No 64, § 4) the order in which the State budget plan the resources of the structural funds of the European Union for the implementation of projects co-financed payments Issued under Cabinet installations article 14 of the law, first paragraph, point 3 i. General questions 1. determines the order in which the State budget plan features of the structural funds of the European Union (hereinafter referred to as the structural funds) for the implementation of projects co-financed, the order in which the ministries and other Central Government institutions (hereinafter the Ministry) prepares State budget requests projects co-financed by the structural funds in the State budget for the year and the State budget long-term commitment as well as the payment arrangements.
2. the national plan in the budget of the structural funds co-financed projects in co-financing of the European Union and the State budget funding.
3. The State budget financing is the State budget, which according to the requirements defined by the Commission directs implementation of projects co-financed by the structural funds or reimbursement of expenditure actually paid out.
4. the co-financing of the European Union's structural funds, which, according to the European requirements defined by the Commission directs projects co-financed by the structural funds within the actual reimbursement for interim payment or a final payment.
5. The national budget shall have the national budget funds prior to receipt of the funds from the structural funds of the European Commission even as the European Union co-funding for the beneficiaries of the projects co-financed by the structural funds within the actual reimbursement.
 
II. the co-financing of the European Union planning 6. co-financing European Union plan separate Government programme or sub-programme (hereinafter the program) in the Ministry's budget, which subordinated or have responsibility, for the intermediate intermediate bodies concerned to administrate the structural funds (structural funds) as a whole.

III. financing the State budget and national budget planning 10. pre-financing State budget financing for projects in the budget of the Ministry of the plan in a separate application for each structural fund.
11. The Ministry plans to grant from the general revenue to the local authorities (the State budget financing according to the approved State budget allocation ratio) co-financed by the European Union for the implementation of the projects to ensure appropriate planning of its funds in the budget of the Ministry, which subordinated to or responsible for the intermediate, a separate national budget in its budget funding of public administration in General.
12. The municipality in implementing projects co-financed by the structural funds, the receiving State shall budget.
13. The municipality of projects co-financed by the structural funds can be put on local products, requiring no State budget funding and/or pre-financing of the national budget.
14. If the Ministry of sound and objective reasons not to plan for the implementation of the project the proposed State budget funds in the State budget a separate program, it states that in the framework of the project concerned.
15. The Ministry of finance, on the basis of the Ministry and the information provided by the IB for the implementation of projects co-financed by the structural funds, the national budgetary resources for the individual program plan shall, prior to the receipt of funds from the structural funds of the European Commission in the Treasury as payment authority to ensure the projects co-financed by the structural funds in the framework of the actual expenditure for the co-financing of the European Union.
16. The draft law on State budget for the current year is expected to have a budget, Ministry of finance program "financing the European Union fund co-financed project and the implementation of measures".
 
IV. National budget request preparation 17. national budget funds (co-financing of the European Union and the State budget financing) requests, prepare the State budget and long-term plan under the Bill on the State budget for the current year development schedule and State budget request instructions, as well as the development of the Ministry of finance guidelines and related forms.
18. The Ministry is responsible for State budget request submitted in the Ministry of finance. The State Department budget request to prepare, on the basis of the intermediate and the information provided by the beneficiary.
19. Ministry of State budget funds requested in the development under the single programming document and the programme complement provided for priorities, measures and activities, as well as the distribution of the structural funds over the years.
20. Ministry of State budget request for co-financing of the European Union and the financing of the budget of the country dealt with in accordance with the instructions of the Ministry of finance and related forms. State budget request included this provision in the 21 and 22 of that information.
21. the national budget request for co-financing of the European Union, which are subordinated to the Ministry or under the intermediate, shall contain the following information: 21.1. the structural funds the allocated funding for the year;
21.2. the estimated cash flow perspective (expenditure forecasts) for the Fund as a whole, the year and the coming years, the necessary means;
21.3. the information on the planned use of funds: the national programmes, grant schemes and projects for public tender the required features.
22. State budget State budget request for funding the Ministry include the following: 22.1 the project or activity, which requires the State budget financing;
22.2. the project or activity (or grant schemes, open competition, the national program) financial plan;
22.3. the project or activity cash flow forecasts;
22.4. the extent to which a project or activity funded within existing budgetary resources, and the additional funding required.
23. The national budget funds requested, the Ministry provides information about all project activities or sources of funding — co-financing of the European Union, the funding of the national budget, local government funds and private co-financing.
24. The Ministry is preparing the national budget funds requested for the financing of the budget of the State, respect the condition that, within existing funding primarily provided financing for the implementation of projects co-financed by the structural funds.
25. The Ministry of Finance according to their competence assessed the information provided by the Ministry, in the light of the Monitoring Committee and the Committee of management information. Requests for additional funding for the implementation of the projects examined by the Cabinet of Ministers, together with the Bill on the State budget for the current year or the amendment to the State budget law.
26. The Ministry of Finance include the Cabinet approved funding for projects in the total State budget request for the current year under the State budget for the development of the instruction request.
 
V. payment arrangements 27. After the national budget for the current year of the law making the Ministry prepares a plan for financing the programme according to the approved State budget funding. If necessary, the Ministry developed a financing plan for each individual event, activity, or project.
28. After the national budget for the current year of the law making intermediate financing plan shall be prepared according to the approved European Union co-financing and Government funding, grants from the general revenue, the local authorities of the European Union for the implementation of projects co-financed. If necessary, draw up a separate intermediate financing plan for each event, activity, or project.
29. at the coordination of the project management committee and its beneficiaries, by contract, agree to a repayment request of the structural funds (hereinafter referred to as the structural funds ' request) submission procedure: 29.1. one final payment after full implementation of the project;
29.2. more interim payments project, carried out at the project stage is completed the individual, if the project is successfully implemented and its implementation is an audited value.
30. If the beneficiary is a Ministry (Government body):

30.1. the payments to contractors from the funds provided for in the budget of the Ministry as the State budget funding for the implementation of the project. The Ministry prepares a payment order, indicating the economic budget of the classification code according to the order of the Ministry of Finance on economic classifications of expenditure of the budget, and submit them to the Treasury;
30.2. the structural funds the request for co-financing of the European Union shall be submitted to the IB regulations referred to in paragraph 29 of the contract within the time limits and procedures;
30.3. the structural appearance of the IB's request, draw up a payment order for transfer of funds of the structural funds to the Ministry, indicating the economic budget of the classification code, and submit them to the Treasury. If the Ministry has received from the State budget for additional funding for the implementation of the project, the intermediate body shall prepare a payment order for transfer of funds to the State budget revenue expenses made.
31. If the recipient is local: 31.1. it charges work out from the local artist;
31.2. the structural funds the request for co-financing of the European Union and the State budget allocations, the transfer shall be submitted to the IB in this rule referred to in paragraph 29 of the contract within the time limits and procedures;
31.3. the structural appearance of intermediary organisations and/or State budget grants the request, prepares a payment order for the structural funds and/or grants the municipality transfer the recipient by specifying spending economic classification code, and submit them to the Treasury;
19.5. the project on which the municipal funds without national budgetary funds and State budget, intermediate pre-financing shall examine the request and of the structural funds submitted after receipt of the funds from the European Commission prepares a payment order for transfer of structural funds aid recipient, indicating the economic budget of the classification code, and submit them to the Treasury.
32. If the beneficiary is other than those mentioned in these provisions in paragraph 30 and 31:32.1. payments to the bailiff carries out the work of the recipient;
32.2. the structural funds the request for co-financing of the European Union shall be submitted to the IB in this provision in paragraph 29 the time limits laid down in that Treaty and in order;
32.3. the intermediate body shall examine the request and of the structural funds submitted after receipt of the funds from the European Commission prepares a payment order for transfer of structural funds aid recipient, indicating the economic budget of the classification code, and submit them to the Treasury;
32.4. and it's grant scheme, the operator, the appearance of structural funds submitted its request, prepare a payment order for transfer of structural funds aid recipient, indicating the economic budget of the classification code, and submit them to the Treasury.
33.60 working days after the request of the beneficiaries of the structural funds is received (if not made clarifications and additional information as well as payment is not associated with this rule and 19.5 32.3. the means referred to in point of receipt from the European Commission) the intermediate body shall examine prepares a payment order for transfer of funds, structural funds submitted to the Treasury and the Treasury made payments.
34. The Treasury payments shall be made on the basis of the payment order that States the purpose of the transfer and the economic costs of the budget classification code and presented in accordance with the agreement between the Treasury as payment authority and the intermediate body.
35. The next day, after a change in account turnover Treasury prepare account statements for the co-financing of the European Union and/or the State budget financing of the projects co-financed by the structural funds and for the implementation of the IB shall be issued and/or Ministry.
36. Once a month, on the working day following the report of the last work day of the month the document processing, Treasury prepare intermediate bodies or the Ministry's account summary statement of cash expenditure, indicating that the economic classification of expenditure of the budget in full, and the intermediate or the Ministry issued for approval.
37. If intermediate or Ministry found inaccuracies in the Treasury prepare account statements and/or summaries, it shall inform that State of inaccuracy. Treasury evaluated inaccuracies and, if necessary, make appropriate corrections and presented a memorial to the warrant. The specified account statements and/or a summary shall be sent to the appropriate intermediate or Ministry for approval.
38. If intermediate or the Ministry has no objection to it within five working days of any approved copies of the summary shall be submitted to the Treasury.
39. The European Commission received structural funds including State budget revenues.
40. following the successful implementation of the project and the receipt of the funds from the European Union, the Ministry of finance to prepare and submit to the Cabinet of Ministers proposals on the possibility of increasing the appropriation to the Department of the implementation of the measures co-financed by the structural funds.
 
Vi. Closing questions 41. The law "on the State budget for 2004," the Finance Ministry's budget in the financing of European Union funds and projects co-financed measures "funds allocated in the following order: 41.1. The Ministry of finance to prepare and submit to the Cabinet of Ministers proposals on financing the distribution of funds of the European Union funded projects and measures, having regard to the single programming document and the information received from the ministries, the Supervisory Committee and the Steering Committee;
41.2. pursuant to Cabinet of Ministers decision by order of the Minister of finance to increase the State budget appropriations for those bodies, which provided funding for European Union funds and projects co-financed measures.
42. paragraph 41 of the rules shall enter into force by January 1, 2004.
