Cabinet of Ministers Regulations No. 674 in Riga 2003 (2 December. Nr. 62, 8. §) rules on search and rescue of people in aviation and maritime emergency Issued in accordance with the maritime administration and the Maritime Security Act 46. the second paragraph of article i. General questions 1. determines: 1.1. maritime search and rescue coordination centre (MRCC) and other institutions cooperation arrangements;
1.2. the maritime search and rescue coordination centre (MRCC) and apakšcentr;
1.3. Aviation search and Rescue Coordination Center (CRY);
1.4. the search and rescue area of responsibility (annex 1).
2. These rules are approved: 2.1 international aviation and marine search and rescue (IAMSAR) Manual of guidelines;
2.2.7 December 1944 Convention on international civil aviation annex 12 (hereinafter referred to as the annex of the Convention 12.) recommended practice.
3. maritime search and Rescue Coordination Center (MRCC) and aviation search and Rescue Coordination Center (CRY) according to competence, collaboration, ensure coherent and effective search and rescue measures of the Latvia's search and rescue area of responsibility (responsibility of the State of Latvia) in accordance with these rules.
4. maritime search and Rescue Coordination Center (MRCC) in collaboration with the emergency plan for the institutions listed in the certificate and run by people in search and rescue operations in the Baltic Sea and the Gulf of Riga in the Latvian region of responsibility (responsibility of the MRCC district).
5. In the case of aviation or maritime distress (English cur-distress), people search and rescue area of responsibility of Latvia launched, managed, and terminated in accordance with the emergency plan.
6. Emergency Plan complies with the International Convention on search and rescue at sea (SAR 1979; amended by the International Maritime Organization resolution MSC. 70 (69)), as well as to paragraph 4.1 of the Convention 12.4.2 of the annex. To comply with the requirements referred to in this paragraph, an emergency plan should specify in the regulations the information referred to in annex 2, as well as other information needed for effective people search and rescue operations.
7. The maritime search and Rescue Coordination Center (MRCC) in collaboration with the provisions in point 22 of the said institutions according to the competency provides emergency plan and the correctness of the data.
8. If the Republic of Latvia national authorities consider that the air space of the Republic of Latvia for people arriving in the search and rescue operation involving aircraft is required to carry out national border crossings, customs, immigration and other control procedures, they take place, where the aircraft has landed.
9. the Republic of Latvia State border crossing, customs, immigration and other control procedures, the authorities do not take measures that prevent the search and rescue unit or separate technical operational responsibility for work in the area.
10. Ministry of defence prepares proposals and provide financing to people search and rescue operations.
II. Maritime Search and Rescue Coordination Center (MRCC) 11. maritime search and rescue coordination centre (MRCC) features laws made in the order established in the Republic of Latvia to the Navy Department, the coast guard fleet of ships.
12. maritime search and rescue coordination centre (MRCC) and its apakšcentr Executive involvement people search and rescue operations in the emergency plan and included in their existing emergency plan specified in technical features.
13. The decision on the people search and rescue operations in the area of responsibility of the termination, the MRCC adopted the maritime search and rescue coordination centre (MRCC) officer.
14. If the accident occurred in the areas of responsibility, the MRCC maritime search and Rescue Coordination Center (MRCC) has the right: to involve people 14.1. search and rescue operations in the Republic of Latvia on-duty search and rescue aircraft (SAR aircraft) inform immediately the aviation search and Rescue Coordination Center (CRY). The SAR aircraft and crew readiness flight is up to forty minutes, hours and thirty minutes to an hour for the rest of the time between the time when the maritime search and Rescue Coordination Center (MRCC) first contacted with them;
14.2. to involve people in search and rescue operations in foreign search and rescue unit and the Republic of Latvia or foreign ships and aircraft that can provide emergency assistance for people in search and rescue operations. The aircraft involved in the maritime search and Rescue Coordination Center (MRCC) immediately inform the aviation search and Rescue Coordination Center (CRY);
14.3. to allow foreign ships and naval vessels to enter and stay in the Republic of Latvia's territorial waters to join the people in search and rescue operations. For such authorisation to maritime search and Rescue Coordination Center (MRCC) immediately inform the Ministry of defence, Ministry of Foreign Affairs and the State border guard officials, which is defined in the emergency plan.
15. maritime search and Rescue Coordination Center (MRCC) published in the newspaper "journal" news on the existing operational communication means as well as the following: 15.1. address;
15.2. telephone number;
15.3. fax number;
15.4. the e-mail address;
15.5. Inmarsat-C number;
15.6. radio call sign, ranges, frequency and channels.
16. any person who has news about the crash responsibility area, MRCC is obliged to report it to the marine search and Rescue Coordination Center (MRCC), the police or call the single emergency telephone (112).
17. If a rescue is needed, after the captain's request, the maritime search and rescue coordination centre (MRCC) provides news on legal or natural persons that are prepared to immediately carry out rescue works (such as port workers are constantly tugs). By providing the above information, indicate the phone number, e-mail address or other operating means.
III. the aviation search and Rescue Coordination Center (CRY)

18. Aviation search and Rescue Coordination Center (CRY) functions of the Republic of Latvia made use of airspace and air traffic organization public company (service) operational management Department. Their activities in aviation search and Rescue Coordination Center (CRY) carried out in accordance with the Civil Aviation Administration (CAA) measures developed for aircraft flights and civil aviation security. IV. Maritime Search and rescue coordination centre (MRCC), the aviation search and Rescue Coordination Center (CRY) and other institutions cooperation 21. If the accident occurred in the areas of responsibility, the MRCC maritime search and Rescue Coordination Center (MRCC) in cooperation with the aviation search and Rescue Coordination Center (CRY) according to competency guides people in search and rescue operations in accordance with these rules.
22. Human search and rescue operations during marine search and Rescue Coordination Center (MRCC) and aviation search and Rescue Coordination Center (CRY) according to competence, cooperate with: 22.1. Disaster Medical Center emergency medical service;
22.2. the national armed forces units;
22.3. the State fire and rescue service;
22.4. the national and municipal police;
22.5. the national border guards;
22.6. the main customs administration;
14.1. The crisis control center;
22.8. emergency medical institutions;
14.2. the port services;
22.10. airlines;
22.11. to other Latvian and foreign institutions.
23. the emergency plans of institutions, as well as legal and natural persons, which is consistent with the emergency plan, is obliged by the maritime search and rescue coordination centre (MRCC) in aviation search and Rescue Coordination Center (CRY) Executive order immediately to engage people in search and rescue operations and to assist the crash reached the people.
24. Legal and natural persons, which are not listed in the emergency plan, but people are taking part in the search and rescue operation in the area of responsibility, the MRCC operates the marine search and rescue coordination centre (MRCC) officers.
V. aviation and maritime search and rescue service meetings 25. maritime search and rescue coordination centre (MRCC) and aviation search and Rescue Coordination Center (CRY) to coordinate the activities meet the maritime search and rescue coordination centre (MRCC) and aviation search and Rescue Coordination Center (CRY).

27. The provisions of paragraph 26 of the representatives referred to the refusal to appear or absence does not affect the operation of the meeting. To the meeting can invite representatives from State and local government institutions, not mentioned in paragraph 26 of these regulations, as well as individuals.
28. The Ministry of transport Secretary chairs the meeting and its agenda.
29. the meetings shall be convened as necessary marine search and Rescue Coordination Center (MRCC), the aviation search and Rescue Coordination Center (CRY) or any of the provisions of paragraph 26 of the said institutions.
30. the competence of the meeting: 30.1. agree on the Cabinet of Ministers submitted proposals for funding sources to cover losses incurred by people in search and rescue operations;
30.2. to take decisions, to prepare opinions and proposals on issues that cannot decide alone maritime search and Rescue Coordination Center (MRCC) in aviation search and Rescue Coordination Center (CRY), or other search-and-rescue operation involving the authority;
30.3. According to international requirements and international agreements and recommendations to address issues related to aviation and marine search and rescue services and organizations, and to submit appropriate proposals.
 
Vi. Closing questions 31. In the event of a conflict between these provisions referred to in paragraph 2, the laws and the requirements of this regulation, this provision shall apply paragraph 2 these provisions.
32. This rule 15 and 20 news published in 10 working days from the date of entry into force of the provisions and a further five working days from the date of the changes already published data.
33. Be declared unenforceable in the Cabinet of 15 February 2000, the provisions of no. 58 "rules for search and rescue in aviation and maritime emergency cases" (Latvian journal, 2000, 55./57.nr.).
