Nr. 62. § 18) the rules on the national and European aid, administration and monitoring of the environment, the climate and the countryside to improve the 2014 – 2020 programming period Issued under the agricultural and rural development Act article 5, fourth and seventh part 1 General questions 1. determines the order in which grant, administered and monitored by national and European rural development area aid (hereinafter referred to as aid) rural development-environment the climate and landscape improvement measures implemented: 1.1. Council of 17 December 2013 to Regulation (EU) no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) and repealing Council Regulation (EC) No 1698/2005 (hereinafter Regulation No 1305/2013); 1.2. The European Parliament and of the Council of 17 December 2013 to Regulation (EU) no 1306/2013 for the financing of the common agricultural policy, management, and monitoring and Council Regulation (EEC) no 352/78, (EEC) No 165/94, (EC) No 2799/98, (EC) no 814/2000, (EC) No 1290/2005 and (EC) No 485/2008 (hereinafter Regulation No 1306/2013); 1.3. The European Parliament and of the Council of 17 December 2013 to Regulation (EU) no 1307/2013, establishing rules on farmers for direct payments made under the common agricultural policy support schemes, and repealing Council Regulation (EC) No 637/2008 and Council Regulation (EC) No 73/2009 (hereinafter Regulation No 1307/2013); 1.4. the Commission's March 11, 2014. the Delegated Regulation (EU) no 640/2014, supplementing the European Parliament and Council Regulation (EU) no 1306/2013 as regards the integrated administration and control system, the refusal or withdrawal of the payment conditions and administrative penalties applicable to direct payments and rural development support in the context of cross-compliance (hereinafter Regulation No 640/2014); 1.5. The European Parliament and of the Council of 11 March 2014 to Regulation No 807/2014 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 (hereinafter Regulation No 807/2014); 1.6. Commission 2014 July 17 of the implementing Regulation (EU) No 808/2014, laying down rules for the application of the European Parliament and Council Regulation (EU) no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter Regulation No 808/2014); 1.1. the Commission's 17 July 2014 implementing Regulation (EU) no 809/2014, laying down rules for the European Parliament and Council Regulation (EU) no 1306/2013 shall apply in relation to the integrated administration and control system for rural development measures and mutual consistency (hereinafter Regulation No 809/2014); 1.8. Commission 25 June 2014 to Regulation (EU) No 702/2014, by which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market, the application of the Treaty on the functioning of the European Union and article 107.108 (hereinafter Regulation No 702/2014); 1.9. Council of 28 June 2007 Regulation (EC) No 834/2007 on organic production and labelling of organic products and repealing Regulation (EEC) No 2092/91 (hereinafter Regulation No 834/2007); 1.10. the Commission's 14 July 2011 implementing Regulation (EU) no 679/2011 on the amendment to Commission Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter Regulation No 679/2011). 2. Support for rural development, the environment, the climate and the improvement of the countryside – the following measures (hereinafter measures): 2.1 "agri-environment and climate", which includes the following activities: 2.1.1. "maintaining biodiversity tend" (code-measures 10.1.1.); 2.1.2. "environment friendly methods of application of gardening" (measure code: 10.1.2.); 2.1.3. "stubble field winter period" (event code-10.1.3.); 2.2. the "organic farming", which includes the following activities: 2.2.1. "payment to move to organic agricultural practices and methods" (event code-11.1.); 2.2.2. "payment to keep the organic agricultural practices and methods" (event code-11.2.); 2.3. "Natura 2000 and the water framework directive" activity "compensation payments for Natura 2000 forest areas" (event code-12.2); 2.4. "payments in areas where there are natural or other specific limitations", which includes the following activities: 2.4.1. "compensation payments for other areas with significant natural limitations" (event code-13.2.); 2.4.2. "compensation payments for other areas affected by specific constraints" (event code-13.3). 3. If the transferee having multiannual commitments this rule 2.2.2. activity, referred to in subparagraph a multi-annual commitment takes over from one person or several persons, the obligation continues until the multiannual commitments in longer period; 18.4. If the transferee is not a multiannual commitment that which do not comply with the provisions of 2.2.2. aid referred to in the conditions of the multiannual obligations taken over from one person or multiple people, start new multiannual commitments for this rule aid referred to in point 2.2.1. 19. when implementing the commitments undertaken during the previous year, this provision 2.1. and 2.2. measures referred to is the result of an excess of funding, applicants can take the support of the new multi-annual commitments, as well as to expand or extend the existing multiannual commitments in the amount of available funding. 20. in accordance with Regulation No 1305/13 paragraph 5 of article 28 and article 29, paragraph 3, after the original multiannual commitment period end this rule measures referred to in subparagraph 2.1 and 2.2.2. the activity referred to in subparagraph can be extended each year until the next rural development programme for the period for approval. 21. The granting of aid in activity "environment friendly methods of application of horticulture" 28. activities in the eligible areas in accordance with Regulation No 1305/13 article 28, paragraph 2, is an agricultural area, which include: 28.1. agricultural land under Apple trees, pear trees, sweet and sour cherries, plums, krūmmellen (bluberries) large berry cranberries, raspberries, blackberries, blackcurrants, red and white currant, strawberries, gooseberries, krūmcidonij, smiltsērkšķ, aronia, Rowan tree in the garden, grapes , potatoes, cauliflower, cabbage (except forage cabbage), tomatoes, cucumbers, onions, garlic, carrots, beetroot, or other vegetables; 28.2. the high bog Moss or peat bog developed area, which is used in agriculture, fruit and Berry garden installation and where grown in krūmmellen (bluberries), cranberries, Vaccinium macrocarpon, raspberry or BlackBerry they had carried with them. 29. supports the applicant in accordance with Regulation No 1305/13 paragraph 2 of article 28 is a farmer involved in agricultural activities, using environment-friendly gardening methods (annex 5). 30. where can I get support during the year: 30.1. support log on at least one of the eligible hectare area, consisting of at least 0.3 hectares of fields; 30.2. the applicant is registered with the national plant protection service of the integrated cultivation of agricultural products. 31. supports the applicant when applying for the aid for the following five-year commitment, which confirm annual record State plant protection service of the integrated cultivation of agricultural products in the registry and the national plant protection service issued an opinion (annex 4): 31.1. to comply with the laws and regulations on the integrated production of agricultural products, storage, labelling and control arrangements at the integrated plant protection the General principles and requirements; 31.2. using these rules referred to in annex 5, environment friendly gardening methods. 32. On the arable land sown herbs and medicinal plants of the area eligible for aid when grown in Chamomile, marigolds, chicory, mint, wormwood, pupumētr, lofant, primrose, deviņvīr, ābolmētr, citronmelis, Jerusalem artichokes, Comfrey root, mārdadž, ehinācij, lupstāj, dižzirdzen treatment, raspodiņ, māter, heart treatment gurķen, ordinary dill, fennel, basil, mustard, thyme, cumin, tarragon, anise, sierāboliņ, majorān, rauden, Sage, coriander, or of hyssop. 49. The amount of aid per hectare of eligible area, where all the conditions for receiving the aid are the following: 49.1.97 euro-on permanent grassland, arable land by seeding grasses or forage grasses (including protein) and fallow land area; 30.6. – 117 on arable crops (including technical culture) and the rest of the culture of the area of arable land (also on various crops in a small area of arable land, or more crops, grown in continuous field if each of them the appropriate field takes less than 0.3 hectares) of tīrsēj grasses (seed production), legumes (including legume tīrsēj) and ktāraug; 30.6.399 euro, of vegetables (excluding potatoes) area (including herbs and medicinal plants, as well as the vegetable area, if they are seamlessly connected in the growing area of voluntary support of eligible vegetable crop species, each of which takes less than 0.3 ha and the total area of arable land not exceeding 10 hectares); 49.397 euro – for potato, potato starch, too; 30.8.485 euro – fruit and Berry (also on fruit and Berry (except strawberry) area, if they are seamlessly connected in the growing area of voluntary support of eligible fruit and Berry species, each of which takes up less by 0.3 hectares). 50. the applicant, who was holding the appropriate agricultural data centre database information available during the period from 15 May to 15 September is at least 20 certified organic beehives, the current year may be eligible for this provision of aid referred to in paragraph 52 of the bee family. 51. in addition to the provisions in paragraph 50 above requirements of bee hives the owner of bee hives labelled with agricultural data centre assigned number, and the herd during the period from 15 May to 15 September, articulates the agricultural data centre data on bee hives in the actual situation. 52.
