Cabinet of Ministers Regulations No. 686 in Riga on 9 December 2003 (pr. No 63, 14) rules for the institutions, bodies, companies and municipal fire protection, fire and rescue services and functions in accordance with the Issued fire and fire fighting law article 4, paragraph 2, second subparagraph in rule 1 shall be determined by the institutions, bodies, companies and municipal fire protection, fire and rescue service (hereinafter service) functions and rights, as well as those sliding.
2. the provisions do not apply to existing subordinated to the Ministry of defence and national armed forces.
3. Has the following functions: 3.1 make fire prevention measures;
3.2. control, compliance with authorities, organisations, companies or local decisions, orders and instructions for fire safety matters;
3.3. follow up to the institutions, bodies, companies or local facilities to meet fire safety requirements, as well as met fire safety inspections of the monitoring requirements laid down in the legislation;
3.4. to inform the authorities, organisations, companies or local leaders about the State of safety in the relevant institutions, bodies, companies or local objects and territory and provide fire safety proposals to remedy the situation;
3.5. to maintain readiness in the institutions, organisations, companies or local objects and service territory fire and rescue equipment, special equipment and inventory, as well as to check the fire prevention, detection and extinguishing devices;
3.6. the organizing authority, organisation, company or local facilities for theoretical and practical lessons and training fires and rescue works;
3.7. If the authorities, organisations, companies or local objects or the threat of a fire in the territory (emergency) or is a threat to human life and health, to promptly notify the relevant institutions, bodies, companies or local driver and organize fire prevention of the causes (emergency);
3.8. If the authorities, organisations, companies or local or area is fire or accident, to promptly notify the State fire and rescue service and the institutions, bodies, commercial companies or local governments, as well as to organize the fire and rescue the deletion;
3.9. after the State fire and rescue service request according to the opportunity to provide this service to help clear fire, rescue and emergency relief also outside the relevant institutions, bodies, companies or local area.
4. Has the following rights: 4.1 to participate in the national fire and rescue service in action training fires and rescue works;
4.2. the State fire and rescue service methodological assistance on matters related to fire safety, fires and rescue.
5. local fire safety, fire and rescue service is right (if you have received the authority, organisation or company manager's consent) to test fire the authority, organisation or company facilities located on the territory of this municipality.
6. Fire or carrying out rescue operations, the officer has the right to: 6.1 access to all sites, buildings, structures and premises, which spreads or can spread fire and combustion products or who need to perform rescue operations, as well as to evacuate people, animals and things;
6.2. after the fire extinguishing and rescue work in order for the driver to move or demolish a building, shipbuilding and parts, to dismantle the machine, move the vehicles and to remove obstacles that stand in the fire and rescue the deletion.
7. The service is made to the following requirements: 7.1 service location, number of employees, special equipment, fire-fighting and rescue equipment, the equipment complies with the relevant institutions, bodies, companies or local object-specific to these objects provide fire prevention, fires and rescue operations;
7.2. fires and fire safety and rescue services staff involved are trained in education according to the program agreed with the State fire and rescue service;
7.3. fires and glābšano jobs assigned to the agent's physical and professional background is such that they can take those jobs;
7.4. fires and glābšano jobs assigned services staff is equipped with special clothing, equipment and personal protective equipment;
7.5. fire and rescue equipment is deployed in a separate heated space.
8. If the object in accordance with the laws and regulations about fire safety and fire is considered explosive, fire, or especially important: this service is 8.1 minimum fire and rescue technical: fire truck (8.1.1. If the object you can store or carry flammable chemicals and chemical products, whose total amount is up to 100 thousand tonnes, explosive gas — more than 100 thousand cubic metres (under normal conditions, normal pressure) as well as the vital object);
8.1.2. two fire fighting vehicles (if the object at the store or carry flammable chemicals and chemical products, whose total amount is from 100 thousand to 500 thousand tonnes);
8.1.3. the three fire-fighting vehicles (if the object at the store or carry flammable chemicals and chemical products, of which the total amount is more than 500 thousand tonnes);
8.1.4. fire train (train station or rail infrastructure);
8.2. the number of employees is calculated on the basis of the existing fire and rescue technical units in one on-call shifts given that requires five employees to one fire truck and five employees on one of the train fire.
9. national fire and rescue service carried out a national fire safety monitoring, inspection service compliance with the requirements laid down in these provisions.
