Cabinet of Ministers Regulations No. 140 in 2015 (March 24. 23. § 16) rules on road use fees electronic charging system service provider registration, monitoring and removal from the register of Issued under road use fees 5.1 article 1 of law rules determines the road use fees (fee) the electronic charging system service provider registration and monitoring procedures, as well as the order in which the service provider is excluded from the register. 2. If the applicant has a different certificate, it must be demonstrated that the quality assurance certificate ISO 9001 certificate of equivalence; 2.3. the certificate of conformity of the interoperability constituents or EC declaration of compliance with specifications and suitability for use as defined in the European Commission's 2009 of 6 October 2009/750/EC on the European road user charges electronic collection system and its technical element definition in annex IV; 2.4. information that demonstrates the applicant's knowledge of the electronic services or other related areas (such as banking, insurance, telecommunications, or telematic systems) by submitting a detailed description of the applicant's contracting party or its experience in electronic collection service or other related business; 2.5. information about services rendered in the field in question, describing each service type, and description of the system used; 2.6. global risk management plan to be checked at least once every two years and which indicates: 2.6.1. electronic toll collection system of risk assessment and mitigation; 2.6.2. identified, risks evaluated and grouped list; 2.6.3. the planned measures and action strategy to avoid or reduce the identified risks to their impact, especially in the economic, financial and technical cooperation; 2.6.4. the limited financial circumstances of the action to be taken. 3. public joint stock company "Latvian state roads" shall register the applicant as electronic toll collection systems provider if: 3.1 applicant has provided this provision of the information referred to in paragraph 2; 3.2. the total financial turnover of the applicant is at least 500 000 euro (since the last annual report data); 3.3. the applicant's liquidity coefficient is equal to 1 or greater (after last year's report data); 3.4. the applicant's equity is positive (since the last annual report data); 3.5. under the administration of the State revenue service tax (duty) of the debtor in the database of the information available to the applicant is not a tax or fee debt exceeding 150 euro; 3.6. The punishment register is not news about: 3.6.1. the applicant and the members of the Board of an existing criminal record in Latvia or in other Member States of the European Union on criminal offences and illegal economic activities physical personal data; 3.6.2. the applicant and the members of the Board of the existing administrative penalties for administrative offences in relation to the tax payment; 3.6.3. the tenderer and its Board and members of existing administrative penalties for administrative offences in relation to illegal activities by natural persons. 4. To make a decision on the registration of the applicant, the State joint stock company "Latvian state roads" collects the following information: 4.1 the register, the registration data of the applicant, commercial register; 4.2. from the information centre of the Ministry of the Interior – this provision of the information referred to in point 3.6. 5. If the State joint stock company "Latvian state roads" is in possession of information that a registered electronic toll collection systems provider does not comply with the requirements of this regulation, it shall send a request for electronic toll collection systems provider, ensuring that the 30 days to prevent non-compliance and to submit relevant information on electronic toll collection systems provider's compliance with the requirements of this regulation. 6. If, within 30 days from this provision in paragraph 5 that the receipt of the electronic toll collection system service provider does not submit information about the resolve or the information provided is incomplete, the State joint stock company "Latvian state roads" decides on the fee charging system of electronic service provider, exclusion from the register. 7. public joint stock company "Latvian state roads" excluded from the register of electronic toll collection systems provider after the election, if the application has been submitted to the State joint stock company "Latvian state roads".
