No 14 10) at national and European Union aid modalities for public-driven local development strategy preparation and implementation released under the agricultural and rural development Act article 5, fourth and seventh part i. General questions 1. determines the order in which grant, administered and monitored by the State and the support of the European Union (hereinafter referred to as aid) society-driven local development strategy (hereinafter referred to as the local development strategy) preparation and implementation : 1.1. the rural development programme 2014-2020 under "support LEADER local development (community-driven local development)" (hereinafter referred to as the rural development programme); 1.2. the action programme for the development of fisheries, 2014 – 2020 event, "the public-driven local development strategies" (hereinafter referred to as the programme of action). 2. Local development strategies shall prepare and implement appropriate: 2.1. Of the European Parliament and of the Council (EU) 2013 regulation of 17 December No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 (hereinafter Regulation No 1303/2013); 2.2. The European Parliament and of the Council (EU) 2013 regulation of 17 December no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) and repealing Council Regulation (EC) No 1698/2005 (hereinafter Regulation No 1305/2013); 2.3. The European Parliament and of the Council (EU) 15 may 2014 to Regulation No 508/2014 on a European maritime and Fisheries Fund and repealing Council Regulation (EC) No 2328/2003, (EC) no 861/2006, (EC) no 1198/2006 and (EC) no 791/2007 of the European Parliament and of the Council Regulation (EU) No 1255/2011 (hereinafter Regulation No 508/2014). 3. Local development strategy implementation areas: 3.1 rural development programme activities in the whole territory of Latvia, except the city, with a population of more than 15 000, unless they (with the exception of Riga) the local development strategy does not include support for the creation or improvement of the environment, which is realized in local production, and direct beneficiaries are agricultural producers, processors of agricultural products in the home or under the agricultural service cooperatives; 3.2. the activities of the programme of action, the county or municipality, if the municipality does not have territorial divisions, and cities (with the exception of Riga), bordering the Baltic Sea or the Gulf of Riga. 4. supports the applicant's application and the conditions for receiving the aid, project submission, evaluation and selection procedures, the conditions for the implementation of the project, review the evaluation and decision-making procedure also determines the laws on the national and European Union aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period insofar as they do not conflict with these rules. II. conditions for receiving the aid 5. Local development strategy and implementation of the Association or Foundation (hereinafter local action group). Local action group meets the following requirements: 5.1 it is registered in the register of associations and foundations; 5.2. it is not declared insolvent, is wound up, its operation is suspended or interrupted, not judicial proceedings for its winding up, insolvency or bankruptcy; 5.3. it does not have the statutory State revenue service administered by the tax debt, which totals more than eur 150, or outstanding, Field support services found not spent public funds for the support activity, skills and areas of activation in the programming period 2007-2013; 5.4. the distinction between actions that are not economic in nature, and related financial flows from business activities; 5.5. the authorities responsible for the implementation of the local development strategy (hereinafter referred to as the budgetary authority), pursuant to Regulation No. 1303/2013 article 32 paragraph 2 subparagraph "b". Local development strategy meets the following selection criteria: 8.1 it is local action groups in the territory, except where it includes support for the creation or improvement of the environment, which is realized in local production, and direct beneficiaries are agricultural producers, processors of agricultural products in the home or under the agricultural service cooperatives; 8.2. they are involved in the development of local action groups operating in the territory and the various representatives of the sector (including maximum are involved in the fisheries sector if local action group claimed to support the activities of the programme of action); 8.3. the vision and the objectives are set based on local needs and potential analysis; 8.4. its action is set according to the set objectives; 8.5. the objectives and actions are specific, measurable and achievable results; 8.6. This is consistent with local action groups in the territory covered by the existing local development programmes; 8.7. It provides to ensure equal opportunities (including people with disabilities, older people and people with small children) and involve young people in local development strategy; 8.8. It provides innovative solutions (for example, a new approach, a product or service) local development strategy and implementation of eligibility criteria for their identification; 5.5. it promotes employment and increase income; 8.10. it complies with the following regulations: 8.10.1. Rural development measures, the legislation on national and European Union aid for rural development Sub-measure "implementation of actions in accordance with the community-driven local development strategy"; 8.10.2. the activities of the programme of action, the legislation on national and European Union aid from the European Fisheries Fund for Maritime Affairs and events company-driven local development strategies; 8.11. the action plan has been developed for the period 2015 to 2020; 8.12. These criteria reflect how large a contribution to local development strategies and actions in achieving results in the execution of the project will provide; 8.14. it sets the transparent and non-discriminatory project selection and decision-making procedures, including the prevention of conflicts of interest; 8.15. the financial plan for at least 50 percent of the amount of the aid, which is scheduled to get out of the rural development programme is definitely a purpose that promotes business development. 9. submission of the project and the local development strategies of local action group shall prepare and submit in accordance with the following requirements: 9.1. project application is fully completed and drawn up in accordance with Annex 2 of these regulations; 9.2. local development strategy has been prepared in accordance with annex 3 of these rules; 9.3. the paper presented to the local development strategy has added to the identical electronic version (if it does not submit to the electronic document in accordance with the law of electronic documents); 9.4. the project submission and local development strategies the original is cauršūt (caurauklot), and the pages are numbered (if the application or local development strategy is presented in the electronic document in accordance with the law of electronic documents); 9.5. the project submission and local development strategy are attached to certain necessary documents; 9.6. the project application to the local development strategy and its accompanying documents are drafted into the national language; 9.7. the project submission and local development strategy has signed a paraksttiesīg person; 9.8. the project submission and local development strategy agreed in the correction or addition. III. The amount of aid and the way local development strategies for the preparation of local development strategies 10. preparation for the maximum level of aid to rural development programmes for local action groups in the activity does not exceed 10 000 euros. 11. the aid intensity is 100 percent of the total eligible costs of the project application. 12. Local development strategies for the preparation of rural development programmes in the relevant measures are the following: 12.1. local action group area of research costs and costs associated with the preparation of local development strategies for the acquisition of the required data; 12.2. the costs associated with the provision of information to the media on the local development strategy and its development; 12.3. the costs of seminars, working groups and organisation of forums for local action groups in the territory to promote the exchange of information between the concerned and interested parties and organizations, and discuss strategies for local development projects; 12.4. the local development strategy implementation lags involved representatives of training costs according to their competences (excluding expenditure on training, which is part of general education and higher education programs); 12.5. the local action groups operating costs, which include the following: 12.5.1. space rental; 12.5.2. premises management costs (the costs of heating, electricity and water supply management services); 12.5.3. the Office for the acquisition of goods, but not more than euro 140 per quarter; 12.5.4. communication costs (expenditure on telecommunications: not more than eur 130 per quarter, as well as internet and postal charges); 12.5.5. the administrative head of the wages (including personal income tax, social security payments and business risk State duty); 12.5.6. accounting services costs; 12.5.7. transport costs (expenditure on transport, the use of public transport and fuel) associated with the preparation of local development strategies and local development strategies 2007-2014 project monitoring; 12.5.8. vehicle depreciation costs, not more than three cents for each kilometre travelled, if using personal vehicle; 12.5.9. fee for bank account management; 12.5.10. document copying costs; 12.6. the value added tax, if it is not legal to deduct from taxes payable to the State budget amounts as input to the laws on value added tax. 13. the implementation of the local development strategies of local action group involved representatives of the meaning of these provisions is the Chief Administrative and decision-making bodies. 14. The provisions referred to in paragraph 12.5. costs are eligible if they do not receive support in accordance with the laws and regulations on the procedures for granting state aid in the European Union and the local action group activity, skill acquisition, and activation of the territory. 15. Local development strategies for the preparation of the rural development programme is not eligible the following: 15.1 the interest payments, Currency Exchange Commission payments and exchange rate fluctuations suffered damage; 15.2. fines, penalties and costs of legal proceedings; 15.3. expenses incurred for the subcontracting, which artificially and unduly increase the cost of the project and the fee is fixed as a percentage of the total cost of the project; 15.4. the costs associated with the supply of any services or work for which there is no organized according to the procurement procedure in accordance with the laws and regulations on the application of the procurement procedure; 15.5. the existing maintenance costs; 15.6. the costs incurred before a decision on the application for approval of the project; 15.7. expenditure on the purchase of equipment and related maintenance, spare parts and maintenance (excluding this provision cost referred to 12.5.8.); 15.8. spending on souvenirs, gifts and clothing acquisition; 15.9. any premium for the extra work, overtime work or work on public holidays, bonuses, incentives and prize money; 15.10. the health, life and accident insurance costs; 15.11. expenditure on the acquisition of property or shares; 15.12. the costs of participation in activities abroad. 16. Application procedures 17. Local action group four months of field support service of receipt of the decision on the application shall be submitted to the approval of the project support services in the Field of local development strategy developed under the local development framework (strategy 3. Annex). Ministry of agriculture, in cooperation with other involved institutions ensure local development strategy the development of methodological guidance. The local development strategy adds: 20.1. local development strategy for the electronic version, which is an external disk (if it does not submit to the electronic document in accordance with the law of electronic documents); 20.2. the local action groups (copy) the decision on approval of the local development strategy. V. local action groups and the local development strategies for the evaluation and decision making on local action 21 group support to local development strategy preparation and implementation, evaluating grant: 21.1. local action groups in compliance with these rules 5, 6 and 7 the requirements referred to in point and the local action group selection criteria (annex 4), where the local action groups operating area overlaps with other local action group actions area as well as the application of the project compliance with paragraph 9 of these regulations and chapter III requirements; 21.2. the local development strategies, compliance with this provision referred to in paragraph 8 of the local development strategies of selection criteria and in paragraph 9 of these regulations. 22. The Committee shall comprise: 23.1.21 representative with voting rights: 23.1.1. three representatives from the Ministry of agriculture; 23.1.2. one representative of the Ministry of finance; 23.1.3. one representative of environmental protection and regional development ministries; 23.1.4. one representative of the Ministry of culture; 23.1.5. one representative of the Ministry of welfare; 23.1.6. one representative of the Ministry of education and science; 23.1.7. one representative of the Ministry of the economy; 23.1.8. two representatives of the field support service; 23.1.9. one representative of the Pārresor Coordination Center; 23.1.10. one representative of the municipal Union of Latvia; 23.1.11. one representative from each of the region's planning (five members); 23.1.12. two representatives of farmers ' organisations; 23.1.13. one representative of non-governmental organisations in the fisheries sector; 23.2. society "Latvian rural forum" the representative with observer rights. 24. the Voting members of the Committee obtained the status of a public official. Field support service provides the following: 26.1. testing on the project submission compliance with this provision in paragraph 21.1 of these requirements (except in compliance with the rules referred to in paragraph 5.8. aid conditions), as well as the preparation and submission of the assessment Committee; 26.2. testing on the local development strategy for compliance with this provision 8.1., 8.2., 8.10, 8.11, 8.12.,.,., and 8.15 8.14. referred to in local development strategies of selection criteria and rules referred to in paragraph 9 as well as the preparation and submission of the assessment Committee; 26.3. the calculation of the amount of aid for local development strategies pursuant to Chapter VII of these regulations. 27. Local action group Committee onsite presents submitted local development strategy. 28. If local action groups operating area overlaps with other local action groups in the territory more than two geographical units (in the parish of County, district or municipality in the town, where it is the smallest territorial unit) and selection for the same number of points, priority to get public funding is the local action group, which has a higher relative to its activity of members of the population in the territory. 29. Additional information local action group submitted to the rural support service within 10 working days of receipt of the request. 32. the Committee shall adopt a decision on the rejection of the application of the project, in the event of non-compliance with any of the following requirements: 32.1. the additional information requested is not supplied within this provision within the period referred to in paragraph 31; 32.2. the local action group in the assessment of the selection criteria has won fewer points than other local action group, which overlaps the territory more than two geographical units (in the parish of County, district or municipality in the town, where it is the smallest territorial unit); 32.3. the documents submitted do not meet these rules 5, 6 and 7. 33. the Committee adopted a decision on refusal to grant the local action group to support local development strategy, in the event of non-compliance with any of the following requirements: 33.1. the additional information requested is not supplied within this provision within the period referred to in paragraph 31; 33.2. the documents submitted do not meet the rules referred to in paragraph 8 of the local development strategies of selection criteria. 34. the Committee: 34.1. during the two months following that rule 17 publication referred to a specific project, the application submission deadline for decision: application of project approval 34.1.1.; 34.1.2. the adoption and application of the project eligible cost reduction, if it is not included in the eligible costs. 21.3. four months after the submission of the local development strategy of rural support service of the decision on the approval of the local development strategy. 35. If the evaluation of the local development strategy needs additional time, the period of adoption of the decision, but no longer than up to five months from the local development strategies date field support service. 36. the Committee's decision on the granting of aid for local development strategy prepared under regulations No 1303/13 paragraph 5 of article 33. 37. the Ministry of agriculture in the five working days following this rule 32, 33 or 34, paragraph. the decision shall be forwarded to the local action group. 38. Local action group Committee decision may be appealed to the Court of Justice of the administrative procedure law. Vi. preparation of local development strategies and support payment arrangements 39. When the local action group organises events related to any of the provisions referred to in subparagraph 12.3. costs, its 10 working days before the event, inform the rural support service on the event venue and time. 40. the rural support service within 30 working days of the request for payment of the appearance. If clarification or additional information, the review period shall be extended for an appropriate period of time. 41. Support for the preparation of local development strategies shall be allocated in the following order: 25.5. If local action groups total project expenditure is less than the planned total cost of the project and an European Union funding and the State budget funding overpayment, a local action group not applicable expenses reimbursed in accordance with the regulations on the European agricultural guarantee fund, the European agricultural fund for rural development, European Fund for Maritime Affairs and fisheries, as well as on the national and European aid for agriculture and rural development and fisheries Financing Administration 2014 – 2020 programming period. 42. The local action group is added to the request for payment related expenses supporting payment and transaction documents, including: 42.1. public vehicle tickets (copy), if you use public transport; 26.2. the transport voucher or itinerary (copy) indicating the purpose of the route and its relationship with the local development strategy preparation, if you are using a personal vehicle or vehicle being hired; 26.3. the loan agreement (copy) on the use of the vehicle, if you use a personal vehicle; 26.3. the service provider contracts (copies), with the service to be provided (job assignment, the period and the amount of the contract); 26.4. the transfer and adoption of legislation (copies); 26.5. procurement procedures supporting documentation (copies of) according to the procurement procedure of the regulatory laws. For equipment and machinery hire and services whose costs paragraph 12 of these rules in the limit, choose the most advantageous offer, in which one of the criteria is the lowest price. Seminar, working group or population forum agenda; 42.10.12.4. these rules referred to in point cost: 42.10.1. learning agenda; 42.10.2. application for participation in training (copy), containing the grounds for training related to the preparation of the local development strategy; 42.10.3. order or decision on the delegation of the representative (copy); 42.10.4. the certificate or certificate (copy), which shows that this provision in paragraph 13 of the representative has developed his knowledge and skills in one of the areas of competence (if some of these training provisions in paragraph 13 of the representatives shall be submitted to the representative of each individual certificate or certificate (copy)); 42.11. about this rule referred to in paragraph 12.5. costs: 42.11.1. with the local action team concluded contracts (copies) (submit once); 42.11.2. the timesheet table (copy); 42.11.3. space rental (lease) Agreement (copy), where rooms rent (lease) (submit once). VII. The amount of aid for local development strategies 43. Support local development strategy for the implementation of rural development measures in the field of programme support service is calculated for each local action group, 50 percent advertised claims of public funding in proportion to the local action groups of the rural development programme for measures in the territory of operation of the existing population (determined in accordance with the citizenship and Migration Board information from 2015 1 January) and 50 percent in proportion to the local action groups of the rural development programme corresponding to the measure of activity area (kvadrātkilometro). 44. VIII. Local development conditions for the implementation of the strategy. This provision and under 8.10.1.8.10.2. said laws made in accordance with the procedure laid down in Regulation No 1303/2013 article 34, paragraph 3, "c", "d", "e" and "f" in subparagraph tasks; 47.4.
