The Republic of Latvia Cabinet of Ministers Regulations No. 492 in 2001 Riga 20. November (pr. No 57, § 38) procedures for ensuring the security of student education and organized events Issued under the Education Act, article 14 of the 21 i. General questions 1. determines the procedure of ensuring student safety education and organized events.
2. the security training the trainees practice time provided under the Labour Protection Act.
 
 
II. Educational driving competency 3. Educational institutions (hereinafter Manager) features student safety issues are the following: 3.1 in collaboration with educational institutions founder (established educational leader — in cooperation with the relevant administrative territory of the local government) by responsible professionals, supervisory authorities at least once a year to organise examinations to assess the compliance of education operational safety requirements. Opinion on educational adequacy requirements drawn up by the responsible supervisory bodies — the national fire and rescue service, the public health agency and the State Labour Inspectorate;
3.2. to organize the security measures learner education and its organized events;
3.3. in cooperation with the educational institutions of the founder (founders) to ensure that the educational institution according to the legislative requirements are met the hygiene requirements, as well as civil protection, fire protection and health standards;
3.4. to plan and organise educational measures student safety issues;
3.5. ensure that provision chapter III requirements in appropriate education institutions internal rules (hereinafter internal rules) and control it;
3.6. to provide learners an older (older) introduction to internal rules;
3.7. ensure that provision chapter III requirements contained in the appropriate security instructions and evacuation plan;
3.8. to determine the responsible security tours, hikes, mass events and sports competitions (hereinafter responsible person);
3.9. to ensure that educational staff and learners have access to information on operational services call, internal rules, safety instructions and evacuation plan;
3.10. collaborate with State and local authorities, public organizations and parents student safety issues;
3.11. to approve the internal rules, safety instructions and evacuation plan.
4. The driver has the right to request and receive the necessary assistance from the founder, State and local authorities in providing security for learners according to the requirements of the law.
 
 
III. Student safety legislation governing education learners 5. in order to ensure safety, the education body shall establish the following internal measures: 5.1 internal rules;
5.2. safety instructions;
5.3. the evacuation plan.
6. the internal rules shall determine: 6.1. plan and evacuation information on operational emergency order placement in an institution;
6.2. the order in which the educational institution maintains the outsiders;
6.3. the officials responsible for the introduction of the learner's internal rules.
7. The application of typical safety instructions educational needs and local conditions, the education body shall establish the following safety instructions: 7.1 security offices and training rooms that have the equipment and substances that may endanger the safety and health of persons;
7.2. for fire protection;
7.3. on electrical safety;
7.4. for first aid;
7.5. safety tours and hikes;
7.6. the mass of security events — events involving 100 and more members;
7.7. on security, sports competitions and activities.
8. safety instructions the following information to be included: 8.1 for action in extreme situations (for example, if a fire, flooding);
8.2. the framework for action in the irregular situations (for example, contact with dangerous objects and substances);
8.3. for road safety;
8.4. about safety on the water and ice;
8.5. for personal hygiene and hygiene at work;
8.6. for safety, through practical and laboratory work;
8.7. this rule 7.5, 7.6, and 7.7. referred to in the safety instructions, minimum teacher and (or) the number of the older type of measures and the age of the learner;
8.8. the officials who will be presented with the trainees during the security instructions.
 
 
IV. Procedures for trainees with iepazīstinām internal rules and safety instructions 9. Education learners introduces the internal regulations and the safety instructions in the following order: 9.1 with internal rules, every year in September;
9.2. the rules referred to in point 7.1 safety instructions — not less than twice a year and each time before the initiation of new activities that may endanger the safety and health of persons;
9.3. the rules referred to in point 7.5. safety instructions – before each tour or hike;
9.4. the provision in paragraph 7.6 and 7.7 to these safety instructions — not less than twice a year;
9.5. other instructions — not less frequently than once a year.
10. the student introduction to safety instructions recorded in the journal of the class or group, indicating the name of the security instructions. After reading the safety instruction the learner is evidenced by the record, specifying the date of the presentation.
 
 
V. the Organization of Excursions and trekking arrangements 11. Before going sightseeing or hiking in the responsible person presenter to present written information that indicates the purpose of the trip, route, duration, list of participants, age, type of movement, accommodation, communications and first aid.
12. the functions of the controller are the following: 12.1. ensure this rule 7.5. Security referred to in the instructions;

12.2. to ensure an accident victim first aid on the scene and, if necessary, to summon emergency medical help or organize the victim into the medical institution;
12.3. the accident immediately to inform the driver and the victim's parents;

13. Parents shall inform the person in charge of their child's disorder or specific characteristics that require special attention, as well as how to contact them.
 
 
Vi. arrangements for organizing the measure of Mass 14. prior to the mass action of the person in charge of the space and technical support for the measure concerned the adequacy and compliance with regulatory requirements.

VII. the sports competitions and practice of organizing arrangements 17. Sports competitions and lessons (except in specific sports area) do sports bases or the gym facilities that custom meets regulatory requirements.
18. Organising sports competitions and lessons in the rented premises, the Manager of the premises and equipment suitability measure concerned and consult the opinions of the supervisory authorities for compliance with the laws and space requirements.
19. Sports competitions and classes take place only in weather conditions that do not endanger the health and safety of persons.
20. Sports competitions held in the presence of treatment only persons or designated driver on first aid in the presence of the person responsible.
21. A number of educational establishments, sports competitions, the race Organizer, follow that rule to the requirements laid down in chapter VI.
22. the responsible person shall ensure that the provisions referred to in paragraph 7.7. security instructions and personal presence in the sports competitions and practice.
23. prior to participation in a number of educational establishments, sports competitions, the responsible person shall submit written information to the driver, the race in the time, place, movement, student lists, personal details and the date when the learner understand the safety instructions and make a health check.
24. Through the gym, sporting groups accommodating learners with a primary health care physician issued a statement about the State of health and the parent application.
25. the education authorities the doctor, school nurse or the class teacher will inform the sports teacher or coach about the health situation of the trainees each time after illness, injury or where applicable the learner's specific requirements.
 
 
VIII. Closing question 26. Regulations shall enter into force by January 1, 2002.
