Nr. 8, § 12.) the rules on the import of waste for recycling and waste in the territory of the country of export and transit order Issued under the waste management Act, article 23 of the fourth and fifth part i. General questions 1. detects hazardous waste and household waste, which the inward processing in the territory of the country requires a permit, the permit, the validity of the cancellation and extension, as well as the export and transit of waste.

2.3.8. other waste, which consists mainly of organic ingredients, which may contain metals and inorganic materials (GO).
3. the authorization for the export or transit of waste needs, export or transport of such waste in transit: 3.1. these rules 1 and 2 in the annex;
3.2. This provision is set out in annex 3 of the waste if they contain hazardous chemical substances or dangerous chemical products in such quantities that the hazards of waste treated this provision in annex 1 or 2 above, or if the waste is waste, taking into account their size or characteristics, may harm human health, the environment or personal belongings.

8. a Person seeking authorisation for the transport of waste (hereinafter the applicant), a contract with the person to whom the waste is sent to (the recipient). The contract shall specify: 8.1. term of the contract;
8.2. recyclable or with the type and quantity of the waste;
8.3. procedures for waste to be ownership and responsibility for the waste;
8.4. the parties ' responsibility for inspection of waste sampling and analysis;
8.5. the action and accountability, if the sample do not conform to the requirements set out in the contract or carriage is not adopted.

III. Authorization for the export or transit of waste, the extension of the period of validity and cancellation 21. waste exports from Latvia to other countries is allowed to for disposal or recovery of hazardous waste, if the disposal or recycling in Latvia is uneconomical or technically impossible.

IV. Waste processing import, export and transit 34. after the authorisation for inward processing of waste, the waste export or transit, the applicant fills in each shipment shipment receipt (annex 5) 1-9 and 13-22. 42. The Ministry, the applicant and recipient in Latvia for at least three years keep the waybill and other copies of the documents that were sent to competent authorities in other countries, or invoices and other documents from these institutions.
 
 
V. obligations of Applicant 43. Costs incurred in taking back the waste from the country of destination or transit, if the waste is not happened in accordance with these terms (including the transportation of waste, disposal or processing costs) shall be borne by the applicant.

45. The applicant shall bear the fees on waste composition analysis if such analysis is requested by the Ministry.
