Cabinet of Ministers Regulations No. 164 of 2002 in Riga on April 23 (Mon. Nr. 17, 6. §) main pipes and main technical supervision order Issued in accordance with the law "on technical supervision of dangerous equipment" 3. the second paragraph of article i. General questions 1. establishes requirements to be complied with to avoid threat to human life, health, property and the environment, organizing and doing work with the rules referred to in paragraph 2, the pipeline for gas, liquid, steam (pure phase) or mixtures of these substances (substances) and transportation from the transmission or on structures and mechanisms as well as a main technical supervision procedures.

2.3. the pipelines that transport natural gas and that the maximum permissible operating pressure is less than 16 bars.
3. The Ministry of welfare, in cooperation with the relevant technical standards Committee recommends the non-profit State limited liability company "Latvian standards" implementation of those rules required, adaptējamo and the applicable standards.

14. Trunk pipeline possessor has the following responsibilities: to designate the professional 14.1., which is responsible for the trunk pipeline technical condition, safe use, maintenance and supervision (hereinafter responsible);
14.2. to designate personnel who operated transfer (transmission) of equipment (Service staff), as well as the rest of the staff. Service staff is trained and certified in the laws on dangerous equipment operating personnel training established by other personnel, trained in law in the order;
14.3. in the light of the use of the documentation, the work environment, external risk factors and characteristics of the substances being transported, as well as the upstream pipeline conditions of use, to ensure the development of the operating instructions, staff duties (hereinafter work instruction), work instructions and, if necessary, clarification and improvement, as well as to provide staff with the mentioned operating instructions;
14.4. to ensure the statutory assignment (permission) issue of increased hazard work;
14.5. to provide those rules and other regulations in the trunk pipeline and its technological equipment (such as leak detection, cathodic protection, earthing equipment) test. These checks shall be carried out by the competent Cabinet authorised inspection authority (hereinafter referred to as the inspection authority) this provision in accordance with the procedure laid down in chapter V;

14.6. to provide trunk pipeline technical passports, use of documentation and work instructions and reporting national labour inspectorate and other supervisory officials and representatives for the inspection bodies defined in legislation;
14.7. together with the main pipeline in the technical passport and documentation of use store trunk pipeline project and technical documentation relating to the construction of the pipeline and the commissioning and indicating the location of the pipeline and the technological scheme, equipment, and controls the positioning of slēgierīč;

15.4. the references to the directives, regulations and instructions.
16. Responsible for develop and periodically update the plan of action in the event of emergency. These plans establish the trunk pipeline damage and accident clearance procedures, as well as the requirements of staff and equipment, which are used in the main pipeline damage prevention and localization.
17. Responsible shall ensure that: 17.1. not less frequently than once a year, check the plan for action in the event of emergency, simulating in a trunk pipeline and emergency situations;
17.2. the staff was the introduction of the relevant instructions and the plan of action in an emergency;
17.3. assignment (permission) issue employees increased danger.
18. Responsible for trunk pipeline during use, ensure the necessary exchange of information and cooperation with: 18.1. National Fire and rescue service, the national police and other relevant services;
18.2. the State Labour Inspectorate, the State environment inspectorate and other regulations laid down by the trunk pipeline and its use of the inspection service;
18.3. other pipeline possessor of the pipelines are connected to the main pipeline that passes through it, or the immediate vicinity;
18.4. landlords and tenants who under the pipeline crossing the line;
18.5. citizens who live or are employed by a major pipeline in the vicinity;
11.6. any third party, which may influence or affect the trunk pipeline use.
19. The responsible officer in the use of the pipeline and the line maintenance has the following responsibilities: provide documentation of use 19.1 of the trunk pipeline and its technical condition of the equipment;
19.2. ensure operating staff, as well as the qualifications of staff working in the protection work of the briefing, as well as emergency and repeating knowledge test on line safe operation of the pipeline;
19.3. to provide a trunk pipeline preparation set out in these rules for technical checks and participate in their implementation;
19.4. If significant (dangerous) defects or irregularities in the work of the instructions with line, to ensure the Elimination of the deficiencies found;
19.5. to stop the line of pipeline operation in the following cases: 19.5.1 the pipeline route is found to leak or other damage that endangers or may endanger human life, health, property or the environment; the route for the pipeline 19.5.2 deadlines have been set out in chapter V of these regulations.

20.3. If increased fire risk, State fire and rescue service.
21. 22.2. to notify the responsible technician if the trunk pipeline condition is unsatisfactory and endanger or are likely to pose a threat to human life, health, property or the environment.

28. 42. free (empty) line of the substances transported, using inert gas or water, and take into account the following risks: 42.1. choking effects of inert gases;
26.2. overpressure effect;
26.3. sludge that remains in the valve cavities;
26.3. the transported substances and contaminated water discharge;
26.4. buoyancy effect using gas-liquid discharge;
26.5. compression effect, which refers to the steam ignition of the substance;

26.5. the possibility of ignition of the substance under pressure.
43. The planning of trunk pipeline flushing, take into account the following risks: 43.1. flushing gas created in the suffocating effects;
43.2. flammable or toxic liquids into the environment;
43.3. the ignition, compatibility or corrosion conditions, when the pipeline will be filled in the back of the original substance.
44. the main pipeline repair or reconstruction with an open fire, or elevated temperatures, take into account the following risks: 44.1. the possible physical and chemical reactions, including those transported and sediment could catch fire;
44.2. pipe material type, parameters, the wall thickness at the place where the work carried out by the open fire or at elevated temperatures;
44.3. the pipeline and weld possible corrosion.
45. the Main pipeline repair and reconstruction carried out in accordance with the approved holder of the pipeline technology, which meets the requirements of the applicable standards. Technology: 45.1. requirements to the quality of the work accomplished and security;
45.2. the requirements for the assessment of the work executed: hydraulic, non-destructive control, cathodic protection additional measurements and other checks;
45.3. requirements for documentation of the work;
28.2. the requirements for the protection of the environment and the population.
46. All the data on the main pipeline repair or reconstruction, as well as on the checks carried out in connection with the repair or reconstruction, documented and added to the main pipeline in the technical passport.
 
 
(V). Line inspection line 47. periodic inspections, exceptional checks and the provision in paragraph 49 of the cases take the trunk pipeline inspection body chosen by the holder.

50. 53. 54. If third parties caused by the unlawful action of the trunk pipeline damage, the repair of the pipeline shall be carried out according to the rules laid down in paragraph 45 of the technology and do not apply this rule 49.1. subparagraph and paragraph 53 of such requirements.

63. If the inspection body of the investigation establishes that the trunk pipeline satisfies these regulations and applicable standards, the inspection body affixed by a major pipeline in the technical passport of the hazardous safety checks.
64. If the inspection body trunk pipeline inspection finds its non-compliance with these terms and the applicable standards, the trunk pipeline possessor is obliged that within the time limit agreed with the inspection body, to prevent non-compliance and inspection institutions call upon repetitive tests.
65. If the trunk pipeline after repeated inspections do not meet the requirements of this regulation or a threat to human life, health or property, the inspection body shall promptly give notice to the holder of the pipeline and communicated to the national labour inspectorate, State fire and rescue services, as well as the State environment inspectorate, if compromised environment, and during the day the said institutions sent a copy of the minutes of the inspection.
 
 
Vi. The minimum criteria for the inspection bodies of 66. inspections is independent of all parties involved and only provide third-party services. Its Director and the staff responsible for line inspection procedures to ensure that verification does not affect persons who are directly related to the inspection of commercial interests.
67. The inspection body, its Director and the staff responsible for the trunk pipeline inspection procedures, may not be the designer, manufacturer, supplier, installer or user, or their authorized representative.
68. The inspection bodies have enough adequate staff and technical equipment to be able to perform properly the technical and administrative tasks connected with inspection procedures.
69. the staff responsible for inspection procedures are: 69.1. appropriate professional and technical training;
EB 69.2. sufficient knowledge of inspection procedures and experience in carrying out checks;
69.3. experience in the preparation of reports and report and certificate in design;
69.4. knowledge of the technology used in the production line, as well as knowledge of the possible damages that may arise in the trunk pipeline during use;
69.5. in compliance with legislative requirements, certified competences.
70. the inspection bodies of the staff remuneration must not depend on the amount of the checks or tests and results.
71. The inspection body shall take out civil liability for those checks that it is authorized to take.
72. The inspection body itself shall take all the appropriate examinations and tests, or to one of the conformity assessment tests pass the subcontractor. In that case, the inspection body shall provide and guarantee that the subcontractor is competent in the relevant provision of the service, and shall assume full responsibility for the results of the checks.
73. The inspection body are bound to observe confidentiality, protect property and shall not disclose information which it has received, by inspection, except information that is officially required under that rule 65.
 
 
VII. concluding issues 74. Trunk pipelines, which the entry into force of the provisions is not technical passports which comply with the rules in paragraph 9, it must be drawn up not later than June 1, 2003, on or before the renewal of the pipeline to the national labour inspectorate.
75. If the main pipeline that the date of entry into force of the provisions are registered in the national labour inspection, the technical passport is not necessary to add this provision mentioned in paragraph 10 in the attestation of conformity.
76. the rules shall enter into force by 1 June 2002.
