Cabinet of Ministers Regulations No. 543 Riga 2001 December 27 (Mon. No. 62, 6) road safety audit Issued in accordance with the provisions of the Highway Traffic Act 6 the second subparagraph of article i. General questions 1. down the road safety auditing arrangements for the road project (including construction) and the existing road network.
2. road safety audits (hereinafter referred to as the audit) the goal is to make the road project (including construction) and the road traffic related object construction is developed according to the road user safety requirements to the existing road network and comply with the requirements of road safety, to prevent a potential road traffic accidents.
3. Audit can be conducted institution empowered by law, Cabinet of Ministers regulations, or an order of the Cabinet of Ministers (hereinafter referred to as the authorized institution). The audit involved in no fewer than two road safety auditors (auditor). In exceptional cases, if the construction does not have this provision of the annex referred to in paragraph 3, the complexity of the criteria and other criteria is less than the value of annex 1, the audit may be performed by one auditor.
4. An Auditor is a natural person who meets the following requirements: 4.1 has acquired higher education sector or the road traffic management (management) sector;
4.2. at least five years worked in practice, or moderator of the work related to the travel industry or the traffic management sector, and has experience in road design and road accident analysis;
4.3. an auditor's certificate is received by the Minister of traffic.
5. the notified body shall have the right to engage in other audit professionals.
6. the notified body shall ensure the independence of the audit results of the path audit manager, customer or job roles.
II. Audit ordering and organizing 7. Audit ordering the required minimum criteria defined in these rules 1 and 2 in the annex. Audit the client can order audits, even if the criteria value is less than the specified in the annexes.
8. Application for authorized institutions, audit orders: 8.1. Designer (a construction developer)-road construction and road traffic related object audit projects;
8.2. the Travel Manager: 8.2.1. road project (except construction) audit;
8.2.2. the network of existing roads or roads (road) (hereinafter referred to as the current path).
9. before the construction of the road or the road traffic related object audit started a construction Designer (a construction developer) submitted to the Auditors the following materials: 9.1 the road or road traffic around a linked object diagrams and plans (scale 1:2500-General schemes and 1:500 – path node);
9.2. the construction drawings and the drawings (scale from 1:500 to 1:200), as well as the standard solutions used item (if any) descriptions of parameters;
9.3. Design task, so the specific requirements;
9.4. the travel manager's data on traffic intensity and composition.
10. Road construction or road traffic related object construction audit course designer (a construction developer) provides Auditors with information about changes in matters relating to construction, as well as other projects relating to the designer available for additional information, if requested by the Auditors.
11. the Travel Manager provides Auditors with the necessary information and materials in road stages of the project, which does not include the amount of the construction plan.
12. prior to the commencement of audit, the existing road Manager provides Auditors with road traffic data on audited, with the schemes and all the available design data, as well as in the course of the audit provides Auditors with additional information.
13. Audit starting no later than 25 calendar days after receipt of the application, if the audit principal has submitted the required materials.
14. Audit depends on the project, the construction of the road or road and complexity, as well as from the Auditors the necessary number of outings. The audit is as follows: 14.1 road project audit: 14.1.1. the first and second stage-no longer than knee length of project development;
14.1.2. the third phase-from seven working days to one month;
14.1.3. the fourth stage-from 5 to 15 working days;
14.1.4. the fifth stage-not longer than six months;
14.2. the existing track audit: 14.2.1. for not more than five working days for one kilometer, but no less than 18 working days for auditing generally roads in urban areas;
14.2.2. not more than three working days for one intersection, but no less than 14 working days for auditing generally roads in urban areas;
14.2.3. not more than two working days for one kilometer, but not less than 16 working days for auditing generally roads outside built-up areas and communities, which is not a city;
14.2.4. not more than three working days for one intersection, but no less than 12 working days to audit overall roads outside built-up areas and localities, not the city.
III. Audit scope audit of the project path 15 has five stages.
16. the first stage (probability). Auditors studying the audited nature of the project, in relation with the total road network and the extent of the scheme, as well as check: 16.1. or, taking into account the expected traffic intensity and speed of the anticipated travel tips, plan and profile guaranteed optimum safety of all road users (e.g. pedestrians, bicycle and moped drivers);
16.2. is intended to regulate traffic with traffic lights;
16.3. If the project meets the requirement for compatibility of several road sections;
16.4. the intended place sufficient or overtaking;
16.5. the number and the distribution of crossroads: 16.5.1. as it is suitable for the intended functions of the road;
16.5.2. how it affects others, connecting roads (or problem is moved to another part of the road network);
16.5.3. How does it affect the availability of public transport;
16.6. or, taking into account the expected traffic intensity, the maneuvers and cut the vulnerable road users (pedestrians, bicycle and moped driver) the number of intersections for vulnerable road users shall guarantee security;

17. the second stage (arrangements). Auditors review the way the projected horizontal and vertical layout, the placement of a cross and visibility, as well as check: 17.1. first stage or audit recommendations are taken into account;
17.2. the intended speed with the šķērsprofil and other elements of the project;
17.3. the intended speed compliance with the existing situation;
17.4. the road šķērsprofil: 17.4.1. is designed for the edge of the carriageway line optical removal with a border stone;
17.4.2. or each road user group has sufficient area provided for;
17.4.3. or different road user groups are sufficiently separated;
17.5. the horizontal and vertical programming, as well as visibility: 17.5.1. plan design or intended to meet all the requirements for visibility and visibility at the side stages between path nodes;
17.5.2. do not limit the visibility of road signs, barriers, bridge parapet, shipbuilding, stationary obstacles, existing and planned plantations and similar barriers;

17.5.4. as the road layout visible in both driving directions;

18. The third (Advanced). To assess the road construction signs, marking, lights and traffic organisations of other technical element, check the path of the last version of geometric elements, as well as analyzes existing elements on the road and the surrounding countryside from the road safety point of view and check: 18.1 or the second stage of the audit recommendations have been taken into account;
18.2. the road cross section: 18.2.1. the suitability of the traffic situation;
18.2.2. roadway height above the suburbs (or it is sufficient);
18.3. the lighting poles, traffic lights and other pillars: 18.3.1. compliance with road safety according to the distance to the nearest road or bike path;
18.3.2. is designed for easy notriecam traffic safety devices;
18.4. the traffic signs and road signs: road signs 18.4.1. or are stationed throughout the length of the road section;
18.4.2. information is understandable;
18.4.3. or road signs is sufficient and that there are no unnecessary road signs;
18.4.4. or road signs do not obstruct each other or traffic lights;
18.4.5. or road signs are correctly in place and clearly visible;
18.5. is it right to the edge of the carriageway (borders) designation;
18.6. lighting: 18.6.1. is there a risk that the light can optically mislead, and or side-effects may occur in relation to traffic lights and road signs;
18.6.2. are there areas where road traffic can become a dangerous light placement;
18.6.3. or lighting četrzar the intersection gives the impression of the road behind the continuation of the intersection;
18.6.4. or a pedestrian crossing is illuminated;
18.6.5. What complications can cause strong surrounding objects (buildings, courts, sports buildings, paths, ads) lighting;

18.8.2. do they impact road sign perception and path lighting;
18.8.3. can have trouble with adult plantations;
18.8.4. or will be able to secure greenery maintenance;
11.7. communications and manhole: 18.9.1. where they are located;
18.9.2. are they safe inspection and maintenance;
18.10. road surface: is used appropriate 18.10.1. or type of coverage;
18.10.2. or some places need special coverage with a high coefficient of adhesion;
18.10.3. or change coverage sites are the road users understand and lead to erroneous or conduct;
18.11.-crossings (attachment) with existing roads: 18.11.1. related to the earlier information;

18.13. the road adjacent territories (airfields, rail and water transport signals) from a road safety point of view.
19. The fourth (pirmsatklāšan) stage. Object to its adoption into researching road safety in different weather conditions by day and night and check: 19.1 or third stage of the audit recommendations have been taken into account;
19.2. how security measures perceived by road user – a light passenger vehicle driver, driver and pedestrian bicycle (in the dark);

19.4. public awareness of the respective object commissioning.
20. The fifth (surveillance or monitoring). The audit shall be carried out not earlier than six months after the commissioning of the object, except if the audit principal rightly wants to perform audits in the past. Supervisory or monitoring in the course of the examination stage: 20.1. as a true function corresponds to;
20.2. or traffic flow speed is as expected;
20.3. standard equipment or road and meets its function, classification and traffic speed;
20.4. or the way users vehicles not positioned so that it can be dangerous to road traffic;
20.5. or greenery do not interfere with visibility and obscure road signs;
20.6. the condition of the road surface and roadway signage;
20.7. what condition is the direction indicators;
12.9. the condition of drainage;
20.9. are there signs that are driven over the border sadalošaj islets and rocks;
20.10. which direction across intersections and curves are not passing through the appropriate trajectory;
20.11. are there signs of conflicts and petty incidents (such as the braking foot, broken glass and plastic pieces);
20.12. or the distance to the rigid barriers are equal;
20.13. or there are signs of the presence of those not intended for pedestrian and dangerous places;
20.14. are there additional measures on road safety at pedestrian crossings;
20.15. is there a need for additional measures on road safety bicycle drivers;
20.16. or lighting meets the requirements.
21. the Authorized institution by agreement with the audit principal audit course may in particular verify: 21.1. unequal meanings crossings;
21.2. with traffic lights controlled intersections;
21.3. roundabouts;
21.4. pedestrian roads and sidewalks with road intersection;
21.5. bicycle paths and pedestrian zones;
21.6. jobs on the road;
21.7. the impact of local improvements to the rest of the road network;
21.8. road safety improvement scheme;
13.6. the speed mode.
22. Depending on the road and the road of Division, or the amount of a construction project audit the client selects the desired number of audit stage according to annex 1 of these rules.
23. all audit stages are required for the trans-European road network roads (E-mark).
24. The existing path in the course of the audit examined the road layout, garenslīpum, šķērskritum, ūdensatvad, downtown, the road surface, the intersection, opportunities for drivers and pedestrians of bicycles, public transport, the conditions of possibility of parking, speed limits, overtaking opportunities, accident statistics in relation to the observed behavior of the driver, road maintenance, work on the road, road signs, road signs, traffic lights, tunnels, bridges, light, greenery, drainage and ūdensatvad devices.
IV. Audit opinion 25. Auditors shall draw up and sign the audit opinion of five working days, submit to the audit principal and the Ministry of transport. After the signing of the audit opinion of the audit has been completed.
26. the path audit of project (construction), the opinion shall be drawn up after each audit stage.
27. the Audit opinion contains the following parts: 27.1. part of the infringement which indicate deficiencies and non-compliance with laws, regulations, and other factors that may affect the safety of road traffic;
27.2. the operative part, which contains the conclusions and, if necessary, make recommendations for correcting the deficiencies found.
28. If the audit principal road project (construction) or existing path cannot be taken into account in the opinion of the audit recommendations, audit the client within 30 days from the date of receipt of the opinion of the audit: 28.1. provide authorized institutions and the Ministry of transport on the basis on the audit recommendations in the opinion cannot be taken into account;
28.2. If necessary, meet with representatives of the notified body, to explain why the audit recommendations in the opinion is not taken into account. The progress recorded in this appointment.
V. responsibility of audit results the Audit principal 29 is obliged to follow the opinion of the audit recommendations.
30. On the road project (construction) audit opinion provided in the implementation of the recommendations or rejection, as well as the consequences of refusal is in charge of the project (construction) contractor, but the path audit opinion provided in the implementation of the recommendations or rejection, as well as the consequences of refusal – Road Manager.
Vi. Closing questions 31. Regulations shall enter into force by January 1, 2002.
32. the Auditor certification procedure shall enter into force by 1 January 2003.
33. The rules set out in the audit procedure is being introduced gradually that rule 34, 35, 36, 37 and 38. in accordance with the procedure laid down in point, successively exposing the path audit projects (projects) and the road traffic related object construction, as well as existing routes according to the following criteria:

33.1. the project (construction) audit: 33.1.1. the estimated cost of them;
33.1.2. the length of the period;
33.1.3. the intersection;
33.1.4. intersection with traffic lights adjustable;
33.1.5. the number of pedestrian crossings;
33.1.6. specific to road users;
33.1.7. specific traffic organization of the apt;
33.2. audit of existing roads: 33.2.1. road traffic accidents;
33.2.2. the period since the previous audit.
34. With the entry into force of the provisions of the audit subject: 34.1. road projects (projects) that do not have this provision, 33.1.5 33.1.4 33.1.3.,., 33.1.6. and 33.1.7. criteria referred to in point and estimated construction value and the length of the period is as follows: 34.1.1. the estimated value of more than 200000 dollars, and leg length is at least two miles, the main national road projects;
34.1.2. the estimated value of more than 300000 dollars, and leg length is at least two kilometres-1. class national road projects;
34.1.3. the value is more than 150000 lats – class 2 national road projects;
34.1.4. the estimated value of more than 100000 lats, and leg length is at least two kilometers, the cities and settlements, a main street projects;
34.1.5. value is greater than 60000 dollars, city and street areas (except the main streets) projects;
34.1.6. estimated value of more than 50000 dollars – with road traffic related objects;
21.3. existing roads in Riga, on which one year has occurred: six more 34.2.1. and road traffic accidents with victims 500 meter road or four and more – the road between the nearest intersections or crossroads;
34.2.2. the two and the number of road traffic accidents with death toll 500 meter road or road section between intersections, or nearest intersection;
21.3. the existing roads in the cities of the Republic, to which one has occurred during the year: 34.3.1. three or more traffic accidents with casualties of 500 meters of the road or the path between the nearest intersections or two and more-intersection;
34.3.2. the number of road traffic accidents with death toll 500 meter road or road section between intersections, or nearest intersection;
21.4. existing roads in other localities on which one year has occurred: two more and 34.4.1 of road traffic accidents with victims, 500 meters of road or path between the nearest intersections or one-intersection;
34.4.2. the number of road traffic accidents with death toll 500 meter road or path between the nearest intersection or crossroads.
35. By 1 January 2003 the audit subject: 21.8. road projects (construction), which in addition to this rule 34.1. the conditions referred to in point is intended for: 35.1.1. at least one intersection, or at least one pedestrian crossing-the main national road project;
35.1.2. at least three crossings or at least one pedestrian crossing – class 1 national road project;
35.1.3. at least two cross-city or populated place main street project;
35.1.4. four pedestrian crossings-urban or residential areas in the street (except main street) project;
35.1.5. at least one pedestrian crossing with road traffic related object;
35.2. existing roads outside built-up areas, on which three years have occurred: 35.2.1. three or more traffic accidents with victims one-kilometer road section or two and more-intersection;
35.2.2. and one more road accidents with a death toll of one kilometer section of the road or intersection.
36. By January 1, 2004, are subject to the path audit projects (projects), in addition to the provisions referred to 21.8. conditions are expected: 36.1. at least one traffic light controlled intersection with – the main national road or class 1 national road project;
36.2. at least two traffic lights with adjustable cross-city or populated place main street project.
37. By 1 January 2005 the audit subject: 37.1. road projects (construction), which in addition to this rule 36.1. the conditions referred to in point is for organizing a special traffic to the following specific road users: pedestrians or bicycles 37.1.1. managers – the main national road projects;
37.1.2. pedestrians or children – class 1 national road projects;
37.1.3. emergency services or children-cities and settlements, a main street project;
37.2. existing roads in built-up areas, on which one year has occurred in traffic accidents (total number): Riga-37.2.1.16 and more road accidents road or 500 m eight and more – the road between the nearest intersections, or 12 or more-intersection;
37.2.2. cities of the Republic, and eight more road accidents road or 500 m six and more – the road between the nearest intersections, or eight and more-intersection;
37.2.3. other settlements – six and more traffic accidents in 500 m road section or four and more – the road between the nearest intersections, or six and more-intersection;
37.3. existing roads outside built-up areas, on which three years have taken place (total road traffic accidents) and eight more road accidents one kilometer road stage or three and more – intersection.
38. By January 1, 2006 are subject to the audit: 38.1. road projects (construction), which in addition to this rule 37.1. the conditions referred to in (a) are intended for the following specific traffic organization: 38.1.1. fees the apt stage, frontier post, bridges, barriers, lighting, energy absorbers, the main national road projects;
38.1.2. charge period, frontier post, bridges, barriers-1. class national road projects;
38.1.3. bicycle path, pedestrian railing, bridge, light-city settlements and main street projects;
38.1.4. bicycle paths, ātrumvaļņ, residential areas, cities and settlements, street (except the main streets) projects;
38.2. the existing roads, which the audit is carried out: 38.2.1. at least five years – road or crosses in populated areas;
38.2.2. at least seven years – road or intersection outside residential areas.
39. road projects, which need to perform more than one audit stage, but whose implementation up to the date of entry into force of the provisions already have been initiated, carried out the remaining stages of the audit.
