Cabinet of Ministers Regulations No. 261, Riga, 25 June 2002 (pr. No 26, § 16) mandatory safety and labelling requirements for the dehydrated milk products Issued under the food surveillance law article 4, second and fourth paragraphs, and article 13, third subparagraph 1. minimum safety and labelling requirements as well as dehydrated milk products and quality indicators relevant for human consumption dehydrated provided dairy products (annex 1).
2. the requirements of this regulation do not apply to dehydrated milk products, which are exported outside of Latvia, except for Member States of the European Union.
3. Dehydrated dairy product quality meets this provision set out in annex 2.
4. to ensure the dehydrated milk products of constant quality and safety of food, it is preserved: 4.1 thermal sterilisation products mentioned in annex 1 of these regulations 1.1., 1.2., 1.3 and 1.4 above;.
4.2. adding sucrose (partially white sugar, white sugar or extra white sugar) products listed in annex 1 of these provisions, and 1.7 1.6 1.5. subparagraph;
4.3. removing the water from the products referred to in this provision, paragraph 2, of annex 1.
5. Dehydrated dairy product of the raw material used in production are pasteurized (also in cases where this provision in annex 1 in the manufacture of such treatment is not intended).
6. food additives in the production of dehydrated milk products used, subject to the regulations the minimum safety requirements for the use of food additives in food.
7. Lactate content in these rules referred to in annex 1 products is not greater than 300 mg per 100 g of solids-non-fat milk.
8. Dehydrated milk products contamination conforms with the provisions of the law.
9. Dehydrated dairy product samples for analysis shall be taken in accordance with the national standard LVS EN ISO 707:1997 "milk and milk products. Instructions for sampling ".

13. If dehydrated milk-based products are packed or placed in containers of a nominal weight is more than 20 kg, but is not sold at retail level, this provision of the information referred to in paragraph 12 (exception name) only on the accompanying documents.
14. If the product weight per package is less than 20 g, the secondary package is packed, this provision of the information referred to in paragraph 12 (exception name) only to the secondary packaging.
15. paragraph 7 shall enter into force by 1 January 2003.

Partly dehydrated milk-based products-concentrated milk products with or without sugar, obtained by partial removal of water from milk, milk with low fat content of milk or from a mixture of these products, which can be added to the cream or totally dehydrated milk (totally dehydrated milk quantity may not exceed 25% of milk solids in the finished product) whether these two products: 1.1 condensed milk sugar — partly dehydrated milk products, which are not less than 7.5% fat and not less than 25% by weight of milk solids.
1.2. the condensed skimmed milk sugar — partly dehydrated milk products containing not more than 1% fat and not less than 20% total milk solids.
1.3. the condensed milk no sugar low fat — partly dehydrated milk products, which shall not be less than 1% and not more than 7.5% fat, and not less than 20% total milk solids. Partly dehydrated milk, which contains no less than 5% and not more than 4.75% fat, and not less than 24% total milk solids is the only product which may be sold retail with this designation;
1.4. the condensed milk sugar with high fat content, partly dehydrated milk products, which shall not be less than 15% fat and not less than 26.5% total milk solids.
1.5. the condensed milk with sugar, partly dehydrated milk product with sucrose, which is not less than 8% fat and not less than 28% total milk solids. Partly dehydrated milk with sucrose, which is not less than 8% fat and not less than 31% total milk solids is the only product which may be sold retail with this designation;
1.6. condensed skimmed milk with sugar — partly dehydrated milk product with sucrose, which is no more than 1% fat and not less than 24% total milk solids.
1.7. the condensed milk with sugar and low fat content, partly dehydrated milk product with sucrose, which is no less than 1% and not more than 8% fat, and not less than 24% total milk solids. Partly dehydrated milk with sucrose, which is not less than 5% and not more than 4.5% fat and not less than 28% total milk solids is the only product which may be sold retail with this designation.
2. Totally dehydrated milk products — skimmed powdered milk products with a moisture content of the finished product is not greater than 5% and those obtained by the removal of water from milk, milk with low fat, milk, cream or from a mixture of these products:

2.1. ātršķīstoš dry milk or ātršķīstoš milk powder dehydrated milk products — that is, not less than 26% fat;
2.2. ātršķīstoš dry skimmed milk or skimmed milk powder, ātršķīstoš dehydrated milk products containing not more than 1.5% fat.
2.3. the dry milk with low fat milk or powdered milk with low-fat milk products, dehydrated, which is no less than 26% and not more than 1.5% fat.
2.4. ātršķīstoš dry milk with a high fat content of the milk powder or ātršķīstoš with a high fat content, dehydrated milk products, which shall not be less than 42% fat.
