Cabinet of Ministers Regulations No. 85, Riga 2004 17 February (pr. Nr. 7, § 19) officially enzootic-bovine-leukosis-free agenda of prevention and combat issued in accordance with article 36 of the law on veterinary medicine-i. General questions 1. establish procedures for enzootic bovine leukosis carried out prevention and eradication of bovine species (animals) herds (animal or group of animals kept on the holding as one unit and to have the same health status. II. Enzootic Bovine Leukosis prevention and control 5. 6. 11. 12. After the slaughter of the herd and before the restoration of affected housing, vehicles, ramps and transitions that were used in the sick animal or carriage of animals, which raises the suspicion with enzootic bovine leukosis, as well as the materials, items and containers, which have been in contact with sick animals, cleaned, washed and disinfected by the food and veterinary service.
13. The food and veterinary service controls the whole herd animals to come into contact with animals from a herd which is not recognised as officially enzootic-bovine-leukosis-free herd.
III. Enzootic Bovine Leukosis bovine herds of the monitoring arrangements 14. Herd is recognised as officially enzootic-bovine-leukosis-free herd if: 14.1 in the past two years, the herd in any animal has been free of clinically with enzootic bovine leukosis and in this period the results of the laboratory examinations on this disease is negative;
14.2. all animals older than 24 months, two times the 12-month period at intervals not less than four months, is tested and the results are negative;
14.3. cow herds in the country or its administrative territory, which is recognised as officially enzootic-bovine-leukosis-free State or its administrative area and complies with this provision in paragraph 14.1 above requirements.
15. save the cow herd officially enzootic-bovine-leukosis-free status if: a it meets the 15.1 these rules 14.1. the requirements referred to in subparagraph;
15.2. the animals imported from enzootic bovine leukosis free herd;
15.3. all about 24 months, and the results of the laboratory examinations of the animals for enzootic bovine leukosis with negative for at least three years. Laboratory investigations on the disease agent presence carried out using an immune reaction of the agar gel diffusion, Antigen standardization method or imunofermentatīv method of analysis (ELISA test);
15.4. animals that are intended for the generation, the offspring come from an officially enzootic-bovine-leukosis-free countries or their administrative territories.
16. the herd to revoke the officially enzootic-bovine-leukosis-free status if: 16.1. clinical or laboratory test results indicate the presence of animals with enzootic bovine leukosis or have suspicions that the animals are sick;
16.2. these provisions are not met, paragraph 15.
17. If in the laboratory studies of enzootic bovine leukosis in the herd for one animal establishes positive or suspicious or suspected at least one animal disease: 17.1. this animal and its offspring in accordance with authorisation by an official veterinarian shall be sent to the slaughterhouse for immediate slaughter. The sick animal's offspring with the permission of the official veterinarian may not be slaughtered immediately after birth is different from my mother, and act in accordance with this rule 18.3. the requirements referred to in subparagraph;
17.2. three months after the sick animal and its offspring to slaughter or separation of all remaining animals on the holding older than 12 months, serological investigation. 17.3. The food and veterinary service organised by the epizootiological studies to detect possible infected sites, where the animals are sick animals with contacts. Respective holdings in accordance with the provisions referred to in subparagraph 17.2. requirements carried out serological studies.
18. If the herd animals in the laboratory in several studies on enzootic bovine leucosis found positive or suspicious or suspected presence of several animals:

18.1. the affected animals, and their descendants in accordance with the authorization given by the official veterinarian to the slaughterhouse for immediate slaughter. Descendants in accordance with the authorization given by the official veterinarian may not be slaughtered if after birth they immediately separated from her mother and act in accordance with this rule 18.3. the requirements referred to in subparagraph;
18.2. after the slaughter of sick animals as a whole that are older than 12 months, serological investigation. The herd is considered safe if 12 months at least twice with an interval of four months serological tests with negative results;
18.3. to whole animals after their identification: 18.3.1. leave the herd to 24 months of age and laboratory investigations to determine the presence of enzootic bovine leucosis;
18.3.2. in accordance with the authorization given by the official veterinarian shall send to the slaughterhouse for slaughter;
18.4. a food and veterinary service organised by the epizootiological studies to detect possible infected sites, where the animals have been in contact with sick animals. Accommodation in accordance with the rules in paragraph 18.2 above requirements carried out serological studies.
19. These rules 17 and 18 in laboratory investigations on agents for enzootic bovine leukosis carried out through the opening of an immune reaction of the agar gel diffusion, Antigen standardization method or the Elisa test.
20. State or its administrative territory is recognised as officially enzootic-bovine-leukosis-free country or administrative area, if you run one of the following: 20.1. State or its administrative territory of existing sites meet this provision 14. the requirements referred to in paragraph 1 and not less than 99.8% of all housing is free of bovine leukosis enozootisk sites;
20.2. State or its administrative territory, the following requirements shall be met: 20.2.1. the last three years, the State or its administrative territory in laboratory animal studies have not found a positive or suspicious results, as well as during that period, there is a requirement to report promptly to the competent authority, if the animal is found in the lymph nodes or construct other organs and they are subject to laboratory investigation of disease with enzootic bovine leucosis;
20.2.2. not less than 10% of all herds where the animals older than 24 months, the last two years at random are tested using this provision, paragraph 19, and the results are negative;
20.2.3. all the administrative territory of the animals that are older than 24 months, the last two years has been tested using this provision, paragraph 19, and the results are negative;
20.3. the State or its administrative territory is implemented by the food and veterinary service developed and approved for enzootic bovine leukosis, a national monitoring program, in which a specific laboratory methodology provides a 99% confidence level and a corresponding to the program resulting in the laboratory studies of enzootic bovine leukosis has occurred not more than 0.2% of all herds investigated.
21. the State or its administrative territory retain officially enzootic-bovine-leukosis-free State or its administrative territory status if: 21.1. after slaughter all animals carried out post-mortem inspection, which shall be sent to the laboratory by open neoplasia investigation to uncover the possible agents for enzootic bovine leukosis;
21.2. The food and veterinary service shall report to the European Commission in all cases where the presence of animals detected with enzootic bovine leucosis;
21.3. all animals which laboratory studies were positive or which caused suspicion with enzootic bovine leukosis, slaughtered, but the animal herds made these rules 17 and 18 these measures to enable livestock to get officially enzootic-bovine-leukosis-free status of the herd;
13.3. all animals older than 24 months every five years, laboratory investigations, using one of the following methods: 21.4.1. immune reaction of agar gel diffusion, Antigen standardization method or the Elisa test.
21.4.2. investigations in accordance with the food and veterinary service developed and validated for enzootic bovine leukosis laboratory methodologies that guarantee 99% confidence, and the resulting in laboratory studies of enzootic bovine leukosis has occurred not more than 0.2% of all herds investigated.
22. If enzootic bovine leucosis during the three years the State or its administrative territory is no more than one herd of livestock, then 10000 State or its administrative territory retain officially enzootic-bovine-leukosis-free State or its administrative territory status, provided that each year the animals older than 12 months, the laboratory investigates random checking 1% of herds with paragraph 19 of these rules in the following methods.
23. the officially enzootic-bovine-leukosis-free State or its administrative territory status cancelled in the event of failure to comply with these rules 19 and 20 in those conditions.
IV. final question 24. Rules 9 and 21.2. subparagraph shall enter into force on 1 May 2004.
