Cabinet of Ministers Regulations No. 126 in Riga on 10 March 2015 (pr. 14. § 12) system of direct payments to farmers have been issued in accordance with the agricultural development Act unlauk article 5, fourth paragraph 1. General questions 1.  The rules determine the order in which the State and the support of the European Union agriculture direct aid scheme within the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1307/2013, establishing rules on farmers for direct payments made under the common agricultural policy support schemes, and repealing Council Regulation (EC) No 637/2008 and Council Regulation (EC) No 73/2009 (hereinafter Regulation No 1307/2013) and of the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1306/2013 for the financing of the common agricultural policy, management, and monitoring and Council Regulation (EEC) no 352/78, (EEC) No 165/94, (EC) No 2799/98, (EC) no 814/2000, (EC) No 1290/2005 and (EC) No 485/2008 (hereinafter Regulation No 1306/2013). 2. The farmer can receive this Union direct payments: 2.1 single area payment; 2.2. payment for climate and environmentally friendly agricultural practices; 2.3. payment to young farmers; 2.4. voluntary support related to dairy cows; 2.5. voluntary support related for the goat; 2.6. voluntary tied aid for cattle; 2.7. voluntary support related to the ovine; 2.8. voluntary support related protein; 2.9. voluntary tied aid for starch potato; 2.10. a voluntary linked aid for certified seed potatoes; 2.11. voluntary support of related certified grasses and fodder plant seed; 2.12. voluntary support of related certified cereal seed; 2.13 voluntary tied aid for barley; 2.14. voluntary support related to spring swede rape; 2.15. voluntary support related on vegetables; 2.16. voluntary tied aid for fruit and berries; 2.17. the small farmers ' payment of the aid scheme. 3. farmers in 2015. in 2016 and may receive such transitional state aid payments to: 3.1 transitional state aid for suckler cow premium; 3.2. the transitional national aid for the transhumance of sheep mothers; 3.3 separated transitional state aid areas; 3.4 separated transitional national aid for arable crops area; 3.5. separate the transitional state aid for potato starch. 4. you can force majeure or exceptional circumstances pursuant to Regulation No 1306/13 article 2, paragraph 2, shall be considered for the following cases: 4.1.  the death of the beneficiary; 4.2. support long-term professional incapacity of the beneficiary; 4.3. the severe natural disaster substantially affecting the holding; 4.4. livestock breeding for the accidental destruction of the farm; 4.5. an epizootic or plant disease, which affects part or all of the beneficiary owned livestock or crops; 4.6. all farms or a large part of the holding if that seizures could not be foreseen at the date of submission of the application. 5. If the arable land and over five consecutive years is declared fallow, and comply with Regulation No 1339/2013 article 4 paragraph 1 of the "h" point conditions, and are not declared as environmentally significant area, it is classified as permanent grassland. 72. The single area payment rate for the rural support service calculated in accordance with Regulation (EC) no 1307/13 paragraph 2 of article 36. 10. Additional conditions for granting direct payments for hemp area 85.  The farmer is eligible for the single payment area, small farmers ' payment of the aid scheme and the voluntary support of associated protein plants of cannabis, if areas in accordance with Regulation No. 809/2014 45. cannabis is included in the tetrahydrocannabinol (hereinafter referred to as THC) monitoring. 86. Agricultural land with a continuous area of not less than 0.3 hectare, in a single application (annex 1) declares, showing cannabis according to type of land use and code (annex 2), and specified as one field that the one sown of eligible varieties of hemp seed. Environmentally important area environmentally significant area 115. creation or retention requirements shall be applied in accordance with Regulation No 1339/2013 article 46 and Regulation No 639/2014 and article 45.48. 116. According to Regulation (EC) no 1307/13 paragraph 2 of article 46 of the environmentally significant area is: 116.1. fallow existing land that is maintained for at least six consecutive months in the current year and at least until the current year 15 July; 116.2. the ground beneath his, alleys, and dižakmeņ, which are protected under legislation on specially protected natural areas protection and use; 116.3.0.3 hectare land area up to 0.01, occupied by a growing group of trees and clusters of trees and shrubs; 116.4.1-20 meters wide, with no laukmal of trees and shrubs, shoots more than one year. Information on farmers who may receive voluntary support related to the goat, and goat list of a given year are entitled to aid from agricultural data centre the register of farm animals. 145.
