Public service Regulatory Commission Council rules on telecommunication services and services covered by the registration of general authorisations and individual licences approved by the public service Commission the Council hearing, 29.05.2002 Protocol No 32 (62) issued on the basis of the law "on telecommunications" part 1 of article 41 and article 47 part 4 of chapter I General provisions 1. these provisions determine the services and service groups where the provision of the telecommunications companies are registered in the general authorisation or individual licence issued.
2. In these regulations, the following terms are used: 2.1. other telecommunications services not elsewhere classified, all publicly available telecommunications services that are not otherwise classified in these regulations;
2.2. data and electronic message relay services, publicly available telecommunications services, ensuring the transmission and routing of signals on the public telecommunications and/or networks other than internet access, and voice transmission services;
2.3. the limited national resources, national radio spectrum and the national numbering space;
2.4. the individual license — specifically allowed certain kinds of business (commercial) in the telecommunications sector or the telecommunications network and operation, in which telecommunications companies have certain individual commitments, requirements and rights which gives access to the limited national resources in the telecommunications sector;
2.5. Internet access services — publicly available telecommunications services that provide signal transmission and routing of signals between the customer or otherwise (computer, modem, etc.) or on a private network and the internet service provider equipment (server, router, etc.) data download and upload internet data transmission network;
2.6. leased line services – physical or virtual, distributed in public telecommunications networks or create a permanent communication channel, telecommunications services, which provide signal transmission between two specified points of connection, do not use the switching equipment;

2.11. the public radiocommunications network: the public telecommunications network, which provides the signal transmission, distribution and/or reception via radio waves for the provision of telecommunications services, not including public mobile telecommunication network services;
2.12. the public radiocommunications services — publicly available telecommunications services, which provides the transmission of speech and/or routing of signals in public radiocommunications networks;
2.13. public international voice telephony services — publicly available telecommunications services, which provides the transmission of speech and/or routing between different countries connected to the public telecommunications networks to terminal equipment;, public payphone service 2.14 — publicly available telecommunications services provided by the telecommunications company's public places installed Telecommunication (phones), otherwise your outgoing and incoming telephone calls or perform for pay (with coins, payphone card, credit card);

2.17. the telecommunications service provider — a legal person providing telecommunications services in accordance with the law "on telecommunications" requirements, the use of public telecommunications networks;
2.18. General authorization-regulator registered permit entitles the telecommunications company to provide telecommunications services, and that there is no need for specific regulatory decisions.
  
Chapter II telecommunications services and service groups covered by the general authorisation or individual registering licences 3. Public local/domestic voice telephony services in the public fixed telecommunications network;
4. local/domestic Public voice telephony services for the provision of public mobile telecommunications network;
5. Public international voice telephony services regardless of the technology used;
6. A public payphone service provision;
7. The public radiocommunications services;
8. Leased line services;
9. data and electronic message transmission services;
10. Internet access services;
11. Other not classified for the provision of telecommunications services.
  
Chapter III general permit registration 12. Telecommunications sector general authorisation is established telecommunications companies, who do not require the limited national resources for the provision of telecommunications services.
