The Republic of Latvia Cabinet of Ministers Regulations No. 479 in 2001 Riga, 13 November (pr. No 55, § 10) rules on industrial fishing in the territorial waters and economic zone waters issued under the Fisheries Act, in article 13, first paragraph, point 1 i. General questions 1. determines the order in which the Latvian natural and legal persons conducting industrial fishing in the territorial waters of the Republic of Latvia and the economic zone waters, but foreign legal persons, the Republic of Latvia on the Baltic Sea (excluding Gulf of Riga) economic zone waters.
2. 7.2. the fishing vessels of the list according to the fishing grounds and fishing at sea future species each year, approved by the fisheries administration.
8. the marine waters of scientific and other specific purposes (fish farming, acclimatization, kontrolzvej, melioratīv and other types of fishing), after coordination with the fisheries management and environmental State Inspectorate relevant fishing authorization (licenses) of the date of receipt of specialized research vessels or other vessels used in fishing and floating assets.
 
 
II. obligations of the fishermen, the fishermen's obligations: 9 9.1. fishing by vessels included in the lists approved by the fisheries administration, and not to exceed the limits of fishing;
9.2. to ensure shared catch and landing data records of fish by fish species by their weight (if necessary, — in number), coastal fisheries, by fishing gear type;
9.3. to register the data on fishing fishing magazines: 9.3.1. coastal fisheries — after returning to shore before the sale or transport of fish in accordance with the provisions of annex 2;
9.3.2. sea fishing — after each fishing operation (completion of hauls, network or longlines lifting) in accordance with the provisions of annex 3. Foreign legal persons fishing for registration data can also be used in the fishing logbook of their country;
9.4. in ascending order to collect data on catches by fish species in each fishing sub-area or coastal fishing grounds and in accordance with the provisions of annex 4 to submit relevant information in the management of the marine environment, no later than the month following the reporting month, the sixth date, but foreign legal persons — no later than the 20th of that month-to-date;
9.5. the fisheries management, environmental State Inspectorate or the management of the marine environment of the request to provide information, which describes the fishing waters of the sea, and messages related to ship and boat identification and characteristics;

9.12. allow national inspection of the environment and marine environmental management officials to check all the rooms of the vessel, present the test fisheries, fish caught and treated, finished products, fishing gear and fishing-related documents and allow extracts from them, as well as to provide the necessary inspection;
9.13. install satelītraidītāj (hereinafter referred to as the transmitter) to the fishing vessels of overall length exceeding 24 m and carrying out fishing activities outside the territorial waters or in fishing for more than 24 hours, and ensure data transmission from the fishing vessel to the satellite monitoring of fishing vessels of the marine environment of the Centre (hereinafter referred to as the monitoring centre) in the following order: 9.13.1.24 hours writing to inform the monitoring centre the transmitter connection disconnection or disassembly,;
9.13.2. disconnection or disassembly of the transmitter to start only after written consent by the management of the marine environment;

9.13.4. in addition to the automatic transmission to the monitoring Center 9.13.3. This provision referred to the data if the vessel enters the forbidden fishing zone or other waters;
9.13.5. fishing in the waters of other countries, while transmitting data to the monitoring center and the relevant coastal State fishing vessel satellite monitoring center;
9.13.6. If the transmitter is damaged, notify the monitoring center and a month to have it repair or replacement;
9.13.7. before the fishing authorization (licenses) to submit the receiving marine environment administration a copy of the contract for the transmission of data to the monitoring centre;
9.14. the damages caused to the fishery resources of these regulations, in accordance with the provisions laid down in annex 9 of the taxi and whatever other legislation and the penalties imposed;
9. environmental State inspection and marine environmental management officials to deliver the request to the point of sale or storage gear and floating means used in fishing, the absence of such provisions, as well as with those tools fish caught.

10. the captains and Assistant captains (the guard's) responsibilities for fishing, as well as through the processing and transport of fish: 10.1 to take on board and transfer to other ships and the environmental State inspection of marine environmental management officer exercising duties, at their request;
10.2. to let the environmental State inspection and marine environmental management officials who perform their duties, free stay on the offshore vessels;
10.3. free to broadcast from a ship of State environmental inspection stations and marine environmental management officer service messages;

10.5. ensure that vessel or floating means of identification should be clearly legible;
10.6. two hours prior to entry into port with the port authority on news the ship's cargo — sea fish caught — and the expected time of arrival in port.

III. conditions of use of fishing gear for fishermen is prohibited: 11 11.1. keep on board the vessel or floating gear products other than those referred to in annex 5 of these regulations, as well as to be in the sea coast and cables for use with prepare bar gear that fishing period and instead use prohibited. 11.5.2. longlines, pots and lucīš lucīš of trap lines closer than 100 m one from the other in any direction;
11.5.3. herring fixed gear, fish traps (sīkzivj) and eel traps closer than 700 m one from the other side and less than 100 m in the direction of the other directions;
11.6. using fishing explosive, toxic or narcotic substances, elektrozvej, as well as pneumatic weapons and duramo tools;

12. in paragraph 11 of these regulations and annex 5 gear are not considered ready for use if: 12.1. trawl door is securely attached to the bulwark (falšbort) internal or external parties or trawl the circles and veijer and cables disconnected from or reels;
12.2. the cord in the lower bottom of the round wire is disconnected from the network.

13. to prevent premature wear of the network, allowed: 13.1. affix the lower end of the canvas (tarpaulin), network, fabric or other materials;

IV. Fishing gear characteristics and allowable number 15. It shall be prohibited to use the gear, the characteristics of which differ from these rules referred to in annex 6, the allowable parameters, including: 15.1 trawl fishing of cod, when used for the manufacture of netting or string of mesh size in directed fishing does not meet the following dimensions: 15.1.1. trawl codend and which a strengthening extension piece made from a twisted cord of polyamide that is not larger than 4.5 mm and of mesh size shall not be less than 125 mm, if only this provision waters referred to in paragraph 1;

15.7. salmon and sea trout in directed fishing for sea: 15.7.1. use drift nets and anchored floating nets, if of mesh size less than 157 mm; 15.7.2. using one fishing vessel more than 600 drifting and floating anchored nets, taking into account that the length of each net not exceeding 35 metres, measured along the augšvir;
15.7.3. from one fishing vessel to use drifting or anchored in the long lines, which together have more than 2,000 hooks;
15.7.4. keep on one ship more than 100 reserve networks, taking into account that the length of each net not exceeding 35 metres, measured along the augšvir, and more than 200 Reserve hooks;
15.7.5. use hooks that the shortest distance of the spires to stalk is less than 19 mm; 15.8. coastal fisheries: 15.8.1. individual networks if it exceeds 100 m in length, and a network of lines, if their total length exceeds 300 m Riga Sea Bay and 800 m in the rest of the sea coast;
15.8.2. fish and eel traps (sīkzivj) herring fixed gear if it exceeds 600 m back; 15.8.3. fish traps and fish towed cables if the mesh at any step of the construction elements, except cod is less than 30 mm lucīš pots 15.8.4. when it exceeds 2 m in height or length exceeds 30 m Ranch; 15.8.5. eel traps (sīkzivj), if the mesh is less than 16 mm or greater than 18 mm but the ranch – less than 18 mm or greater than 30 mm 15.8.6. the bait fish towed cables, if the length exceeds 10 m wingspan and mesh step is less than 6 mm or greater than 12 mm; 15.8.7. longlines, which has more than 200 hooks.
16. Specialized in fishing for cod shall be prohibited to retain on board a fishing gear, the mesh size of which is smaller than the cod fishing gear allowed in size.
 
 
V. marking of fishing gear for fishermen at sea 17 behind coastal waters bar must ensure such gear equipment: those of Western 17.1. sector (from the South through the West to the North including) equipped with two flags and two fluorescent Ribbon stripes, but if you have limited vision, also with two white lights. 17.4. If the gear is located close to the water surface, it buoys fitted with spherical surface signs and lights;

17.5. the string that connects the fishing gear and buoys should be from sinking or weight-bearing material;
10.9. the marker buoys shall be at least 1.5 m above the water level, and its equipment must ensure that the following requirements are met: 17.6.1. must be rectangular flags, which each side must not be less than 40 cm. distance between two flags along the vertical must not be less than 20 cm. Distance between the flag and the surface of the water must be not less than 80 cm; 17.6.2. flags, which have fishing gear both ends must have the same colour (other than white) and with the same size;
17.6.3. the top mark to be spherical (round) 25 cm in diameter and with Luminescent tape that is at least 6 cm wide. Top marks also may be used in place of spherical radarreflektor;
17.6.4. radarreflektor light must be yellow and flashing with a five-second intervals and the visibility of at least two nautical miles away. The reflected signal Radarreflektor visibility the ship radar should have at least two nautical miles;
17.6.5. marker buoys shall or buoys upper alarm must not be red or green;
17.6.6. on buoys or flag should be a number or name of the ship.
18. Fishers coast follows the fishing gear marking: 18.1. marking marking must be made of styrofoam, Cork or other waterproof material, and its size may not be less than 5 x 10 cm, or it must be manufactured from baltmetāl (aluminium or other light metal) with plate size 3 x 6 cm on the label 18.2. indicate the following: 18.2.1. fishing authorization (licenses) number;

18.5. the fishing tools, which are used in accordance with the treaties, research purposes, in addition to being marked also with research institutions.
 
 
Vi. Prohibition of fishing times and places 19. Prohibited: 19.1. flounder fishing specialist, from 15 February to 15 may;
19.2. any fishing of turbot, the processing or storage of vessels and other floating means, from 1 June to 31 July;
19.3. the herring fishery in the Gulf of Riga with trawls, from 12 May to 10 June;
19.4. all types of fishing gear – Salatsi, throughout the year, Daugava, Gauja river Lielupe and the Venta River area within a radius of 1000 m from the mouth, while the rest of the river and Canal inlets — 200 m around the area of the mouth;
19.5. the coast with all types of gear: 19.5.1. from 1 May to 31 May, with the exception of turbot, herring and lucīš specialized fishing. Denial flounder in that during the directed fishing of flounder with cables allow, starting from 16 may;
19.5.2. from 1 October to 15 November, except in specialized fishing flounder with flounder and herring seines specialized fishing with the herring nets;
12.2.19.6.1. lucīš fishing: trawling, throughout the year.
19.6.2. directed fishing with traps, from 1 October to 30 April;
19.7. fishing with towed wire all year Riga Sea Bay flounder fishing, excluding the area from Oviš to Cape Kolka Horn and fishing with bait fish cord;
19.8. flounder fishing with towed cables in places where the depth does not exceed 5 m; 12.4. specialist sprat fishery in the Gulf of Riga with trawls throughout the year;
19.10. trawling in areas where the depth does not exceed 20 m, as well as Partridge Strait between the lines that connect the Oviš Lighthouse (57 ° 34.1234 ' N; 21 ° 42.9574 ' E) with the Load of the lighthouse (57 ° 57.4760 ' N 21 ° 58.2789 ' E;) West and Cape Kolka (57 ° N 22 ° 45.60 '; 36.40 ' E) with Kāvinin Lighthouse (57 ° N 22 ° 11.77 58.95 '; ' E) in the East, and 187, 194.201. fishing and square (annex 1);
19.11. trawling if they attached gruntrop, the Gulf of Riga — throughout the year.

20.3. to all types of fishing gear on the coast, from 1 October to 15 November, but with the drift nets, drifting in the longline fisheries on the coast — throughout the year.
21. This provision 15, 16, 19 and 20 of the said fishing is considered specialized if: 21.1. is made of a given fish species fishing with this fish species to the fishing gear and fish species and fishing gear are recorded in the fishing licence (the licence);

VII. the minimum length of the fish and non-target volumes 22. It shall be prohibited to exceed the provisions mentioned in paragraph 24 of by-catches of undersized fish, as well as to accept, handle, transport, store and sell the following species, if fresh raw fish is less than the following dimensions: 22.1. sprat (sprattus sprattus baltic), 10 cm; 22.2. smelt (Osmer to eperlan): 11 cm; 22.3. herring (Clupea harengus Membri): 22.3.1. Gulf of Riga and its coast — 11 cm; 22.3.2. sea and its coast-13 cm; 22.4. perch (Perca fluviatilis): 17 cm;
22.5. lucīt (zoarces viviparus)-20 cm; 22.6. flounder (platichthys flesus trachurus): 21 cm; 14.1. Vimbai (Vimb-vimb)-29 cm; 22.8. Norman (abramis Brama): 29 cm; 14.2. ālant (id Leucisc)-29 cm; 22.10. turbot (Psett maximum) — 30 cm; 22.11. whitefish (Coregonus lavaretus) — 35 cm 12/22. cod (Gadus morhua callari) — 35 cm 22.13. eel (Anguilla Anguilla) — 45 cm 22.14. Zander (Stizostedion lucioperc) — 45 cm; 22.15. Pike (Esox Lucio) — 45 cm brown trout to 22.16. (Salmo trutta) — 50 cm; 22.17. salmon (Salmo salar) 60 cm.
23. This provision 22, paragraph size is determined by measuring the fish from the muzzle end (closed mouth) to the end of the tail fin. 24.2. undersized cod and plaice by-catch must not exceed 5% of the species concerned one or network hauls the catch weight;

24.6. cod by-catches of flounder fishing ban period must not exceed 10% of the subregion — 28, 26 — 30% of the subregion total catch weight of cod, except that rule 15.4. cases referred to;
24.7. other undersized fish that are not listed in this provision, 15.0 15.0 15.1.,.,.,., 24.4 24.5 24.6. and in paragraph 25.1. total catch must not exceed 5% of the total catch weight;
15.4. a fish species fishing limit, making the complete learning of other species specialized fishing, the fish species acquired by-catches should not exceed 5% of the total weight of the catch.
25. Not allowed: 25.1. undersized turbot, salmon and sea trout, as well as by-catches of undersized by-catches of whitefish, whitefish is obtained if with fishing gear other than those mentioned in these provisions; paragraph 24.5.

27. by-catch, take note that: 27.1. for by-catches of the species is considered to be the particular role of fish for which fishing is prohibited during the period, place, or with the appropriate gear, as well as small fish and fish for which fishing is not for fishing permission (licence);
27.2. determination of by-catch, if the role is large (1 ton and more), from multiple locations are taken at least three samples and the percentage of by-catches shall be determined as the average of a sample of individual interest.
 
 
VIII. 30. environmental State inspection and marine environmental management officials: 30.1. have the following rights: 30.1.1. to issue fishing logs, as well as check the fishermen fishing knowledge before a fishing permit (license) issued and registered fishermen;
30.1.2. stay on board fishing vessels and floating means of space ship, caught and processed fish products, fishing gear, fishing and fishing-related documents, as well as write needed information from those documents;
30.1.3. request information from fishermen for fishing;
30.1.4. after the arrival of the ship in port to take fish landing and first sale documents and records;
30.1.5. Notwithstanding other legislation provided for penalties in cases of infringement of these provisions to suspend, revoke or refuse a fishing permit (license);
30.1.6. If these provisions have been violated, request the relevant fisheries management or coastal municipalities to consider refusal of granting the fishing limit next year or fishing rights lease agreement termination;
30.1.7. require offenders to be delivered to the place of sale or storage of fishing gear and floating means used in fishing, the absence of such provisions, as well as with those tools fish caught;
30.2. has the following responsibilities: 30.2.1. collect from fishermen received messages for the current month and the month following the reporting month, the 15th date to submit a fisheries management and Fisheries Research Institute of Latvia report on fish catches in the previous month;
30.2.2. If you are suspended or withdrawn fishing permit (license), inform or the management of fisheries in coastal municipalities;
30.2.3. to use the information that is received and in the monitoring centre's database, only the control of compliance with these provisions;

IX. Closing questions 33. These rules 15.1 and subparagraph 15.6.3. conditions and of chapter I of annex 6. Explanatory notes Explanatory notes for completion of the journal on Completion of Logbook page 1 design: General requirements: 1.1 log page three (original and two copies) are numbered with the same number.
