Cabinet of Ministers Regulations No. 307 in Riga on July 16, 2002 (pr. No 29, 9. §) rules on the service of the Republic of Latvia Passports Issued under the identity card Act article 5 eighth, the third subparagraph of article 6 and 8 of the second paragraph of article i. General questions 1. determines the service of the Republic of Latvia passports (hereinafter service passport), persons who are holders of service passports, the Passport service (Exchange) and the handover, expiration dates, as well as passports in addition to the information to be included to improve the service's security against forgery, expanded functionality and ease of use.
2. Service passport is a travel document to certify that the bearer is a public official, which occupies a leading position, or the person's employment or civil service relations according to diplomatic and consular law, and going abroad on official business, State institutions of the Republic of Latvia.
3. the passport shall be issued by the following officials: 3.1 national head of Office of the President;
3.2. National Deputy Head of Office of the President;
3.3. State Advisor to the President;
3.4. national presidential aide;
3.5. the President of the Office of the Secretary of the National Security Council;
3.6. the Office of the President Pardon services supervisor;
3.7. the Chair of the Parliamentary staff members;
3.8. The parliamentary Office of the Director;
3.9. the Deputy Director of the Office of the Parliament;
3.10. The parliamentary legal Office Manager;
3.11. the Central Election Commission members;
3.12. the Ministry State Secretary;
3.13. the Ministry Deputy Secretary of State;
3.14. the Ministry parliamentary secretaries;
3.15. the Ministry Department Directors;
3.16. the Minister with special responsibility for the heads of the Secretariat;
3.17. the Minister with special responsibility for the Deputy Heads of the Secretariat;
3.18. the ministerial staff members;
3.19. the Minister of State Advisor;
3.20. the Director of the State Chancellery;
3.21. the Deputy Director of the State Chancellery;
3.22. the State Chancellery department managers;
3.23. The Prime Minister's Chief of staff;

3.36. the Attorney-General;

3.38. the Bank Council members;
3.39. the national armed forces Commander;
3.40. National armed forces Deputy Commander;
3.41. National armed forces Commander of the forces of nature;
3.42. The financial and capital market Commission President;
3.43. The financial and capital market Commission Vice-President;
3.44. the public service Commission the members of the Council;
3.45. the national radio and Television Council members;
3.46. the Chairman of the Riga City Council;
3.47. city councils the President of the Republic;
3.48. persons who, in accordance with diplomatic and consular law is working or civil relations and with no right to receive diplomatic passports;
3.49. persons exercising the Ministry or the national armed forces or representatives of foreign function in international institutions and the performance of work or duties, reside abroad;
3.50. This provision and 3.49 3.48. persons referred to spouses and their dependent family members — Latvian citizens — if they person who received a Passport service, go to the place of work or a foreign country for a period of more than six months.

III. Service passport (Exchange) service passports issued 10 (swap) Consular Department of the Ministry of Foreign Affairs (hereinafter referred to as the Department).
11. the passport shall be issued (the Exchange) within three working days after submission of the required documents.

13. 9.6. service passport damaged (for example, some of the records not legible, is mechanically or chemically damaged pages);
15.6. service passport are not to be used for traveling (lack of space for new foreign competent institution marks for entry and residence permits of foreign countries and/or tags, or border crossing passport validity is less than the journey or the receipt of a visa required).
