Cabinet of Ministers Regulations No. 15 of 2002 in Riga in January (pr 3. Nr. 1, § 24) provisions on requirements for the landfill installation, as well as landfill and dump management, closing and conditioning of the Issued under the waste management Act, article 7 paragraph 5 i. General questions 1. Rules lays down the requirements for the landfill of waste (landfill) deployments, as well as landfill and dump management, closing and conditioning.
2. the rules apply to the dumps and landfills, including places where the owner of the waste disposed of waste at source, as well as on specially equipped sites for temporary storage of waste, where waste is stored for more than a year, removing the provision referred to in paragraph 3.2.
3. the rules do not apply to: 3.1 discharge of waste to prepare shipments for recycling, treatment or disposal elsewhere;
3.2. storage of waste prior to processing or treatment not exceeding three years;
3.3. sewage sludge, mud and deepening the seabed materials like spreading fertilizer or soil improvement;
3.4. municipal waste with low low pollutant content use, regional planning or construction of landfill conditioning (if the waste is suitable for the particular purpose), if, after the waste disposal with those not undergoing physical, biological or chemical changes, if they are not exposed to chemicals or other materials that come into contact, and do not pose a threat to human life and health or the environment (hereinafter referred to as inert waste);
3.5. the disposal of sludge along water bodies and watercourses from which they have withdrawn, deepening the bottom if the sludge is not considered hazardous waste according to the Cabinet's June 19, 2001, regulations No 303 "rules on the classification and characteristics of the waste, which makes the waste hazardous ';
3.6. mineral prospecting, extraction, processing and storage, as well as a career in action of unpolluted soil or inert waste disposal.
4. the waste land are divided into the following categories: 4.1. hazardous waste landfill;
4.2 municipal waste landfills;
4.3. landfills of inert waste.
5. environmental protection and regional development Minister confirms the strategy of the landfills and landfill with waste reduction, which may be divided into aerobic or anaerobic conditions (hereinafter referred to as the biodegradable waste). The strategy defines the specific objectives with the amount of biodegradable waste reduction, recycling and composting by using it, as well as the exploitation of biogas.
 
 
II. installation of the Landfill a landfill shall be 6, taking into account: 6.1. its distance from populated areas, of the places used for recreation, as well as from water bodies, water and agricultural lands;

7. it shall be prohibited to install a Landfill: 7.1 in areas throughout the lifetime of the landfill the maximum groundwater level cannot be less than a metre from the base of the landfill;
7.2. the active hot areas;
7.3. where it is not provided for under the planning of the territory;
7.4. where it is prohibited under the legislation.
8. If the landfill construction will be financed from the State, local governments or international financial institutions, the owner or operator of the site before they started preparing the site installation feasibility study that includes: 8.1 the following information on the region where intended for installation of the collected landfill waste disposal: 8.1.1. a description of the territory concerned, municipal waste management region's population and density, as well as business and infrastructure;
8.1.2. waste generation sources, the quantity and composition of the waste, the disposal of waste, the distance between the location of the landfill and the anticipated significant waste sources, as well as projections of the amount of waste, changing the composition and types of activities expected of a landfill site;
8.1.3. the waste management institutional, technical and economic aspects of the area in question, including existing and proposed tariff system;
8.1.4. the socio-economic situation in the territory, the financial solvency;
8.1.5. separate collection, treatment, recycling and disposal of technological alternatives;
8.1.6. the existing and planned closure of landfills;
8.1.7. the collection and transportation of waste scheme;
8.1.8. public information on the waste management system;
8.2. a review of the laws governing waste management;
8.3. the information about installation of the landfill and associated waste management system funding opportunities;
5.2. information on potential landfill installation location public consultation;
8.5. information about potential landfill sites inženierģeoloģisk and installation of the hydrogeological research data;
8.6. information about potential landfill site in compliance with the installation of the relevant administrative planning;
5.4. information on land ownership potential landfill installation place;
8.8. the information about the needed transformation of the Earth;
8.9. the General Plan of the site schema with the alternative technological solutions;
8.10. landfill expected environmental engineering structures;
8.11. the closure of the landfill management, conditioning, monitoring and control plan;
8.12. information about an existing bridge, road and rail networks, as well as other communications that directly affect the flow of waste to the landfill;
8.13. information about the predictable installation of landfill, waste management, decommissioning, conditioning, monitoring and control costs.
9. in the area of the landfill has the following functional areas: 9.1. internal roads;
9.2. acceptance and processing of waste area;
9.3. waste disposal area;
9.4. the infrastructure area.
10. The site of the runway plan so the waste shipment transport does not interfere with safety and with the least possible inconvenience to the residents of the neighbourhood.

13. Waste disposal area is intended for long-term storage of waste. There shall be one or more of the waste disposal bins in which the waste is unloaded, the Rammer and bury.
14. Waste disposal bins shall: 14.1 surface run-off and drainage system of reception;

14.3. leachate (any liquid that is sucked out through the deposited waste and is stored in waste disposal in a landfill or output from it) and the sewage and drainage system;
14.4. landfill gas (all gases arising from landfilled waste) collection and disposal system of municipal waste landfills;
14.5. the underground water pollution monitoring system;
14.6. the monitoring system of air pollution rules in annex 1 parameter measurements;
14.7. move fence around waste disposal;
14.8. the ramparts under the planned disposal of the height.
15. Waste disposal bin base and the inner wall consists of a natural material-insulating layer which satisfies the following requirements: 15.1. hazardous waste insulating layer thickness is not less than five metres in length, providing filtration coefficient of rock of not more than 10-9 m/s;
15.2. municipal waste insulating layer thickness is not less than a meter, providing filtration coefficient of rock of not more than 10-9 m/s;
15.3. inert waste insulating layer thickness is not less than a meter, providing filtration coefficient of rock of not more than 10-7 m/s. 16. If the construction of the landfill site can not provide the rules referred to in point 15 of natural insulation layer, waste disposal bin base and interior walls provide artificial insulation layer that meets the following requirements: 16.1 layer thickness is not less than 0.5 metres;
16.2. layer provides the filtering coefficient of rock of not more than 10-9 m/s;
16.3. layer provides insulation properties which are not worse than the rules referred to in point 15.
17. Municipal and hazardous waste landfills over natural or artificial layer of insulation fitted artificial layer of waterproofing and at least 0.5 metres thick in the bottom of the right filter (sand, gravel) layer to drain or drain the pipeline system for the collection and removal of leachate, as well as ensure the drain pipes or drain system cleaning capabilities.

20.4. gas sampling system with tubs and gas treatment plants;
20.5. the use of gas installations.
21. Landfill gas collected, processed and used in such a way as to not create a risk to human health or the environment. If the gas collected cannot be used for the generation of energy to burn.
22. the infrastructure area shall be provided for staff rooms, garages, repair shops and utilities.
23. Landfill from the surrounding area bounded by at least two metres high fence. All the entrance to the landfill site bounded by Gates or barriers.
24. the construction of the landfill, as well as landfills and dumps the conditioning work must be done according to the construction of laws and regulatory requirements.

III. management of the landfill and dump landfill or dump 26. the owner or operator shall manage the waste so as to avoid or minimise: 26.1. odours and dust emissions;
26.2. the waste spread on the wind;
26.3. the noise and inconvenience of traffic;
26.4. bird, rodent and insect harmful activities;
26.5. aerosol formation;
16.5. fires.
27. In landfills and dumps allowed only waste to be disposed of, which made processing (physical, thermal, chemical or biological processes (including sorting), that change the characteristics of the waste, reduce the volume or hazardous nature, facilitate the accelerated degradation or recovery), inert waste for which treatment is not technically possible, and the waste that the treatment does not reduce the amount of waste or the hazard to human health and the environment.
28. Municipal waste landfills and dumps allowed to bury: 28.1. municipal waste;
28.2. stable non-reactive hazardous waste also solidified waste vitrified, if these waste is disposed of separate from biodegradable municipal waste.

29. the hazardous waste landfill is permitted to bury their type of hazardous waste that are mentioned in the relevant landfill waste disposal permits issued.
30. Inert waste landfill sites are allowed to be disposed of shall be used only for inert waste.
31. In landfills and dumps may not be accepted for disposal: 31.1. liquid waste (waste disposal is in a liquid state);
31.2. sewage treatment plant sludge, if the water content is greater than 80%;
31.3. the organic food industry waste, if they are not composted;
19.5. wood processing waste, if they are not composted;
31.5. waste which, in the conditions of landfill, is explosive, corrosive, oxidising, highly flammable or flammable in accordance with Cabinet of Ministers of 19 June 2001 on the rules No 258 "for waste classification and rules that make the waste hazardous ';
19.6. infectious clinical waste by the authorities;
19.7. tires (except tires, which are used in civil engineering works in a landfill or landfill) and shredded tires (except the bicycle tires and tires, of an external diameter of more than 1400 mm);
19.8. other wastes that do not meet these rules laid down the conditions for the acceptance of waste.
32. it shall be prohibited to mix waste, in order to ensure compliance with the conditions for the acceptance of waste.
33. Prior to accepting the waste at the landfill or dump the owner or the operator of a waste supplier receives a description of the waste (annex 2).
34. Prior to accepting the waste at the landfill or landfill owner or operator: 34.1. any type of waste in a landfill or dump waste delivered checks compliance with the description of the waste;
21.3. landfill of hazardous waste (in addition to this rule 34.1. requirement of subparagraph): 34.2.1. determine the weight of each type of waste;
34.2.2. check whether the waste tracking, identification, labelling and transport (including cross-border transport) accounting procedures;
34.2.3. checks the information on waste treatment methods used;
34.2.4. check supplier and producer name and address.
35. With a view to the adoption of the waste delivered for disposal and to verify compliance with hazardous waste, landfill or dump the operator or owner before unloading of hazardous waste samples.
36. If it is found that the waste is not delivered for disposal in a landfill or landfill, it will be returned to the supplier or an extra charge out their future management. Landfill or dump keeper for lack of conformity shall be drawn up of the waste Act, indicating the reason for the discrepancy. All waste returns, related costs shall be borne by the person or entity that brought the waste in a landfill or dump.

39. Landfill or dump owner or operator with waste activities recorded in the landfill or dump the transaction log (annex 3).
40. during the two months following the end of the calendar year or the landfill owner or operator of the landfill shall submit an annual report to regional environmental administration, municipality, which is located in the administrative territory of the landfill, and municipalities whose administrative territory the collected municipal waste is disposed of in the landfill. Annual report the following information to be compiled: 24.9. landfill or landfill accepted and buried waste and types;
40.2. from landfill or dump waste exported or recycled material quantities and types, as well as the processing, storage or disposal sites;
40.3. the results of monitoring the State of the environment;
40.4. landfill gas collection system operation;
25.2. the measurement of the mass of waste disposal;
40.6. surrounding area of landfill environmental measurements;
40.7. the inspection body checks, their results, the reprimands, the tasks and their execution.
41. The regional environmental authority shall collect and submit environmental protection and regional development Ministry and the Latvian Environment Agency the information contained in the annual accounts. The Latvian Environment Agency shall ensure that the relevant information should be available to the public.
42. The Latvian Environment Agency regularly prepare and transmit to the Commission of the European Union (on request) for information on landfills and their activities.
43. in order to reduce environmental pollution, landfill or dump the operator shall ensure that monitoring in accordance with the provisions of annex 1, as well as the building of environmental protection check and maintenance.
44. The regional environmental authority determines the location of a landfill or dump the surroundings that made these rules referred to in annex 1 to the environmental measurements, as well as the rules referred to in annex 1 of the monitoring to be carried out in the framework of full and partial chemical analyses of additional parameters.
45. If a landfill or dump found in environmental pollution, landfill or landfill owner or operator will eliminate the causes of pollution of the environment. A week after the capture of the pollution the owner or the operator of a landfill shall inform the regional environmental management and pollution prevention measures.
46. to control groundwater pollution, landfill or dump zone shall control the network of underground water bore hole sampling and measurements of the levels. At least one drilling of groundwater sampling shall where groundwater flows to the landfill or dump, and at least two drillings — the expected leak of contaminated groundwater directions from landfill or dump. If the existing data and hydrogeological conditions of the area show for artesian water pollution, artesian water control shall be provided on at least one of the boreholes.
 
 

IV. closure of the landfill and dump and landfill of 47. conditioning switch if: 29.3. landfill design, based on the volume of the waste disposal licence and the information provided in the annual report is completed;
47.2. the end of the term of a permit to dispose of waste and it is not extended;
47.3. failure to comply with the waste disposal requirements mentioned in the authorisation;
47.4. environmental monitoring data show that the deterioration of the environment and it is not possible to take measures preventing environmental deterioration.
48. The dump switch: 29.9. This provision 47. in the cases referred to in point;
48.2. If it is possible to provide waste recycling or disposal in a landfill.
49. regional environmental governance after receiving a written application of a municipality to issue technical rules measures to landfill or dump closing, conditioning, monitoring and care after closing.
50. the authorities shall, on the basis of regional environmental management technical regulations issued, issued binding rules shall determine the arrangements for the landfill or dump the owner or keeper shall pay the landfill closure and conditioning costs and expenses related to the landfill or dump site monitoring and care after the closing of those costs and expenses required.

52. Landfill or dump conditioning is complete, if the regional environmental governance after the assessment is issued a written opinion that the rekultivēt landfill or landfill has complied with the requirements of technical regulations.
53. Landfills (excluding landfills of inert waste) the owner or operator shall ensure the monitoring and care of the site after its closure and coordinate with regional environmental governance monitoring duration and frequency, as well as the measured parameters and monitoring the performance of the site.
54. The regional environmental authority determines where in the landfill or dump surroundings made this provision in annex 1 of the environmental measurements, as well as the rules referred to in annex 1 of the monitoring to be carried out in the framework of full and partial chemical analyses of additional parameters.
55. the Monitoring carried out in accordance with Annex 1 of these rules 30 years after the landfill (excluding landfills of inert waste) or dump closing.
 
 
V. concluding questions 56. Environmental protection and regional development Minister this provision in paragraph 5 the strategy approved until 2002 December 31.
57. This provision 14.4., 20 and 21, paragraph 25.1., annex 1, paragraph 3 and annex III, Chapter 4, subchapter 2 subdivision box 5 and 6 do not apply to the landfill construction projects where design has been started before the date of entry into force of the provisions.
58. This provision, paragraph 27 and 29 in relation to hazardous waste landfills into effect by 1 January 2005.
59. The existing landfill or dump the owner or operator shall within one year from the date of entry into force of the provisions submitted by the regional environmental governance landfill or dump operation improvement plan to include information about this chapter III requirements for landfill or landfill, measures to improve the State of the environment and the expected closure of a landfill or dump.
60. In the month following receipt of the plan, the regional environmental Board to evaluate and adopt appropriate decisions: 60.1. on necessary additions to the authorization or issuance of a new permit, by setting specific deadlines enforceable measures;
60.2. the termination of the dumping ground, if its effects on human health or the environment are negative and are available to other waste disposal sites.
