Cabinet of Ministers Regulations No. 765 in Riga 2003 (December 23. No 65, 59) amendments to the Cabinet of Ministers of 13 November 2001, the Regulation No 479 "rules on industrial fishing in the territorial waters and economic zone waters" issued under the Fisheries Act, in article 13, first paragraph, point 1 make the Cabinet of Ministers of 13 November 2001, the Regulation No 479 "rules on industrial fishing in the territorial waters and economic zone waters" (Latvian journal, 2001, 166 no) the following amendments: 1. Replace the text, the words "the protection of the environment and regional development Ministry" (fold) with the words "Ministry of environment" (fold).
2. Express 3.1. subparagraph by the following: "3.1. Coast — Latvian territorial waters part located no farther than two nautical miles from the coast, except for the Gulf of Riga, and the depth of the Gulf of Riga and other marine waters not more than 20 metres;".
3. Replace the words "paragraph 5.2 or fishing gear, the number of" with the words "the extent of the fishing vessel or fishing gear, the number and type of fishing period or the number of fishing days".
4. Express 7.2. subparagraph by the following: "7.2. the fishing vessels of the list according to the fisheries in marine waters and the fishing in the future species adopted each year fisheries authority;".
5. Make the paragraph 9 by the following: "9. obligations of the Fishermen: 9.1. fish with vessels included in the lists approved by the fisheries administration, and not to exceed the limits of fishing;
9.2. to ensure shared catch and fish landing records, not exceeding 20% of the difference between catch and landing data, as well as showing data by fish species by their weight (if necessary, — in number), coastal fisheries, by fishing gear type;
9.3. to register the data on fishing fishing magazines: 9.3.1. in accordance with the provisions of annex 2 — following the vessel's return to the shore and before the sale or transport of fish when fishing with coastal fishing vessels of overall length less than 10 m; 9.3.2. in accordance with the provisions of annex 3, after each operation of the fishing vessel (the completion of the network hauls, pots or longlines lifting), if the sea or coastal fishing by vessels overall length is 10 m or more;
9.4. in ascending order to collect data on catches by fish species in each fishing sub-area or coastal fishing grounds and in accordance with the provisions of annex 4 to submit relevant information in the management of the marine environment, no later than the month following the reporting month, the sixth date, but foreign legal persons — no later than the 20th of that month-to-date;

9.11. in the light of the International Baltic Sea Fishery Commission for Latvia allocated catch quotas and fishermen fishing limits set, as well as taking into account the fishing vessel engine power and tonnage, according to the fisheries administration, acquisition of fishing vessels, new construction of a fishing vessel and another ship conversion of fishing vessels;
9.12. allow national inspection of the environment and marine environmental management officials to check all the rooms of the vessel, present the test fisheries, fish caught and treated, finished products, fishing gear and fishing-related documents and to allow the discharge of those necessary data, and also provide the necessary inspection;
9.13. install satelītraidītāj (hereinafter referred to as the transmitter) to the fishing vessels of overall length exceeding 15 metres, and ensure data transmission from the fishing vessel to satellite fishing vessel monitoring centre in the management of the marine environment (monitoring center) in the following order: 9.13.1.24 hours writing to inform the monitoring centre the transmitter connection, disconnection or disassembly;
9.13.2. disconnection or disassembly of the transmitter to start only after written consent by the management of the marine environment;
9.13.3. at least once every two hours automatically broadcast to the monitoring center data on the position of the vessel (ship identification, specify the location of the geographical coordinates to the nearest 500 m, the broadcast date and time);
9.13.4. in addition to the automatic transmission to the monitoring Center 9.13.3. This provision referred to the data if the vessel enters the forbidden fishing zone or other waters;
9.13.5. fishing in the waters of other countries, while transmitting data to the monitoring center and the relevant coastal State fishing vessel satellite monitoring center;
9.13.6. If the transmitter is damaged, notify the monitoring center and a month to have it repair or replacement;
9.13.7. before the fishing authorization (licenses) to submit the receiving marine environment administration a copy of the contract for the transmission of data to the monitoring centre;
9.14. the damages caused to the fishery resources of these regulations, in accordance with the provisions laid down in annex 9 of the taxi and whatever other legislation and imposed sanctions, including a ban on fishing in time and place, with illegal fishing gear, the recording of catch by fishing journal or review of fishing;
9. environmental State inspection and marine environmental management officials to deliver the request to the point of sale or storage gear and floating means used in fishing, the absence of such provisions, as well as with those tools fish caught. "
6. 7. 15.7. salmon and sea trout in directed fishing for sea: 15.7.1. use drift nets and anchored floating nets, if of mesh size less than 157 mm; 15.7.2. using one fishing vessel more than 600 drifting and floating anchored nets, taking into account that the length of each net not exceeding 35 metres, measured along the augšvir;
15.7.3. from one fishing vessel to use drifting or anchored in the long lines, which together have more than 2,000 hooks;
15.7.4. keep on one ship more than 100 reserve networks, taking into account that the length of each net not exceeding 35 metres, measured along the augšvir, and more than 200 Reserve hooks;
15.7.5. use hooks that the shortest distance of the spires to stalk is less than 19 mm; 15.8. coastal fisheries: 15.8.1. individual networks if it exceeds 100 m in length, and a network of lines, if their total length exceeds 300 m, Gulf of Riga and the rest of the 800 m to the sea coast;
15.8.2. fish and eel traps (sīkzivj) herring fixed gear if it exceeds 600 m back; 15.8.3. fish traps and fish towed cables if the mesh at any step of the construction elements, except cod is less than 30 mm lucīš pots 15.8.4. when it exceeds 2 m in height or length exceeds 30 m Ranch; 15.8.5. eel traps (sīkzivj), if the mesh is less than 16 mm or greater than 18 mm but the ranch – less than 18 mm or greater than 30 mm 15.8.6. the bait fish towed cables, if the length exceeds 10 m wingspan and mesh step is less than 6 mm or greater than 12 mm; 15.8.7. longlines, which has more than 500 hooks;
15.8.8. fishing for eels, longlines, which has more than 200 hooks and hooks that the shortest distance of the spires to stalk is less than 10 mm. 16. in directed fishing for Cod: 16.1. it shall be prohibited to keep on board the fishing gear, the mesh size of which is smaller than the cod fishing gear allowed in mesh size;
16.2. the fishing vessels whose overall length is 12 m or less, the total cod network lines must not exceed 12 km;
16.3. fishing vessels of overall length exceeding 12 m, total length of network lines of cod may not exceed 24 km;
16.4. the fishing vessels of overall length of 15 m or less, the total number of hooks in the drift or anchor line must not exceed 1000 surface;
16.5. the fishing vessels of overall length exceeding 15 metres, the total number of hooks in the drift or anchor line must not exceed 20000 hook;
10.3. it is prohibited to use hooks that the shortest distance of the spires to stalk is less than 15 mm. "
11. Make the following paragraph 19.4.: "19.4. fishing waters of the sea and the estuary of the river channel and estuarine areas: 19.4.1. with all types of gear: Salatsi, throughout the year, Daugava, Gauja river Lielupe and the Venta River area within a radius of 1000 m from the mouth, while the rest flows into the river and Canal areas — 200 m radius from the mouth;
19.4.2. with fish nets in addition to this provision, the prohibition prescribed in paragraph 19.4.1. — from 1 January to 30 April and Salatsi Gauja river area 3000 m radius from the mouth; ".
12. Make the following paragraph 19.8: "19.8. directed fishing of flounder with flounder Danish seines in places where the depth does not exceed 5 m. 15. Express 24 as follows: "24. Allowable fish catch volume: 24.1. cod by fishing of herring and sprat shall not exceed 3% of the total weight of the catch. Undersized cod may not be more than 5% of cod by-catch;
24.2. undersized plaice by-catch must not exceed 5% of the species concerned one or network hauls the catch weight;
24.3. undersized smelt, herring and sprat catch catch of each species listed must not exceed 15% of their number one, except control hauls hauls, after which, if the by-catch exceeded certain interest, fishing must stop or change the location, the fish threw the sea;

24.7. other undersized fish that are not listed in this provision, 15.0 15.0 15.1.,.,.,., 24.4 24.5 24.6. and in paragraph 25.1. total catch must not exceed 5% of the total weight of the catch;
15.4. a fish species fishing limit, making the complete learning of other species specialized fishing, the fish species acquired by-catches should not exceed 5% of the total weight of the catch;
15.5. lucīš by-catches of herring and sprat with trawls in directed fishing may not exceed 5% of the total weight of the catch;
24.10. the by-cach of cod fishing in these provisions flounder 6. part II of the annex referred to in paragraph 9 of the flounder nets may not exceed 10% of the total weight of the catch;
24.11. any type of fishing, which is used in trawling or towed wire with a mesh size of less than the specialized fishing for cod, cod for by-catches should not exceed 10% of the total weight of the catch, except that rule 24.1. event referred to;
24.12. specialized in fishing for cod by-catches of undersized cod is prohibited. "
16. Add to subparagraph 25.1. undersized turbot after the words "of" with the words "cod (except this rule 24.1. event referred to)."
17. Make 26 the following: 26. If the by-catch exceeded those rules 24 and 25 points set out in the by-catch volume, the quantity of fish released immediately except for herring, sprat and smelt, which retain, subject to this provision. the requirements in paragraph 15.1. 19. Make the following subparagraphs 30.1.6. 20. 21. Make 33, 34 and 35 points by the following: "33. Fishing vessels of overall length less than 10 m and fishing with fishermen, enrolled in the management of the marine environment, include this rule 7.2. the list referred to in point 1 May 2004.
34. This provision is 9.13. the conditions of subparagraph apply to vessels whose overall length is 24 m or more.
