7. the card is issued in the following cases: 7.1 the person has not been issued an identity card;

7.3. the previous ID card has become unserviceable: 7.3.1. ended its period of validity;
7.3.2. changed the name of the person (name) or the last name;
7.3.3. changed a person's legal status;
7.3.4. the changed identity card recorded information or inaccuracies found in the certificate;
7.3.5. ID card damaged, at is mechanically or other damage, which is not possible to identify the person or read the ID card or chip contains the information;
7.3.6. the identity card or a chip made of unexpected legislation;
7.3.7. ID card does not match the specified pattern;
7.3.8. for loss of personal identity cards has reported the national police or the national border guard authority, document issuing authority or Latvian diplomatic or consular representation, but the ID card is found;
7.4. personal appearance changed.
8. to receive an identity card, the person shall submit the documents to the citizenship and Migration Board pursuant to territorial division established neighborhood, but if the person does not have a registered place of residence, the citizenship and Migration Board within the territorial division, according to the person's place of residence stated orally. 10. A Person who has reached 15 years of age and who is not in possession of a valid identity card, the provisions referred to in paragraph 9 of the document shall be submitted within 30 days after reaching the age of 15.
11. in order to receive the certificate of the person because of this rule 7.2. reasons referred to in person within 30 days after the finding of the facts presented in the Passport (if the person has a passport) and shall submit the following documents: 11.1. explanation of ID theft, loss or destruction;
11.2. the police authorities in response to the report submitted by the person, if the person's licence been kidnapped;
11.3. the three fotokartīt;
11.4. single parents written application to the licence of the person the child up to the age of 15.
12. in order to receive the certificate of the person because of this rule 7.3., for the reasons referred to in person within 30 days after the condition is met or determination shall submit the following documents: identity card 12.1. interchangeable;
12.2. two fotokartīt;
12.3. one parent's written application to the licence of the person the child up to the age of 15.
13. If the person has reached the age of 15, this person is not subject to the condition that the person's licence due to this rule 7.2 and 7.3 of the reasons referred to in the documents to be submitted within 30 days.
14. If a person's licence related to corrections to the previously issued identity cards or with the person's name (first name), or change the name of the person in addition to the laws and submit certain documents to verify these changes.
15. If an established population register existing message mismatch of information provided by the person, the person shall submit the regulations certain documents to verify the veracity of messages.
16. A Person who has reached the age of 15, documents, ID cards are submitted in person. If the person has reached the age of 15, the documents shall be submitted to one of the person's parents.
