The Republic of Latvia Cabinet of Ministers Regulations No. 478 in 2001 Riga, 13 November (pr. No 55, § 9) hunting farm development fund rules Issued in accordance with article 19 of the law on hunting the third rule 1 determine hunting farm Development Fund (hereinafter Fund) creation, accumulation, management and disposal procedures.
2. the Fund shall be used according to the hunting Act.
3. the Fund shall consist of the following funding: 3.1. grant from the General State budget revenues, the income from stamp duty for hunting permits and authorizations for the export of hunting trophies from Latvia;
3.2. the donations.
4. the Fund is managed by the Ministry of agriculture.
5. the Fund is kept in the Treasury account.
6. the Foundation Council personnel for three years, confirmed the Minister of agriculture. The Fund's Board has 14 members: 6.1 the Minister of agriculture;
6.2. two representatives of the Ministry of agriculture;
6.3. a representative of the society for Ornithology;
6.4. the representative of the Terioloģij society;
6.5. The protection of the environment and regional development Ministry spokesman;
6.6. the national forest service representative;
6.7. Hunter Advisory Council representative;
6.8. the municipal representative of the Union;
6.9. the Foundation of Nature;
6.10. The Latvian hunters ' Association representative;
6.11. the national joint stock company "Latvian State Woods ' representative;
6.12. mežzinātn Institute "silava" representative;
6.13. The forest owner Association representative.
7. the Foundation Council members shall not be remunerated for the work of the Foundation Council, and its features are not created institutions or Fund.
8. the Council of the Fund Manager's Minister of agriculture.
9. the Foundation Council: convene and chair the 9.1 the Council of the Foundation;
9.2. Approves the Fund's Council meeting agenda;
9.3. the responsibility for the use of the Fund pursuant to the statutory objectives;
9.4. the signature of the Council of the Fund sitting protocols;
9.5. request reports on the Fund's use of the funds granted by the Council;
9.6. based on the decision of the Council of the Foundation, invited auditors checking records of the Foundation.
10. the Council of the Foundation: 10.1. assess the use of the Fund's annual report and its utilization project for next year, as well as the extent of the Fund's reserve funds for next year, excluding funds from grants from the General State budget revenue;
10.2. funding request submitted by the appearance and finansējamo projects, assess the reasonableness and consistency with the objectives and tasks of the Fund;
10.3. decision on the use of the Fund.
11. Requests for financing and finansējamo projects be submitted and examined as follows: 11.1. financing request and fund projects to be financed shall be submitted to the Council a natural or legal person. Funding request and project funding must meet the Fund's goals and objectives. Funding request and the appearance of projects to be financed by the Fund Council meeting in the presence of the applicant;
11.2. the funding request and the appearance of projects to be financed by the Fund during the current session of the Council, if it is filed not later than 10 working days before the meeting of the Council of the Foundation. Later submitted requests for financing and finansējamo projects looking at the next meeting of the Council of the Foundation;
11.3. after the December 1 submitted requests for financing and finansējamo projects looking for the meetings of the Council of the Fund next year.
12. the Fund, the Council shall take a decision on the grant or refusal of funding, the decision on the inclusion of projects submitted for funding project list or a decision on the financing of the project submitted to the rejection and 15 working days after the decision sends the decision statement the funding request or project to be financed by the applicant.
13. the Foundation Council meetings shall be convened as necessary but not less frequently than quarterly.
14. the Governing Council of the Fund and the agenda of the Council of the Fund Manager shall notify the members in writing five working days before the meeting.
15. the Fund's Council meetings are open to the public.
16. the Fund's Board is valid, if it at least eight members of the Board of the Fund.
17. the Fund's Council, decisions shall be taken by vote. If the vote splits in the casting is the head of the Council of the Foundation.
18. the Fund's Council meeting by the Secretary. The Secretary shall be appointed by the Council of the Fund Manager.
19. the Council of the Fund Protocol within 20 working days after the meeting of the Council of the Fund sent to all sitting members.
20. Be declared unenforceable in the Cabinet of 8 august 1995 rules No. 250 "hunting fund rules" (Latvian journal, 1995, 125. no).
