The Republic of Latvia Cabinet of Ministers Regulations No. 240, Riga, 12 June, 2001 (. No. 27, 13 ¤) technical monitoring procedures pressure equipment issued pursuant to the law "on technical supervision of dangerous equipment" 3. the second paragraph of article 1 General questions 1. establishes requirements to be complied with to avoid threat to human life, health, property and the environment, organizing and carrying out the work with the pressure equipment directive and their assemblies, in accordance with the law and the complexes of the pressure equipment directive the prescribed classification corresponds to category III or IV (pressure equipment) pressure equipment, as well as the technical supervision of the procedures.

This exception does not apply to standard pressure equipment directive, for example, pressure vessels, reservoirs, and other similar equipment installed for pressure reduction (reduction) or compressor stations;
2.6. stream waterways (for example, spiedvad, spiedtuneļ, spiedstobr of hydroelectric power) and their respective devices;
2.7. facilities laid down in the laws of simple pressure vessels;
2.8. the equipment laid down in laws and regulations for aerosol cans;
2.9. vehicle equipment safety regulations governing: over cars and 2.9.1. type approval of the trailer;
2.9.2. for agricultural and forestry tractors on conformity assessment;
2.9.3 on statutory markings for two-or three-wheel motor vehicle conformity assessment;
2.10. control equipment used in the petroleum, gas or geothermal mining and exploration, as well as underground storage pressure maintenance and/or control;
2.11 equipment containing shell or mechanisms that the size, material and construction, to determine the strength, rigidity and stability requirements to withstand the load arising from the following operating, and that pressure is not the determining factor in the design (for example, engines, turbines and internal combustion engines also, steam engines, gas or steam turbines, turbine generator, compressors, pumps and actuating devices);
2.12. blast furnaces (including the furnace cooling), the karstpūšam recoverers, dust Extractor, and blast-furnace exhaust-gas cleaners, direct reducing cupolas (including the furnace cooling), gas convectors and cups steel and non-ferrous metals shall, de-gassing and quenching;
2.13. built-in high-voltage electrical equipment (such as switchgear, control gear, transformers, rotating machines);
2.14. communication system with pipes, pressure (such as electrical and telephone cables);
2.15. ships, rockets, aircraft and mobile (floating) natural resources mining platforms, as well as equipment, specially designed for connection with these platforms;
2.16. pressure equipment directive, consisting of a flexible envelope (such as tires, game balls, inflatable boats and other similar pressure equipment directive);
2.17. the engine intake and exhaust silencer;
2.18. radiators and pipes for hot water heating systems.
3. The Ministry of welfare, in cooperation with the relevant technical standards Committee recommends a national non-profit society with limited liability "standard" in connection with these terms, reliance and designing standard applicable list.
4. the national non-profit limited liability company "Latvian standards" submit for publication in the newspaper "journal" to "national list of the standards that may be applied to comply with these regulations (hereinafter referred to as the applicable standards).
 
2. 9.5. technical documentation, drawings, charts and calculations if they help to understand the instructions given.
10. Pressure equipment holder is prohibited from launching the use of pressure equipment pressure equipment without passports and the rules referred to in paragraph 9 of document.
11. the use of pressure equipment during its possessor has the following responsibilities: 11.1. According to pressure equipment design and its conditions of use to ensure a sufficient number of staff was trained and certified in the prescribed laws;

11.4. ensure passports and instructions for use storage and reporting of national labour inspection officers and competent inspection bodies authorised representatives established in the regulations;
11.5. to ensure posting (permissions) design elevate hazard work;
11.6. to provide timely technical pressure equipment inspections carried out by the competent inspection bodies authorised by the rules set out in Chapter 4;
7.3. to report to the National Labour Inspectorate for accidents or accidents which have taken place using pressure equipment.
12. Pressure equipment the possessor shall ensure the responsible use of specialist with the following documentation: 12.1. pressure equipment Passport;
12.2. the pressure equipment and components instructions for use and servicing work instructions;
12.3. the pressure equipment usage logs.
13. The responsible officer has the following responsibilities: 13.1. pressure equipment and to provide the appropriate technical equipment;
13.2. ensure that rule 12. pressure equipment referred to in the documentation of the use of appropriate maintenance;
13.3. to monitor the staff's qualifications meet the requirements and should be instructed on the safe use of the pressure equipment;

13.6. instructing assisting personnel work and organize repeated and extraordinary aptitude tests;

14. Pressure equipment for ancillary staff has the following responsibilities:

14.1. in accordance with the operational instructions and the responsible professional orders and instructions follow all safety, fire safety and environmental protection requirements with pressure equipment;
14.2. to stop operation of the pressure equipment and to report to the responsible officer or the holder, if the further use of the pressure equipment presents a risk to human life, health, property or the environment, as well as in the following cases: 14.2.1 damaged safety valve or replacement safety devices;
14.2.2. the pressure is increased by 10% over the permissible working pressure, and measures could not stop it;
14.2.3. the level of the liquid to flame heated or otherwise heated pressure equipment is lower than the permissible level;
14.2.4. not working for one of the direct action līmeņrādītāj;

15. Allowed to operate the pressure equipment without operating staff presence, if direct pressure equipment fitted with an automated, alarm and protection, ensuring its safe use and operation of the suspension, if the parameter deviations from limit values undermine pressure equipment.
 
3. Safety requirements for pressure equipment for use 3.1 positioning 16. Pressure equipment shall be placed in accordance with the Assembly and usage instructions provided in the manufacturer's instructions. 20. Pressure equipment for protection from pressure increases above the permissible pressure may use such safety valves: 20.1. spring safety valve;
20.2. lever-weight safety valve;
20.3. impulse type safety valves, complete with the main safety valve and leading direct action impulse valve;
20.4. the safety valve with safety membranes (membrane safety valve);
20.5. the other valves, which are set up for this purpose by the manufacturer of pressure equipment.
21. safety valves throughout their time of use provided with sufficient capacity to sustained pressure does not exceed the maximum allowable pressure. If provided for in the instructions for use of pressure equipment, a temporary increase in the pressure of not more than 10% above the maximum allowable pressure.

29. the pressure gauge is not valid for use, if it has not been tested: 29.1. in accordance with the laws and regulations of measurement unity or not retested deadline;

29.3. measurement deviation exceeds half of the allowable error value;

3.3. 4. technical inspection of pressure equipment 42. Pressure equipment for routine technical checks: 42.1. the internal technical inspection to detect elements of pressure equipment and its internal situation, open cracks, izspiedum and corrosion on the internal and external surfaces, damage metināto, kniedēto, valcēto, bolt and sealing compounds, as well as other damage that can cause degradation of pressure equipment;
26.2. hydraulic test to determine the strength of the pressure equipment, its elements and connection density. Hydraulic test shall only be performed after positive external and internal examination results. Hydraulic test is carried out with the equipment pressure equipment;

26.3. external technical inspection of pressure equipment, which includes a check to determine the pressure equipment and the equipment, safety equipment, automation, measuring condition and location conform to the manufacturer's instructions, these rules and operating mode.
43. the pressure equipment for routine technical inspections and emergency technical inspection this provision in paragraph 54 of the cases by the competent inspection body authorized under the applicable standards.
44. the pressure equipment holder is obliged to provide such pressure equipment for routine technical checks: 44.1. external and internal technical verification, as well as the hydraulic test of pressure equipment at first installation;

44.3. the internal technical verification — at least every four years;
27.6. hydraulic test — at least every eight years.

47. in the light of the technical condition of the pressure equipment and use (lifetime) time, the competent notified body shall have the right of inspection and hydraulic testing to detect more often than intended this provision in paragraph 44 and 45.

54. the pressure equipment emergency technical inspection required in the following cases: 54.1. after repeated Assembly of pressure equipment, associated with the movement of pressure equipment to another location (only applies to registered pressure equipment directive);

63. where pressure equipment after repeated inspections do not meet the requirements of this regulation or the threat to human life, health or the environment, the inspection body shall promptly give notice to the holder of the pressure equipment and notify the State labour inspection, as well as the State environment inspectorate, if compromised environment, and State fire and rescue service, if found elevated fire risk, and time of day of the said institutions send one copy of the inspection report.
 
5. final question 64. Regulations shall enter into force by 1 august 2001.
