Cabinet of Ministers Regulations No. 383 in Riga on 8 July 2003 (pr. No 39, § 16) rules on būvpraks and architect practice certificates, registration, and cancellation of Issued in accordance with article 8 of the law on construction of the second part i. General questions 1. determines the order in which the natural persons register and revoke the grant būvpraks and architect practice certificates.
2. a Person is eligible for būvpraks or architect a certificate of practice in one or more of these rules a certification referred to in the annex areas if it has gained educational architecture or relevant engineering specialty and comply with these terms the requirements referred to in the annex as regards the duration of the practice.
 
II. Būvpraks and architect's practice of granting and revoking of certificates 3. Būvpraks or architect practice certificates granted, the term of validity of the certificate or certificates, revoke the extended cabinet authorized (after a proposal of the Ministry of the economy) the competent certification authority. The certification authority shall evaluate the competency of the law "on conformity assessment" in the order and in accordance with the standard LVS EN ISO/IEC 17024:2003 "conformity assessment-General requirements for bodies certifying persons."
4. the certification body shall: 4.1 is responsible for certifying functions;
4.2. at the request of the Ministry of the economy shall provide information on issues related to certification;
4.3. the Ministry of public economy, submit annual reports and regular reports on the operation of the certification;
4.4. the certified professional supervision professional activities.
5. Būvpraks and architect's practice certificate shall be granted for a period of five years.
6. for būvpraks or architect practice certificate, a person shall submit a certificate authority: 6.1 application for certificate;
6.2. formal education;
6.3. a certified list of their work in the execution of the person in question participated. The list shall indicate the employer, a subscriber object and its location, the time and the degree of participation. List of the employer and the certified works concerned responsible.
7. To extend būvpraks's or architect's practice in the period of validity of the certificate, the person concerned shall submit a certified certificate authority: 7.1 an application for extension of the period of validity of the certificate;
7.2. formal education, if the certified person has acquired additional education practices;
7.3. the employer of a certified list of the work performance of the certified person participated. The list shall indicate the employer, a subscriber object and its location, the time and the degree of participation of the person;
7.4. claims received list (if a petition is received).
8. Certificate Authority within 30 days after this provision in paragraph 6 or 7 above to receive documents look meeting and adopt appropriate decisions.
9. the certification body shall ensure the recording of meetings, with the certification of sorting and filing related documentation.
10. The Person assigned the būvpraks or certificate of practice of architects, before the receipt of the certificate of registration must pay a duty — five lats, and the fee for certification services. The fee for certification services after coordination with the Ministry of finance determines the certificate authority.
11. Būvpraks or architects practice certificate shall indicate the following: 11.1. certification authority's full name;
11.2. the certified persons name, surname and personal code;
11.3. certified areas;
11.4. date of award of the certificate;
11.5. the renewal date of the certificate;
11.6. the period of validity of the certificate;
7.3. the registration number of the certificate, which consists of the Ministry of the economy in a particular certificate authority and the two-digit code number of the certificate by the certification authority.
12. The certificate confirmed by the certification authority responsible for the signature and certificate authority stamp.
13. the certification body may decide on the būvpraks or withdrawal of the certificate of practice of architects, if the certified person violated construction-related laws or other legislation.
14. A written reasoned decision on refusal to grant the būvpraks or the certificate of practice or extend the period of validity of the certificate, as well as the cancellation of the certificate shall be issued or sent to the person concerned no later than five working days after the date of the decision.
 
III. Būvpraks and architect a certificate of registry practice 15. Ten days after būvpraks or architect practice award of the certificate or the date of the renewal certificate authority certificate is recorded in the būvpraks of the Ministry of the economy and of the register of certificates of practice.
16. by paragraph 11 of these rules of the information referred to in būvpraks and the architect of the inclusion in the register of certificates of practice, the Ministry of the economy shall ensure public access to them.
 
IV. the Challenge procedure 17. A Person whose legal interests limit the certification authority's decision on būvpraks or the granting of a certificate of practice, the extension of the period of validity of the certificate or the cancellation of the certificate, the decision may be appealed by submitting a complaint to the certification authority within one month from the date on which that person has received the decision. The decision on the contested certification bodies shall adopt the State Secretary at the Ministry of the economy.
 
V. closing question 18. Be declared unenforceable in the Cabinet of 31 august 1998, the provisions of no. 328 "rules on certificates of būvpraks ' (Latvian journal, 1998, nr. 252).
