Cabinet of Ministers Regulations No. 47 in 2015 (27 January. 5. § 65) Latvian airspace use authorisation procedures of public international law Issued in accordance with the law "on the air" in article 40 of the fourth part i. General questions 1. determines the order in which the subjects of public international law for granting permission to use the airspace of the Republic of Latvia (hereinafter referred to as the flight permit) public (national or international) functions for foreign aircraft (aircraft) flight (or flights with a stop overflights) 7 December 1944 Convention on international civil aviation (hereinafter referred to as the Convention) in the meaning of article 3. 2. the Ministry of Foreign Affairs issued a flight permit is required for each public functions for aircraft and State aircraft in air space of the Republic of Latvia. 3. The North Atlantic Treaty Organisation, its Member States or the European Union, the Member States shall, not later than seven days before the first aircraft arrival planned airspace of the Republic of Latvia shall be submitted to the Ministry of Foreign Affairs the request for authorisation of multiple flight according to the annex to these provisions, if a binding international treaty specifies otherwise. 9. Multiple flight permit is issued for one calendar year, from January 1.

The opinion indicates that the flight authorization of the use of the air space is coherent, or refuse reconciliation, giving accordingly. 13. the Ministry of Foreign Affairs at the Ministry of defence and the Civil Aviation Agency's opinion shall take a decision on the flight permit or refusal to issue a flight permit and diplomatic channels no later than the day before the intended flight shall send it to the international public law. In the case of an unfavourable decision of the Ministry of Foreign Affairs shall inform the Ministry of defence, armed forces, the National Civil Aviation Agency and the State joint stock company "Latvian air traffic". 14. the Ministry of Foreign Affairs immediately dispatched security police any received flight permission requests, if the country or a part thereof has opened a State of exception or emergency has been elevated (color code: yellow), high (color code: Orange) or high (color code-red) the level of the terrorist threat. 15. Vi. the application for the permit and Flight Service for dangerous products which are transported with exceptional permission

21. Dangerous products carried by the exceptional permission, the Convention 18.4.2 of the annex referred to hazardous products transport by air is prohibited if not covered by that exemption. 22. in order to receive the permission of the flight rule 21. dangerous goods referred to in paragraph 1, for the carriage of international public law of the diplomatic channels to the Ministry of Foreign Affairs sent a flight permission request not later than 10 days before the planned flight of the aircraft. 23. flight permission request for international public law adds the following: 23.1. air carriage need justification, stating the reasons for applying the appropriate exception; 23.2. the steps taken by international bodies governed by public law to guarantee safe these rules referred to in paragraph 21 of the transport of dangerous products; 23.3. data on goods transported and its packaging; 14.5. Civil Aviation Agency will assess the information contained in the request in compliance with the requirements of annex 18 of the Convention and other international obligations in the field of use of the air space. 26. If the international public law complies with this rule 25. the requirements referred to in paragraph 1, the Civil Aviation Agency informs the State joint stock company "Latvian air traffic" and the Republic of Latvia's civil aviation aerodrome operator for the use of airspace rules 21. dangerous goods referred to in paragraph 1 and not later than two days before the flight, the aircraft shall give its opinion to the Ministry of Foreign Affairs. The opinion indicates that a flight permit the carriage of these hazardous products is matched, or refuse reconciliation, giving accordingly. 27. the Defence Ministry evaluates the request, and no later than two days before the flight, the aircraft shall give its opinion to the Ministry of Foreign Affairs. 28. the Ministry of Foreign Affairs, having regard to the provisions of paragraphs 26 and 27 above, in accordance with the procedure laid down in these rules, shall take a decision on the flight permit or refusal to issue a permission of the flight rules referred to in paragraph 21 of dangerous products transportation. In the case of an unfavourable decision of the Ministry of Foreign Affairs shall inform the Ministry of defence, armed forces, the National Civil Aviation Agency and the State joint stock company "Latvian air traffic". 29. the Ministry of Foreign Affairs after a flight permit this provision 21. dangerous goods referred to in paragraph 1 for carriage shall immediately inform the State fire and rescue service.
VII. final question 30.
