Cabinet of Ministers Regulations No. 105 in Riga on 24 February 2004 (pr. No 8, 35) the order in which fields and send chemical and chemical product safety data sheets Issued in accordance with the chemicals and chemical products, article 15 of the law, the first paragraph i. General questions 1. determines the order in which the fields and send chemical and chemical product safety data sheet (safety data sheets), as well as the safety data sheets (annex).
2. If a chemical or a chemical product (preparation) classified as dangerous, the chemical or product placement market, responsible person, the manufacturer, the importer or the Distributor (hereinafter responsible person), or the chemical products to the consignee, who in chemicals and chemical products used in the workplace or provide services outside the place of work, or carry out other economic activities (including the self-employed, who used chemicals and chemical products) (hereinafter referred to as a power user) , pass a safety data sheet containing the information set out in these provisions. The person in charge is responsible for the safety data sheet.
3. the responsible person shall be issued, at the request of a professional user a safety data sheet containing the information set out in these rules, also for those chemical products that are not classified as dangerous, but not less than one percent of the mass of the products, which are gaseous state, and not less than 0.2% of the volume of gaseous products at least one substance that is dangerous to health or the environment or have a specific exposure limit specified in the Latvian National Standard EN 89:1998 "chemical exposure limits in the air of the working environment" (hereinafter referred to as the standard EN 89:1998).
4. If the person is in the chemicals and chemical products manufacturer, professional user or distributor (wholesaler), it must have at its disposal the safety data sheet for each chemical and chemical products classified as dangerous, and for each chemical products containing one of the substances classified as dangerous to health or the environment, or for which the Latvian National Standard EN 89:1998 is the exposure limit specified , or on chemical products classified in accordance with the provisions of paragraph 3. With the safety data sheet should be presented and they must be kept in the workplace personnel in an easily accessible place.
5. the safety data sheet need some special substances and products (for example, metals in metal products, alloys, compressed gases), subject to derogations from the labelling rules.
II. Safety data sheets to fill 6. Information on the safety data sheet, indicate clearly and briefly. The safety data sheet shall be drawn up by the person who has the knowledge necessary in accordance with the Cabinet of Ministers on 23 October 2001, regulations No 354 "about the provision of the necessary level of education for persons doing business in chemicals and chemical products." The safety data sheet shall be drawn up, taking into account the special needs of the user, if known. The responsible person shall ensure that the person who drafted the safety data sheet, has acquired the necessary education and regularly complement the knowledge in the field.
7. the safety data sheet on the first page, indicate the date when the relevant safety data sheet has been drawn up or updated, or corrected.
8. The safety data sheet provides information on chemicals and chemical products, physical and chemical properties, which determine the hazards and potential risks, as well as the security measures to be taken to ensure the protection of the environment and human life and health. If information about a chemical or chemical characteristic of the product is not practical to give it meaning or are highly technical, the relevant paragraph indicates a lack of information.
9. If a safety data sheet is not specified in any of the chemicals or chemical hazardous properties of the product, indicate, or safety data sheet preparer information was not concerned or in accordance with the following test results relevant to the chemical or chemical product do not possess.
III. Safety data sheet 10. information to be included in the safety data sheet under paragraph 1 shall bear the following information: 10.1. chemicals or chemical product name, using words and terms that are listed on the appropriate chemicals or chemical product labels;

10.4. telephone numbers to call to receive advice and assistance in the event of accidents or poisoning (including Toxicology Center numbers).
11. the safety data sheet referred to in paragraph 2, the information provided should enable the recipient to evaluate chemicals or chemical products. In this section: 11.1. preferably provide a short relevant information about product ingredients and specify their concentration or concentration range. Is not required to specify completely the composition;
11.2. the chemical products (preparations), classified as dangerous, all the health and the environment of hazardous substances concentration or concentration range, if the concentration is equal to the Cabinet of Ministers of 12 March 2002, Regulation No 107 of the "chemical and chemical product classification, labelling and packaging the order concentration limits set out in annex 1 or greater;
11.3. the chemical products (preparations) that is not classified as dangerous, this rule 11.2. information referred to in points where: 11.3.1. product (not gas) contains at least one health or environmentally hazardous substance or substances for which exposure limit specified for the Latvian National Standard EN 89:1998 and the amount of which shall not be less than one percent of the mass;
11.3.2. gaseous product contains at least one health or environmentally hazardous substance or substances for which the exposure limit specified in the standard EN 89:1998 and the amount of which shall be not less than 0.2% vol.;
11.4. indicate the chemical product dangerous ingredients, as well as the classification of hazard symbols and chemical characteristics of R-phrases (R-phrases) that the substance has been assigned, taking into account the components of the hazard. Full text of r-phrases need not be indicated;
11.5. to identify the chemical composition of the product, of the existing chemical substances indicate the chemical name and its number in the European Community the marketing of existing chemical substances (hereinafter EINECS) or European Community applied for the list of chemical substances (ELINCS), and, if known, the Chemical Abstracts Service registry number of the journal "Chemical Abstracts Service Number" (CAS number). If a chemical product is confidential, not to mention its name, and the description of the chemical nature of that substance and potential hazard (hazard symbols and R-phrases).
12. the safety data sheet shall indicate in the paragraph 3 of the hazardous characteristics: 12.1 indicate chemicals or chemical product hazard class. A short and understandable indicates danger, by the chemical or chemical product creates human life, health and the environment;
12.2. the precise distinction between chemical products that are classified as hazardous, of chemical products that are not classified as hazardous;
12.3. describe the most important hazard in relation to the physico-chemical properties, the effects on human health and environmental impacts, as well as the symptoms and consequences in relation to the intended use of the substance or product types or misuse;
12.4. provide other potential dangers that are not included in the product classification (such as dustiness, suffocation occur), or environmental impacts (such as soil-dwelling organisms hazards);
12.5. the labelling information is provided in accordance with the provisions of paragraph 24.
13. the safety data sheet shall specify in paragraph 4:13.1. is there a need for emergency medical assistance;
13.2. a short and clear information to victims, bystanders and first aid providers of first aid to be given immediately;
13.3. the symptoms and consequences of exposure, if chemical: 13.3.1. is inhaled;
13.3.2. gets on the skin;
13.3.3. getting into the eyes;
13.3.4. are ingested;
13.4. is expected effects that emerge later;
13.5. first aid features that should be in the work place and with which you can immediately provide first aid;
8.5. is required or recommended medical treatment.
14. Safety data sheets in accordance with paragraph 5 of the fire safety rules to be followed, the fire caused by the chemical or chemical product, or who descended directly to the product or substance nearby: 14.1. suitable extinguishing media;
14.2. extinguishing media which are prohibited to be used, taking into account safety considerations;
14.3. the hazards posed by combustible substance or product, as well as the products of combustion and gas;

14.4. Special protective equipment for firefighters.
15. the safety data sheet under point 6 establishes the measures to be taken, taking into account the chemicals or chemical characteristics of the product: 15.1. staff security measures (such as the source of fire clearance, ventilation, respiratory protection, the reduction of the concentration of the substance in the air, avoiding contact of the substance or product with the skin or eyes);
15.2. environmental protection measures (such as sewer system protection, surface and ground water protection, soil protection, if necessary, the neighborhood population warning);
15.3. collection methods (for example, absorption and adsorption material (sand, sawdust, acid binding features, universal absorbent products), gas and smoke reduction using water). If necessary, specify the collection methods and instruments, which are prohibited from use and that it would be advisable to use in accordance with this rule 17 and 22.
16. the safety data sheet under section 7 specifies information related to the health, safety and environmental protection: 16.1. measures guaranteeing the safety of work with chemicals and chemical products (for example, local and general ventilation, recommendations and dust aerosol formation, as well as fire prevention);
16.2. environmental protection measures (the use of a filter or Purifier exhaust ventilation, measures of residues and waste collection and disposal);
16.3. safe storage conditions (such as a special construction of the warehouse, containers or other buildings (including the ramparts and ventilation), incompatible materials, separate storage) storage conditions (such as temperature and humidity, light, inert gas atmosphere), dangerous static charge. If necessary, specify the storage quantity and specific requirements which must be fulfilled for chemicals or chemical product packaging materials and containers;
16.4. ready products that have specific application, specify the detailed and realistic information about specific uses. If possible, indicate the references to the relevant regulations or guidelines;
16.5. the specific measures or other provisions for substances or products (such as recommended or restricted procedures and equipment). If possible, provide a brief special measure or rule description.
17. the safety data sheet under point 8 points of occupational exposure limits (defined in the standard EN 89:1998) or biological exposure indicators (established Cabinet of 3 September 2002 rules no 399 "labour protection requirements, contact with chemical substances in the workplace"), as well as exposure control measures (all special protection and preventive measures), which are to be taken during use in order to reduce the hazardous chemicals or chemical products exposure for employees and the environment : 17.1. occupational exposure controls (technical control measures, collective protection measures);
17.2. personal protective measures: 17.2.1. respiratory protection: protective equipment, in the case of dangerous gases, vapours or dust (for example, adequate masks and filters, self contained breathing apparatus). Specify the necessary protective equipment type and information during the use of protective equipment;
17.2.2. hand protection-specify the type of gloves to be worn when handling the substance or product. Specifies the type of materials and material strength of a glove — the length of time the material has the protective functions of forests, taking into account the effect on the volume and duration of the skin. If necessary, specify additional hand protection measures;
17.2.3. eye protection (goggles, face shield, mask);
17.2.4. skin protection-specify the type of protective clothing (coveralls, boots, apron) if necessary to protect not only hands but also in some other parts of the body;
17.3. the environmental protection control;
17.4. If necessary, indicate specific hygiene measures in the workplace (for example, washing method).
18. Safety data sheet usually in paragraph 9 of the same product characteristics. However, if you specify that a particular hazard of the product does not apply, clearly differentiate between cases where the message is available to the classifier, and cases where negative test results are available. If you provide information about the individual characteristics of the components, clearly indicate which data to the ingredient concerned. This paragraph specifies the following: 18.1. General information: the delivered chemicals or chemical product in the physical state (solid, liquid, gaseous), color, odor and its performance (if the scent felt);
18.2. important health, safety and environmental information: 18.2.1. chemicals or chemical product pH or so of a given concentration of an aqueous solution of pH;
18.2.2. boiling point or the temperature interval;
18.2.3. flash point;
18.2.4. burning;
18.2.5. components that can explode effect of flame or which are sensitive to shock or friction in the equipment in question;
18.2.6. oxidising/reducing properties;
18.2.7. vapour pressure;
18.2.8. relative density;
18.2.9. solubility: 18.2.9.1. water;
18.2.9.2. fats (including solvent oil);
18.2.10. n-octanol/water partition coefficient, which characterizes the lipophilicity, chemicals or chemical product of n-octanol solubility relative to water solubility;
18.2.11. viscosity;
18.2.12. vapour density relative to air;
18.2.13. evaporation rate;
18.3. other information (chemicals or chemical products the ability to build a homogeneous mixture, electrical conductivity, melting point and melting interval, the auto-ignition temperature, solubility in organic solvents, autoignition temperature).
19. the safety data sheet shall indicate the paragraph 10 chemicals or chemical product stability and the possibility of hazardous reactions under certain conditions of use, and entering the environment. This paragraph specifies the following: 19.1. conditions to be avoided when working with the substance (temperature, pressure, light, shock, which could cause dangerous reactions). If possible, provide their characteristics;
19.2 the materials, substances and products with which to avoid contact (water, air, acids, or any other oxidizing substance, which, entering into contact with the chemical or chemicals, can cause dangerous reactions). If possible, provide their characteristics;
19.3. hazardous decomposition products, if those concerned by a chemical substance or chemical product occur in dangerous quantities. In such cases the indication: 19.3.1. necessary stabilisers and inhibitors;
19.3.2. hazardous exothermic reaction;
19.3.3. physical parameters, showing the progress of undesirable processes (such as color changes);
19.3.4. hazardous decomposition products can be formed if a chemical or a chemical product in contact with water;
19.3.5. the likelihood of torn down to unstable products.
20. the safety data sheet shall be inserted in paragraph 11 the data obtained based on practical observations and scientific findings of experiments on chemical substances and chemical products in different types of effects on health. At this point: 20.1. details of the different types of exposure (inhalation, if swallowed, contact with the skin or eyes), related to the physical, chemical and toxicological characteristics;
20.2. details of irritation and corrosivity, which describes the effects on the skin, eyes and mucous membranes;
20.3. details of vulnerability;
20.4. news on the acute and chronic toxicity;
20.5. exposure symptoms that can manifest as: 20.5.1. transient narcotic effects, headaches, fever, eye, skin and respiratory irritation;
20.5.2. long lasting effect and may cause occupational diseases or other disorders (such as malignant tumors, disturbances of the nervous system, kidney or liver damage, allergic diseases, respiratory organs, eczema, immune disorders);
20.6. available toxicological information manuals or databases;
20.7. the potential of some of the components of the specific health effects, taking into account the information provided in accordance with the provisions of paragraph 11.
21. the safety data sheet in accordance with point 12 of these rules 15, 16, 22, 23 and 24 shall provide all the information available on chemicals or chemical products for possible adverse effects on the environment (paying particular attention to products containing substances classified as hazardous and which are dangerous breakdown products), as well as featuring the following key parameters: 21.1. ecotoxicity. Provide available data on acute and chronic toxicity to aquatic organisms and aquatic plants, soil-dwelling organisms (including micro-organisms), plants and land animals. If necessary, specify the substance or product potential effects on waste water treatment plants;
21.2. the mobility. Details of known or foreseeable hazardous chemicals or chemical products distribution in the environment (air, water, soil), surface tension, absorption, desorption and other dangerous chemicals or chemical products in the physico-chemical properties that cause dangerous effects;

21.3. the persistence of the ingredients, degradation and degradation: biotic and abiotic degradability, aerobic and anaerobic degradation, persistence in the environment, half-life, if known, and the degradation of wastewater treatment plants;
21.4. the product ingredients — the bioaccumulation bioaccumulation in living organisms and the food chain (including octanol partition coefficient and bioconcentration factor, if they are known) and bioaccumulation capability increase;
21.5. other adverse effects on the environment (such as ozone-depleting potential, photochemical ozone formation, global warming (greenhouse effect)).
22. the safety data sheet under point 13, referring to the laws governing waste management: news of the 22.1 security measures with chemicals or chemical products, residues and waste resulting from the foreseeable use and disposal can be dangerous;
22.2. the safe methods of chemical or chemical product packaging for reuse and destruction (such as combustion, re-exploitation).
23. Safety data sheet 14. paragraph indicate specific security measures to be in respect of the transport of the chemicals or chemical products. This paragraph indicates the UN number assigned to the class, the type of vehicle, the packaging group, marine pollutants, as well as other information. If necessary, give the details of the laws and regulations relating to the transport classification for all modes of transport: IMDG-23.1. International Agreement on the transport of dangerous goods by sea (International Maritime Dangerous Goods Code);
23.2. ADR: European Agreement concerning the international transport of dangerous goods (agreement on the International Carriage of dangerous goods by Road);
23.3. The RID — agreement on the transport of dangerous goods by rail (Regulation on the International Carriage of dangerous goods by Rail);
23.4. Icao/IATA-the international civil aviation organization and the international air transport association's (International Civil Aviation Organization/International Air transport) the agreement on the international carriage of goods by air to the dangerous.
24. the safety data sheet under point 15:24.1. provide health, safety and environmental information shown on the label in accordance with the Cabinet of Ministers of 12 March 2002, the Regulation No. 107 "chemical and chemical product classification, labelling and packaging procedures";
24.2. provide specific health and environmental information that must appear on the label in accordance with the specific provisions governing transactions with the relevant substances and products;
15.1. If possible, indicate the specific provisions of the European Union with regard to human or environmental protection if they apply to the chemical or chemical product which manages the safety data sheet;
15.2. indicate the regulations, which apply to chemicals or chemical product which manages the relevant safety data sheet with regard to human health or the environment, and regulations that govern specific activities with the substances or products concerned.
25. the safety data sheet under point 16 providing another information not mentioned above, which are important from a safety and environmental, as well as of human life and health. Also specify other user health and safety as well as protection of the environment with important information (all exposure to the chemical characteristics of the safety data sheet 2 and 3 specified in point R-phrases and safety phrases full text, training advice, recommended restrictions of use for more information (written reference or technical issues contact coordinates), the compilation of the safety data sheet of the main data used to reference sources). The updated safety data sheet indicates precisely which information is added, deleted or revised, if it is not specified.
IV. Safety data sheet dispatch 26. If the product is intended for industrial or other professional use or if the product is delivered to the wholesale market, the person in charge before the chemicals or chemical products for first-time deliveries or simultaneously with the chemicals and chemical products to supply free of charge those substances or products requested in writing or electronically to the designing of the safety data sheet. Information may be provided electronically if the hazardous chemicals or in dangerous chemical products the beneficiary agrees.
27. If new information has emerged about chemicals or chemical product dangerous characteristics: 27.1. the manufacturer or importer shall draw up new safety data sheet to which the indication "version" and "specified date";
27.2. safety data sheets, which are amended, the responsible person shall send to all chemicals and chemical products to recipients (customers) in the last 12 months has purchased chemicals or chemical products, covered in a safety data sheet is correct.
28. The person in charge or with other chemicals or chemical product-related performer in writing or electronically record each correct safety data sheet or the recipient and indicating the name, address, as well as details of the responsible person.
V. concluding questions 29. Safety data sheets, completed in accordance with the Cabinet of Ministers of 27 October 1998 Regulation No. 418 of the "procedure for fill-in and send chemical and chemical product safety data sheet" and not run counter to these provisions, in force until the corresponding safety data sheet is updated.
30. Be declared unenforceable in the Cabinet of 27 October 1998, Regulation No 418 "the order in which fields and send chemical and chemical product safety data sheet" (Latvian journal, 1998, 322. no).
