Cabinet of Ministers Regulations No. 674 in Riga 2003 (2 December. Nr. 62, 8. §) rules on search and rescue of people in aviation and maritime emergency Issued in accordance with the maritime administration and the Maritime Security Act 46. the second paragraph of article i. General questions 1. determines: 1.1. maritime search and rescue coordination centre (MRCC) and other institutions cooperation arrangements;
1.2. the maritime search and rescue coordination centre (MRCC) and apakšcentr;
1.3. Aviation search and Rescue Coordination Center (CRY);
1.4. the search and rescue area of responsibility (annex 1).
2. These rules are approved: 2.1 international aviation and marine search and rescue (IAMSAR) Manual of guidelines;
2.2.7 December 1944 Convention on international civil aviation annex 12 (hereinafter referred to as the annex of the Convention 12.) recommended practice.
3. maritime search and Rescue Coordination Center (MRCC) and aviation search and Rescue Coordination Center (CRY) according to competence, collaboration, ensure coherent and effective search and rescue measures of the Latvia's search and rescue area of responsibility (responsibility of the State of Latvia) in accordance with these rules.

6. 7. The maritime search and Rescue Coordination Center (MRCC) in collaboration with the provisions in point 22 of the said institutions according to the competency provides emergency plan and the correctness of the data.
8. If the Republic of Latvia national authorities consider that the air space of the Republic of Latvia for people arriving in the search and rescue operation involving aircraft is required to carry out national border crossings, customs, immigration and other control procedures, they take place, where the aircraft has landed.

10. Ministry of defence prepares proposals and provide financing to people search and rescue operations.

The aircraft involved in the maritime search and Rescue Coordination Center (MRCC) immediately inform the aviation search and Rescue Coordination Center (CRY);
14.3. to allow foreign ships and naval vessels to enter and stay in the Republic of Latvia's territorial waters to join the people in search and rescue operations. For such authorisation to maritime search and Rescue Coordination Center (MRCC) immediately inform the Ministry of defence, Ministry of Foreign Affairs and the State border guard officials, which is defined in the emergency plan.

15.2. telephone number;
15.3. fax number;
15.4. the e-mail address;
15.5. Inmarsat-C number;
15.6. radio call sign, ranges, frequency and channels.
16. any person who has news about the crash responsibility area, MRCC is obliged to report it to the marine search and Rescue Coordination Center (MRCC), the police or call the single emergency telephone (112).
17. If a rescue is needed, after the captain's request, the maritime search and rescue coordination centre (MRCC) provides news on legal or natural persons that are prepared to immediately carry out rescue works (such as port workers are constantly tugs). 18. IV. Maritime Search and rescue coordination centre (MRCC), the aviation search and Rescue Coordination Center (CRY) and other institutions cooperation 21. 22.3. the State fire and rescue service;
22.4. the national and municipal police;
22.5. the national border guards;
22.6. the main customs administration;
14.1. The crisis control center;
22.8. emergency medical institutions;
14.2. the port services;
22.10. airlines;
22.11. to other Latvian and foreign institutions.
23. the emergency plans of institutions, as well as legal and natural persons, which is consistent with the emergency plan, is obliged by the maritime search and rescue coordination centre (MRCC) in aviation search and Rescue Coordination Center (CRY) Executive order immediately to engage people in search and rescue operations and to assist the crash reached the people.

30. the competence of the meeting: 30.1. agree on the Cabinet of Ministers submitted proposals for funding sources to cover losses incurred by people in search and rescue operations;
30.2. to take decisions, to prepare opinions and proposals on issues that cannot decide alone maritime search and Rescue Coordination Center (MRCC) in aviation search and Rescue Coordination Center (CRY), or other search-and-rescue operation involving the authority;
30.3. According to international requirements and international agreements and recommendations to address issues related to aviation and marine search and rescue services and organizations, and to submit appropriate proposals.
 
Vi. Closing questions 31. In the event of a conflict between these provisions referred to in paragraph 2, the laws and the requirements of this regulation, this provision shall apply paragraph 2 these provisions.
32. This rule 15 and 20 news published in 10 working days from the date of entry into force of the provisions and a further five working days from the date of the changes already published data.
33. Be declared unenforceable in the Cabinet of 15 February 2000, the provisions of no. 58 "rules for search and rescue in aviation and maritime emergency cases" (Latvian journal, 2000, 55./57.nr.).

5.8. the ways to get help from other coordination centres or — apakšcentr, including ships, aircraft, personnel and equipment;
5.9. the aid to be given to the search and rescue vessels or other vessels that meet an existing vessel during an emergency.
