Cabinet of Ministers Regulations No. 532 in Riga in 2003 (23 September. No 50, 21) the Latvian State border security coordination Council regulation Issued pursuant to the public administration facilities article 13 of the law on the general issue I. 1. border security coordination Council (hereinafter Council) is collegial public body whose purpose is the public administration coordination of national border security policy.
 
II. tasks of the Council and to the Council are the following 2 objectives: 2.1 develop and implement joint activities of national regulatory authorities of the national strategy for border security policy;
2.2. promoting of national institutions responsible for border security cooperation;
2.3. assess the proposals State border security policy as well as the draft legislation the State border security;
2.4. to analyse information on national border security and coordination issues and develop proposals to improve it;
2.5. evaluation of the programme "integrated into Latvian border management strategy (2003-2007)" guidelines for the implementation and control of programs and the implementation of the action plan;
2.6. to assess the country's security national investment program projects to avoid duplication of functions;
2.7. to promote international cooperation on border security;
2.8. to assess the country's security risks and analyze them;
2.9. to examine and approve the action plan a national border security threats, as well as control over its execution;
2.10. at least once a year to ensure the review of the programme "integrated into Latvian border management strategy (2003-2007)" the progress of the preparation and submission of the Cabinet of Ministers.
3. for the purpose of this provision, in paragraph 2 of these tasks, the Council has the right to: 3.1 according to competence to request and receive from State and local authorities of the Council of the necessary information;
3.2. to invite to meetings of the Council of experts for advisory services, as well as other officials in an advisory capacity;
3.3. creating a Council working groups for specific tasks;
3.4. to request and receive from any State and local authorities report on the use of funds the State border security measures.
 
III. composition of the Council is composed of the Council 4:4.1 the Deputy Prime Minister, Chairman of the Council;
4.2. the Interior Minister — Deputy Chairman of the Council;
4.3. the Minister of finanž;
4.4. the Minister of agriculture;
4.5. the Ministry of the Interior;
4.6. the State Secretary, Ministry of Foreign Affairs;
4.7. The Defense Ministry Secretary of State;
4.8. the Secretary of the Ministry of transport;
4.9. the Director-General of the State revenue service;
4.10. The food and veterinary service Director;
4.11. The State border guard of the priekžniek;
4.12. The food and veterinary service Chief sanitary border inspection;
4.13 the State revenue service's main Customs Administration Director;
4.14. The national police priekžniek;
4.15. the Security Police Chief;
4.16. the citizenship and Migration Board Chief.
5. The President of the Council shall: 5.1 without express authorisation by the representative Council;
5.2. convene and chair the meetings of the Council;
5.3. approve the agenda of the Council;
5.4. the signature of the Protocol of the Council;
5.5. the Council shall determine the time and place of meetings;
5.6. is responsible for the work of the Council and the specific tasks;
5.7. instructs the Council Working Group on the establishment of specific tasks.
6. The members of the Council: 6.1. participates in the Council decision and proposal preparation;
6.2. collect information on the situation of the sector that they represent the Council, as well as the improvement of the situation of collecting the proposals submitted according to the interest of the sector concerned and the programme "integrated into Latvian border management strategy (2003-2007)" action plan;
6.3. designate appropriate sectoral experts to work in Council working groups;
6.4. maintenance Council working group proposals and draft decisions to border security.
 
IV. Activities of the Council of 7. The work of the Council chaired by the President of the Council and organized, but in his absence, the Deputy Chairman of the Council.
8. the Council meeting shall be held not less than four times per year.
9. extraordinary Council meeting shall be convened by the President of the Council, if it proposes at least two members of the Council or on its own initiative.
10. the Council are valid if they are sitting on more than half of the Board members.
11. the Council decision shall be adopted by a simple majority. If the vote splits equal, the Chairman of the Board shall have a casting vote.
12. The Council meeting are recorded. The minutes record the agenda issues and decisions, as well as persons who have participated in the meeting, and the people who insisted on the matter.
 
V. Security Council 13. Council permanent tasks provides the Secretariat of the Council. Secretariat functions carried out by the Ministry of Iekžliet.
14. the Secretariat shall: 14.1. preparing the Council meeting agenda and shall inform the members of the Council;
14.2. prepare results in a Council meeting materials;
14.3. prepare draft decisions of the Council;
14.4. collect information on the execution of decisions of the Council;
14.5. sorts of Council proceedings;
14.6. the exchange of information between authorities and officials involved in the competence of the Council.
 
Vi. the Council working groups the Council 15 working groups set up by the Council decision. Council working group include experts of the sector concerned.
16. the Council working group leaders on behalf of the President of the Council shall be invited to participate in Council working group session, the State, local authorities and companies, as well as representatives of non-governmental organizations.
17. the Council working group leaders are eligible to participate in the Board meetings in an advisory capacity.
