Cabinet of Ministers Regulations No. 245 in Riga, June 18, 2002 (pr. No 25 44. §) rules on passports of citizens of Latvia, non-citizens ' passports and travel documents for stateless persons Issued in accordance with the identity documents act article 5 eighth and article 6 of the third paragraph of rule 1 defines the Latvian passports, passports for non-citizens and stateless travel document (passport), and the handover of issue, period of validity, as well as passports in addition to the information to be included, for improved security against forgery extended functionality and easier to use.

2.2. non-citizen passports (annex 2);

The transliteration of the name latīņalfabētisk is carried out in accordance with the provisions of annex 4.
7. After the election of the person of the Passport page 4 records the person's ethnicity.

15. the passport shall be issued, if the person has not been: 15.1 in granted passports;
15.2. the previous passport is lost;
15.3. the previous passport has become unserviceable: 15.3.1. expired passport expiry date;
15.3.2. the Passport laws made unexpected mark;
15.3.3. changed names;
15.3.4. changed the legal status of the person;
15.3.5. changed other information recorded in the passport of the person or the Passport found inaccuracies in records;
15.3.6. passport is a mechanical or other damage, which is not possible to identify the person or read the information in the Passport;
15.3.7. passport does not match the specified pattern;
15.3.8. a person has reported the loss of the passport the national police or the national border guard authority, document issuing authority or Latvian diplomatic or consular representation, but a passport found;
15.4. personal appearance changed;
15.5. passport is not valid for traveling (no space for new recordings, for example, visas, border crossing marks, or the passport validity period is shorter than the journey or the receipt of a visa required);
15.6. a person wishing to obtain a passport valid for citizens of Latvia at the 1992 sample, valid passports for non-citizens of Latvia in the 1997 sample or valid passport for stateless persons the 1999 sample ID card.
16. in order to receive a passport due to this rule 15.1. for the reasons referred to in (a), the person shall submit the following documents: 16.1. birth certificate, if the person is under 16 years of age, or if the person has been issued a passport at the age of 16 years;
16.2. two fotokartīt, made in accordance with the provisions of annex 5 (hereinafter referred to as fotokartīt);
16.3. the foreign-issued identity documents, if any, of the person;
16.4. one of the parents of the child a written application for a passport for the child up to 16 years of age.
17. in order to receive a passport due to this rule 15.2. for the reasons referred to in (a), the person shall submit the following documents: 17.1. explanation of passport theft, loss or destruction;
17.2. the police authorities in response to the report submitted by the person, if the Passport stolen;
17.3. the three fotokartīt;
17.4. one of the parents of the child a written application for a passport for the child up to 16 years of age.
18. in order to receive a passport due to this rule, 15.3 15.4 15.5 15.6., or condition referred to in interventions or detection, the person shall submit the following documents: 18.1. interchangeable Passport;
18.2. two fotokartīt;
18.3. one of the parents of the child a written application for a passport for the child up to 16 years of age.
19. If a passport is associated with the previous passport records, corrections or to change the name of the person in addition to the laws and submit certain documents to verify these changes.
20. If the population register does not match the existing post of information provided by the person, the person shall submit the regulations certain documents to verify this information.

Citizenship and Migration Board shall draw up the rules in the past 26 referred to term and deliver to the Ministry of Foreign Affairs.
24. A Person who has reached 16 years of age, the document shall be submitted personally. If the person is under 16 years of age, the passport shall submit the documents one of the parents.

26. After the submission of all required documents for citizenship and Migration Affairs Administration shall prepare and issue a passport to the following time limits: 26.1. normal: 30 days;
26.2. under an accelerated procedure: two or four weekdays.
27. If the previous passport is lost, the decision on the issuance of passports under an accelerated procedure accepts the citizenship and Migration Board Chief or his authorized officer.
28. If a person receives a passport due to this rule 15.3.1, 15.3.2, 15.3.3, 15.3.4...,., 15.3.8.15.3.5, 15.4, 15.5 or 15.6.., for the reasons referred to by the person or, if the person has reached the age of 14, one of the parents desire to leave passports respectively exchanged personal or parental custody, by cancelling it and caurumoj.

32. paragraph 9 of these regulations also apply to citizens of Latvia the 1992 sample passports for non-citizens of Latvia in the 1997 sample passports and stateless person sample 1999 certificates.
33. pending the introduction of identity cards to the person who has reached the age of 16 or is older than 16 years are obliged to receive a passport, if it does not have a valid passport.
34. the introduction of identity cards To a person who has reached the age of 16 or is older than 16 years and who do not have valid passports, the rules referred to in paragraph 16 of the document shall be submitted within 30 days after reaching the age of 16 or Latvian citizenship, or stateless person status in accordance with the law "On the status of stateless persons in the Republic of Latvia".
35. before the introduction of identity cards, if the previous passport is lost, the person within 30 days after the capture of the fact those provisions referred to in paragraph 17. The condition does not apply to the person who is under 16 years of age.

37.2. The Cabinet of Ministers of 24 august 1999 rules no. 297 "rules for a stateless person's identity document and a stateless person sample identity document issuance and transfer arrangements" (Latvian journal, 1999, no. 274);
37.3. The Cabinet of Ministers on 30 January 2001, Regulation No 42 "regulations on passports for non-citizens of Latvia" (Latvian journal, 2001, no. 19).

VII. 5. page (Figure 4B) this document is issued to the holder of the travel document with which you can use in place of the national passport. The document does not affect the izdošananekād and does not affect the status of the holder, in particular with regard to nationality.
