No 35 38) oil and fibre plants and seed solely trade rules Issued in accordance with the law of the movement of the Seed article 2 1, point "a" section i. General provisions 1 the questions determines oil and fibre plants and seed trade solely in order that the crops referred to in annex 1. II. categories of seed 2. Seed shall be divided into the following categories: 2.1. random seed (IR);
2.2. pre-basic seed (PB);
2.3. basic seed (B);
2.4. certified seed (C);
2.5. commercial seed (K). 3. Random seed (IR) is a small quantity of seed, ensuring preservation of characteristics for the variety to be several generations. These seeds are obtained and their propagation scheme is determined by the breeder or his successor in title. Random seed certification is optional. After the breeder or his successor in title of the seed initiative may, in certain cases, certify, to determine the actual quality of the seed. 4. Pre-basic seed (PB) is a seed which: 4.1 grown directly from a random seed (IS) the breeder or his successor in title, subject to the supervision of generally accepted practices for the maintenance of the variety;
4.2. for basic seed and certified seed (B), (C) for the production of seed of the category;
4.3. meet basic seed in these provisions (B);
4.4. throughout the seed production and preparation period is the national plant protection service control. 5. Basic seed (B), other than hybrid varieties of sunflower seeds that: 5.1 from pre-basic seed (PB) or directly from a random seed (IR);
5.2. the grown of the breeder or his successor in title, subject to the supervision of generally accepted practices for the maintenance of the variety;
5.3. for certified seed (C) of the first generation or certified seed (C1) or certified seed, second generation (C2), or certified seed of the third generation (C3);
5.4. in these provisions meet the basic seed (B);
5.5. throughout the seed production and preparation period is the national plant protection service control. 6. Basic seed (B) hibrīdaj of sunflower varieties can be: 6.1 inbred lines (affiliated crossover lines) basic seed (B) that: 6.1.1. meet basic seed in these provisions (B);

7.2. not designed solely for the future;
7.3. complies with those rules for certified seed (C);
7.4. throughout the seed production and preparation period is the national plant protection service control. 8. the Monoecious hemp and soy certified seed (C) divided into two generations: 8.1 certified seed of the first generation (Cl);
8.2. certified seed, second generation (C2). 9. Line of certified seed (C) divided into three generations: 9.1. certified seed of the first generation (Cl);
9.2. certified seed, second generation (C2);
9.3. certified seed, third generation (C3). 10. cannabis Monoecious, long line, flax and soy oil certified seed of the first generation (C1) is the seed that: 10.1 produced directly from basic seed (B) (where the breeder or his successor in title, wants, from the highest seed of the categories ");
10.2. for certified seed, second generation (C2) or certified seed of the third generation (C3) acquisitions or other purposes;
10.3. complies with those rules for certified seed (C);
10.4. throughout the seed production and preparation period is the national plant protection service control. 11. Long flax, flax oil and soy certified seed, second generation (C2) is a seed: 11.1. grown directly from basic seed (B) or from certified seed of the first generation (Cl) (if the breeder or his successor in title, wants, from the highest seed of the categories ");
11.2. for certified seed of the third generation (C3) or for other purposes;
11.3. complies with those rules for certified seed (C);
11.4. throughout the seed production and preparation period is the national plant protection service control. 12. Monoecious hemp of certified seed, second generation (C2) is the seed that: 12.1 grown directly from certified seed of the first generation (Cl);
12.2. not intended for the production of seed and harvested during flowering fibre;
12.3. these provisions meet the certified seed (C);
12.4. throughout the seed production and preparation period is the national plant protection service control. 13. Long flax and oil flax seed of the third generation (C3) is a seed: 13.1 produced directly from basic seed (B) certified seed of the first generation (C1) or the second generation of certified seed (C2) (if the breeder or his successor in title, wants, from the highest seed of the categories ");
13.2. is not intended solely for the future;
13.3. these provisions meet the certified seed (C);
13.4. throughout the seed production and preparation period is the national plant protection service control. 14. Commercial seed (K) is the black mustard seeds: 14.1. can be identified as belonging to the species of seeds;
14.2. meets those rules for commercial seed (K);

All categories of seed moisture content must not exceed 9%, except for rape in which the moisture content does not exceed 8%, flax seed, with a moisture content not exceeding 12% and sunflower-seed moisture content must not exceed 7%. If the seed of the validity period is three months, the mustard Brassica juncea, black mustard, rape, hemp seeds, safflower seeds, cumin, soy, and white mustard seed of all categories of a moisture content not exceeding 12%-14% sunflower seed, flax seed, 13%, poppy seed and rape — 10%. If pre-basic (PB) or base (B) seed, flax, certified seed (C) analysis of specific germination does not comply with the rules set out in annex 5 of the minimum germination of seed, at the national plant protection service authorization can certify seed with reduced germination. The label shall be affixed to the packaging of seed and add accompanying document (annex 10). 57. in paragraph 56 of these regulations certain requirements on packing and labelling may be waived if the State plant protection service of it agreed with the national body. VIII. 58. Seed seed allowed after being duly recognised as pre-basic (PB), base (B), (C) certified or commercial seed (K). 59. seed seed quality guaranteed packer. If the buyer changes the packages of seed, or buy seeds without these rules according to the certificate and the label of seed, he loses the right to make claims against the dealer in seeds. 60. Seedsman at the request of the purchaser produce seed or seed of the certificates and the results of the evaluation or copies of the documents referred to in it. IX. Sēklaudzētāj, a seed producer, packer and the Merchant Registration 61. The decision on the cancellation of the registration of the national plant protection service shall notify the person concerned within five working days following its adoption. Seed documentation x. 65. based on field inspections and seed evaluation results, national plant protection services in Sēklaudzētāj and seed merchant register registered seed establishments, sēklaudzētāj, packer and merchants issued certificate of seed quality. 66. 2. the mustard Brassica juncea (Brassica juncea l.), black mustard (Brassica nigra l.), hemp (cannabis sativa l.), safflower (Carthamus tinctorius) and cumin (carum carvi l.) volumes not appropriate plant variety must not exceed the following: 2.1 basic seed (B) retrieval, one plant to 30 m2 volume; 2.2. certified seed (C) retrieval, one plant per 10 m2 for the volume. 3.
