Cabinet of Ministers Regulations No. 384 in Riga august 27 2002 (pr. No 36, § 3) provisions Addressing issued in accordance with the law "on the administrative territory of the Republic of Latvia and the establishment of settlements status" 20. the second paragraph of article i. General questions 1. determine the addressing system in the country, the national registry of addresses, as well as the maintenance of information.
2. the address is hierarchically arranged name and number – the address element-set, which provides the addressing of the object's location in the country and recorded State land service information system – national address register (hereinafter register of addresses).
3. Addressing the subject is: 3.1 administrative area, administrative division of the territory territorial unit (the county town of County, district, city, rural area), residential area (village, also farm and farm group);
3.2. street address (for example, Boulevard, alley, prospectus, area);
3.3. the land of land for construction purposes (hereinafter referred to as the site);
3.4. accommodation, commercial, as well as economic, administrative or public activities building (building);
3.5. the space group for a specific type of use (accommodation, commercial, as well as economic, administrative or public activities or workshops for artists) and constructive part of the building was enclosed, which contains one or more functionally linked space with separate entrance on the street or yard or through sharing rooms.
 
 
II. Addressing system 4. Addressing system determine the address and its elements, the allocation, if any, and addresses of record.
5. Addressing the fundamental principles of the system: 5.1 the administrative territory of the address can not be repeated;
5.2. each addressing object assigns one address;
5.3. addressing object name correspond to the State language law requirements;
5.4. one element of the address of a length not exceeding 30 characters;
5.5. addressing the object name may not be used in institutions, social organizations, enterprises (companies), merchant and media names;
5.6. addressing the item numbers using Arabic numerals.
6. Administrative territory, territorial division unit and locality needs addressing, use the following address: 6.1.-city street names, land or building numbers and room numbers of the Group;
6.2. the municipality, County, district and parish of the town in a rural area, the village names;
6.3. the village, according to the territory concerned kultūrvēsturiskaj traditions: 6.3.1 street names, land or building numbers and room numbers of the Group;
6.3.2. the land or the building name or number and group number;
6.3.3. the part of the territory of the village where there are no street-land or building name or number and group number;
6.4. the County, parish, district and county town of countryside area outside the villages, estates, land or building name and room number of the group.
7. the following addresses in the address: 7.1. Republican City: city name 7.1.1;
7.1.2. street name;
7.1.3. the land or building;
7.1.4. the space group number (if any);
7.2. the district city: 7.2.1. district name;
7.2.2. city name;
7.2.3. street name;
7.2.4. the land or building;
7.2.5. the space group number (if any);
7.3. the district city: 7.3.1. district name;
7.3.2. the name of the municipality;
7.3.3. the district city name;
7.3.4. street name;
7.3.5. the land or building;
7.3.6. the space group number (if any);
7.4. the district village: 7.4.1. district name;
7.4.2. the name of the municipality;
7.4.3. the district county name;
7.4.4. the name of the village;
7.4.5. street name (if any);
7.4.6. the land or the building name or number;
7.4.7. space group number (if any);
7.5. the county or city in the village of rural areas: 7.5.1. district name;
7.5.2. the county name or city name for rural areas;
7.5.3. the name of the village;
7.5.4. street name (if any);
7.5.5. the land or the building name or number;
7.5.6. space group number (if any);
7.6. the district parish area, located outside the village: 7.6.1. district name;
7.6.2. the name of the municipality;
7.6.3. the district county name;
7.6.4. estates, land or buildings;
7.6.5. space group number (if any);
7.7. the county or city to the area of the rural areas outside the village: 7.7.1. district name;
7.7.2. county name or city name for rural areas;
7.7.3. estates, land or buildings;
7.7.4. the space group number (if any).
8. The municipality shall grant: 8.1 future streets names under the master plan, or detailed planning of parcelācij;
8.2. land and buildings under the address parcelācij or detailed planning to reserve numbers for land not built.
9. The land together with buildings (and functionally related buildings), which is located on it, assign the address.
10. Cities and villages in areas where there are streets, buildings and land assigned numbers with the street name.
11. If the parcel is functionally related buildings and each is assigned the address of the allocated land address assigned to one of the buildings, regardless of whether the building and land are one or various owners (possession).
12. Parish, County, parish and city in the rural areas outside the villages, land and buildings assigned names.
13. Horticulture society in areas that rule 3.3 and 3.4. objects referred to in (a), give the address: 13.1. creating the cities – the street and giving the land and the building number, street name tying;
13.2 13.2.1. creating villages: streets and giving the land and the building number, street name tying;
13.2.2. when granting the land and the building name or number, if it corresponds to the territories of the kultūrvēsturiskaj tradition;
13.3. the parish, County, parish, city, rural areas outside the villages, giving Horticultural Society-area village status: 13.3.1. creating the street and giving the land and the building number in the street;
13.3.2. when granting the land and the building name or number, if it corresponds to the territories of the kultūrvēsturiskaj traditions.
14. The garage owner, public address assigned territories: the cities and villages in the 14.1. areas where there is a street, giving the number tying the street;
14.2. the territory of the village where there is no street-naming;
14.3. each any design garage boxing – giving the space group number.
15. Land and buildings in the streets of the municipality assigned numbers sequentially from the beginning of the street, from the Centre to the locality of the suburbs. The left side of the street give odd numbers – all the right numbers.
16. in order to avoid the recurrence of the number previously assigned, the land and buildings number: 16.1 with Latvian capital letters of the alphabet (without diacritics);
16.2. with a lower case "k" and a hyphen. After the hyphen indicates the enclosure number.
17. The land and the building number is given in relation to the nearest Street, from which it can get.
18. If the land or building is situated on the street, which continues another administrative territory, or for several administrative area boundary, the line number of each municipality.
19. by decision of the local authorities assigned numbers of space groups, based on the building project or the owner (possessor).
20. the numbers of groups assigned space, starting from the left side of the building the staircase ascending from the lower floor to the highest floor. The same building space group number may not be repeated. To avoid a repetition of the earlier number, space group number accompanied by Latvian alphabet in uppercase (without diacritics). Group numbering arrangements for non-residential buildings the owner (possessor) or the owner (possessor) by mutual agreement.
21. If the building consists of one group, the space group number shall not be assigned.
22. Space group, created by combining several space groups, save the number allocated to one of the joint space. The rest of the building's space group number is not changed.
23. the Government decision on the allocation of addresses to add address space situations or izkopējum of the detailed plan, as well as decision points: 23.1. addressing question object assigned to a name or number;
23.2. action taken – the name (number), or liquidation.
24. The municipality two weeks after the decision, submit a copy or extract of the State land service.
25. the national land service within five working days after the decision or a copy of the receipt of the statement recorded at the address indicated in the address register. If the address does not meet the requirements of these provisions, the State land service of the written notice to the municipality. If the municipality is not eliminated during the month, the State land service of the local Government Board.
26. the official information documents and all national information systems and registers used in the address to the address indicated in the registry.
27. the addresses and order its elements recorded in documents and official information, write down the address specification – this provision is laid down in the annex.
 
 

III. Address register and the procedure of information 28. Address register is the single information system that provides: 28.1. computerized district, city, County, parish, County, city, County, parish, city, rural, village, farm, land, buildings, and group accounts in the text (with a detail to a space group) and cards (with a detail to the land or building), as well as historical information;
28.2. in accordance with the Cabinet's June 16, 1998 regulations No 222 "rules about uniform economic information classification system" classifier of the address, codified in the mailing list – maintenance, which each address assigned to the solo and fixed the code that is used to identify them;
17.6. to address the provision of related information.
29. To address related information at the national and local authorities, the State land service is provided free of charge.
30. the national land service of every calendar year the real estate owner (possessor) information about his property (possession) of the existing land, building and group addresses provided free of charge. If the address is not in the registry or the relevant information it is flawed, the State land service is obliged to prevent inconsistency.
31. the address register is maintained by the State land service of the current year the State budget within available funds.
32. The information from the registry provide electronic addresses (including-online) or manually.
 
 
IV. Closing questions 33. Information on the addresses assigned to the date of entry into force of the provisions of the local government, in cooperation with the State land Department to clarify and State land service registers the address register in the following order: 33.1. street names, land or building name or number, until July 1, 2003, Riga, up to January 1, 2004;
33.2. group numbers, until July 1, 2003, Riga, up to January 1, 2004.
34. the authorities until July 1, 2003, to adopt a decision on the updating of the address, which does not satisfy this provision in paragraph 5.
35. paragraph 26 of these regulations shall enter into force by January 1, 2004.

Annex a Cabinet of 27 august 2002, the Regulation No 384 addresses the full notation specification 1. Specification defines addresses and its element sign order for use on official documents and information.

6. The County or city in the rural village of address sign stating: 6.1. first position – street name (if any);
6.2. the second position – the land or the building name or number;

6.5. the fifth position-the county name or city name for rural areas, behind it using the abbreviation "Whoa." or "l. t.";
6.6. sixth position – the name of the district behind it by using the abbreviation "reg.".

7. the County into an area outside the villages, address sign stating: 7.1 the first position – land or building name or number;

7.3. third position – the county name County, behind it by using the abbreviation "page.";
7.4. the fourth position – the name of the municipality, followed by using the abbreviation "nov."
7.5. the fifth position-the name of the district behind it by using the abbreviation "reg.".
For example: "Cross" abava pag., sabile, talsu raj., nov.
"The trees are 2-3, Zundān, Turkish page., Līvāni, līvānu Nov. raj.
8. The County or city areas, rural area outside the villages, address sign stating: 8.1. first position – land or building name or number;
8.2. the second position-space group number (if any) before using a dash;
8.3. the third position-the county name or city name for rural areas, using the abbreviation "behind it wait." or "l. t.";
8.4. the fourth position – the name of the district behind it by using the abbreviation "reg.".
For example: "Birzniek", Jaunlutriņ., Saldus raj page.
"Elkšņi"-4, island of pag, Jēkabpils raj.
"Lotus", saulkrasti l. t., Rigas raj.
9. If necessary, write down the address indicated at the end of the zip code.
10. The land or the building name or number in the text must be observed: 10.1 if the name (number) is not linked to the name of the street, put it in quotation marks;
10.2. the numbers written with Arabic numerals;
For example: 5; 87; 10.3. If the name of the 348 is a single word, it is written with an initial capital letter (the other letters-small);
For example: Birch, Viesturs, school, Creamery 10.4. If the name consists of multiple words, and all are proper names, all of them written with an initial capital letter;
For example: Dole corners, an ash-Pirtniek, Sūniņ, Valdeķ 10.5. If the title consists of two or more words, and the second (third, etc.) is not a proper name, it is written with a small initial letter;
For example: the school house, a popular name Raven 10.6. If the name consists of a name followed by a number, the number written with Arabic numerals and separated it from the name with spaces;
For example: Smith 2, Aspen 5 10.7. If the name of the form number followed by the name of a species or a proper name, number written with Arabic numerals, the number of extra points and behind, separated by a space, write the name of the species concerned or the proper name;
For example: 2. dorm 10.8. If the railway House name also, it writes behind the miles name, separated by a space. Behind the number of kilometres extra point and, separated by a space, write the terms "km" miles;
