The State revenue service is the competent authority for the provision of information exchange in the framework of the Treaty. 4. The State revenue service within five working days after the request of the Latvian financial institutions provides the WEB service user rights assignment for a financial institution. 5. financial institutions, using WEB services, electronically submit to the State revenue service agreement article 2, second paragraph, point "a" in article 4, first paragraph, point "b", as well as the second paragraph of article 4, the information specified in it to July 31 of the year following the reporting period. 6. If the Latvian financial institution is not able to provide information pursuant to paragraph 5 of these regulations, it shall at the earliest opportunity, but not later than July 31 of the year following the reporting period, inform the State revenue service information on the reasons for, and expected date of submission of the information. 12.
