regulations and as described in the type examination certificate;
67.2. every gas installation that corresponds to the type described in the certificate of inspection and the requirements of these regulations shall be marked with their identification number and shall draw up a certificate of conformity.
68. gas equipment producer that compliance with the requirements of this Regulation shall certify on the basis of the statistical methods and the data delivered to the authorized institution of the homogeneous gas equipment series and take the necessary measures to ensure a constant uniformity of products manufactured in all gas appliances in series.
69. the institution of the gas equipment inspection based on statistical methods and data, carried out in the following order: 69.1. groups of identical gas equipment series, which consists of the same conditions produced one model units;
EB 69.2. do the applicable standards in certain tests or equivalent tests in random order, to check the conformity of the equipment of the gas requirements of these provisions and as described in the type examination certificate, the selection of the sample according to the following criteria: 69.2.1. to a level of quality corresponding to a probability of 95% approval, does not exceed the probability of non-conformity between 0.5 to 1.5 percent;
69.2.2. to quality level corresponding to a 5% probability of approval does not exceed the probability of non-conformity between 5 and 10 percent.
70. the gas equipment manufacturer after coordination with the authorized institution may highlight gas appliances with the notified body identification number already during the production process.
71. The Latvian market can offer all gas equipment series, except that the sample is not considered appropriate.
72. If the gas equipment series is rejected, the notified body shall take the necessary measures to prevent the series offering for the Latvian market.
73. If the gas installation is rejected, the notified body repeatedly, you can cancel the verification, based on statistical methods and data.
74. the gas equipment manufacturer shall ensure that the notified bodies issued certificate should be available to the market surveillance authorities for not less than 10 years after the last equipment offering such times the Latvian market.
3.6. Gas appliances the unit verification (module G) 75. Gas appliances unit verification is the procedure whereby the manufacturer of the gas installation, ensure that the gas equipment which has been issued a certificate meeting the requirements of this regulation, and shall declare it.
76. gas equipment manufacturer every gas installation shall be marked with the CE marking and draw up a written declaration of conformity which is stored for not less than 10 years after the last equipment offering such times the Latvian market.
77. the gas installation the manufacturer shall allow the notified bodies with the provisions of paragraph 17 of the projects mentioned in the documentation.
78. the notified body shall examine the gas machine and performing the necessary tests to assess the conformity of gas appliances project documentation and the requirements of these regulations. 79. the gas equipment which meets the requirements of this regulation, an authorized institution shall be marked with their identification number and shall draw up a certificate of conformity.
80. the gas equipment manufacturer shall ensure that the notified bodies issued certificate should be available to the market surveillance authorities for not less than 10 years after the last equipment offering such times the Latvian market.
 
4. labelling 81. gas equipment manufacturer every gas installation shall be marked with the CE marking (annex) in Chapter 3 of these rules in that order, and so that the marking should be clearly visible and legible and not just before the gas use, not in use.
82. the gas equipment manufacturer adds Mark gas installation the manufacturer's name or identification symbol, use of electricity (if gas appliances intended for connection to a power source) and gas equipment category. 5. Market surveillance 85. gas market supervision of consumer protection Center (hereinafter market supervisory authority).
86. If the gas plant does not comply with the requirements of this regulation and gas equipment manufacturer does not conform, the market surveillance authority within its competence, take measures to stop the gas installation offering for the Latvian market and prevent its trade.

87. This provision is non-conforming gas installations offering or advertising trade fairs, exhibitions and similar events are permissible, if the gas equipment is connected to a clearly legible indication that it is prohibited to purchase and use, while gas equipment manufacturer or its distributors is not ensured compliance with the requirements of this regulation.
88. where the market surveillance authorities find that the gas equipment of the CE marking is used correctly, but pose a threat to human health and life or environmental damage, the market surveillance authority shall suspend the relevant gas appliances offering for the Latvian market and prohibit their use, but the information is sent to the gas equipment manufacturer or importer, and shall be published in the newspaper "journal".
89. In foreign countries could import gas equipment conformity assessment approvals and guarantees recognised in Latvia under the Cabinet of Ministers of 30 May 2000, the provisions of no. 184 "foreign conformity assessment issued approval and recognition procedures".
90. If the gas equipment manufacturer or dealer is not registered in the Republic of Latvia, on compliance with these provisions is the responsibility of the importer of gas equipment.
 
6. Gas installation safety requirements essential 91. Gas appliances manufacturer of gas appliances each fitted with: 91.1. Assembly instruction national language;
91.2. instructions for use in the national language, which contains requirements for the maintenance and servicing of the equipment;
91.3. easy to understand alerts and notifications for foreseeable misuse and use (the warning shall also appear on the packaging).
92. Assembly instructions gas equipment manufacturer shall provide all the information you need about gas equipment installation, connection and use, in particular the references to the gas used: 57.2. category;
92.2. gas interconnector pressure used;
92.3. air supply mode of combustion, as well as measures of dangerous gas mixture gas prevention equipment that is not equipped with the devices in this rule the requirement referred to in 97.3.;
92.4. combustion products discharge and scattering conditions;
92.5. forced draught burners and heating bodies dependent characteristics and mounting criteria;
57.5. details of gas equipment accessories.
93. The instructions for use gas equipment manufacturer shall provide all necessary information for the safe use of gas installations, specifying the circumstances in which you must stop using the equipment.
94. warning and notices to the gas plant and its packaging indicates the connection of the gas category, its pressure and restrictions, as well as specific restrictions on gas equipment intended for installation in the premises with insufficient ventilation.
95. This provision, 92 93 91 and 94, the requirements referred to in paragraph shall also apply to the gas equipment accessories.
96. gas appliances must be designed so that the normal conditions of use: 96.1. off instability, distortion, breakage or wear that may affect the gas equipment;
96.2. gas appliances starting point and condensate during operation does not reduce the safety of the gas equipment;
96.3. reduce to a minimum the risk of explosion originating outside in the event of fire;
59.9. construction to prevent water and air access to the gas transmission network;
96.5. all gas plant ingredients used in the production process and can affect the user or moderator, should be protected;
96.6. gas appliances continue to function safely in the normal chaotic energy consumption deviations from average values;
the energy consumed by the chaotic 96.7. deviations from average values that are not intended for normal use of gas installations, as well as their energy supply interruption or restore does not lead to an unsafe situation;
96.8. electrical equipment that is gas installation components should be constructed according to the laws and established electrical safety requirements;
96.9. rotating equipment parts of the gas motor and heat caused by voltage, as well as of the related deformation does not lead to an unsafe situation;
96.10. gas safety, regulatory and control the damage does not cause unsafe situations;
96.11. gas safety and control devices should be ready to work in any mode;
96.12. gas equipment controls and other control or setup details are clearly marked and equipped with appropriate instructions so as to prevent errors in their use and to construct is not accidental actuation.
97. the gas equipment design in the unburned gas release so that when you use gas appliances properly: 60.3. leakage in unit time would not be dangerous;
gas supply to 97.2. ignition, ignition and flame point in time would be limited, and to avoid a dangerous accumulation of gas;
60.5. use indoors for the gas plant would be equipped with special devices that prevent dangerous gas concentrations in relevant premises or environment.
98. Gas appliances that are not supplied under this provision in 97.3 requirements allowed only in rooms that have adequate ventilation to prevent dangerous unburned gas from accumulating under the climatic conditions of Latvia and the et seq requirements.
99. the ignition gas installations shall be so designed that the normal conditions of use: 99.1. should align the ignition and ignition;
99.2. ensure ignition of the diluted gases.
100. the gas equipment supports this process of combustion: 100.1. the gas installations that are assembled according to the instructions of the manufacturer of the gas equipment, regularly maintained and used properly, flame stability is assured and combustion products substances in concentrations is not dangerous to health;
100.2. properly use gas equipment not combustion accidental spillage;
100.3. the gas appliances connected to a flue discharge of combustion products and the dispersal must be constructed in such a way as to impair the aspirated should prevent leakage of combustion products in a dangerous quantities next to cause poisoning or an explosion;

102.3. use household gas appliances provided for the external parts (except the heat input to the surface) temperature must not jeopardise the user, particularly children.
103. the gas appliances and gas equipment material for contact with foodstuffs or sanitary and hygiene of water must not be affected by this product and water quality.
