Cabinet of Ministers Regulations No. 235 in 2003 Riga April 29 (pr. No 23, § 71) mandatory drinking water safety and quality requirements, monitoring and control procedures have been issued under the food surveillance law article 4, second and fourth paragraphs of article 19 and the fifth part i. General questions 1. minimum safety and quality requirements of drinking water, the order in which to assess drinking water compliance with the requirements of this regulation, as well as drinking water monitoring and control arrangements.
2. the rules apply to surface and ground water which is untreated or after special preparations intended for human consumption, food preparation, domestic, trade, as well as for use in the production of food (processing, processing, canning), regardless of the mode of delivery (from a distribution network, from a tanker, or in prepackages) (drinking water).
3. drinking water monitoring is implemented, regularly checking drinking water laboratory, to obtain information on the compliance or non-compliance with the provisions of the safety and quality requirements as well as changes in the drinking water. Food companies, except for water suppliers, and current monitoring and auditmonitoring organised by the business owner or Manager (hereinafter referred to as the operator).
4. The rules referred to in paragraph 3, the obligation of the operator to arrange routine monitoring and auditmonitoring do not apply to food trading companies.
5. the provisions do not apply to natural mineral waters and healing mineral waters, accepted as such by the competent bodies authorized by law.
6. drinking water quality and safety requirements shall not apply to drinking water derived from the individual extraction or delivery sites that use less than 50 persons, and delivery of not more than 10 m3 a day.
7. drinking water quality and safety requirements is mandatory for the drinking water obtained from these rules referred to in point 6 extraction or delivery points, where drinking water is marketed in Commerce or otherwise used for public or commercial purposes.
8. drinking water quality and safety requirements do not apply to the acquisition or delivery of venues for the drinking water, which is used so that it will not directly or indirectly pose a threat to the health of consumers, and it has received the opinion of the Agency.
9. potable water supplier is responsible for the proper and accurate population information about them drinking water quality and safety, of the corrective measures which the vendor has made drinking water quality and safety, as well as on possible corrective action to be taken by the same people. The operator or the supplier of the water may not inform the consumer about not drinking water compliance with quality and safety requirements, if the control institutions or agencies of this discrepancy is recognised as negligible and the consumer's health.
10. the Agency shall prepare information materials to inform the public of the safety of drinking water and the quality of the measures pollution cases as well as advise consumers, operators, suppliers and the water tap owners for possible corrective action for drinking water quality or measures to prevent non-compliance with drinking water requirements of these provisions.
11. any action or measures taken to ensure compliance with these provisions, not to lower the quality of drinking water or increase the pollution of drinking water sampling sites.
