No. 9 51) amendments to the Cabinet of Ministers of 20 august 2002, the Regulation No 379 "procedures prevented, controlled and controllable air pollutant emissions from stationary sources of pollution" Issued in accordance with the law "on pollution" in article 11, paragraph 1, second subparagraph, article 45 of the first subparagraph and the second subparagraph of article 46 do Cabinet of 20 august 2002, the Regulation No 379 "procedures prevented, controlled and controllable air pollutant emissions from stationary sources of pollution" (Latvian journal , 2002, 122 no; 2003, 63 no) the following amendments: 1. Make a point 15 as follows: "15. Environment Agency collects every year and submitted to the Ministry of environment for information on the rules referred to in point 14 of the emissions in the previous calendar year." 2. the supplement to chapter II 15.1, 15.2 and 15.3 points as follows: "If the significant energy consumption 9.4 growth, limited access of certain fuels or certain incineration plant technological problems are exceeded the rules laid down in annex 4 to the total maximum permissible emissions, Ministry of the environment shall prepare an action programme for their combustion equipment to reduce pollution with a nominal heat input capacity of 50 MW or more (hereinafter referred to as the programme). 15.2 the Ministry of the environment action programme submitted for the approval of the Cabinet. 15.3 Upon the approval of the action programme of the Cabinet of Ministers of the Environment Ministry, in cooperation with the Ministry of Foreign Affairs, of the programme of action by the European Commission. " 3. Supplement with 28.1 28.2 28.3 and 28.4 points, such as: "If the incineration plants, 28.1, in which, in accordance with the conditions of the permit for use of fuel with a low sulphur content, the operator can not provide it with the correct fuel shortage: No 28.11. operator, documentary proof of the corresponding fuel shortage, the Administration may request permission to use fuel with higher sulphur content than that provided for in the authorisation; No 28.12. the Administration is entitled to up to six months to give permission to use fuel with higher sulphur content, allowing these rules down emission limit values and emission limits laid down in the authorisation. 28.2 If incineration plant, which uses only gaseous fuel, and which, using other fuels, the emission limit for compliance would be required to install flue gas purification plant, the operator can not provide with gaseous fuels: No 28.21. operator, documentary proof of delivery of the gaseous fuel stop reasons the Administration may ask the permission to use other types of fuel; 28.22. the Administration is entitled to 10 days to give permission to use other types of fuel, allowing these rules down emission limit values and emission limits laid down in the authorisation. 17.6 If the Administration in accordance with the provisions of subparagraph has authorized No 28.12. to use fuel with higher sulphur content or in accordance with paragraph 28.22 is authorised by the use of other fuels, it shall, without delay, submit to the Latvian Environment Agency for combustion plants concerned a copy of the permit issued and indicates the use of fuel quantity, the percentage of sulphur in it and expected emissions during the period in which allowed the use of this fuel. After this rule 28.3 28.4 points of receipt of the information referred to in the Ministry of the environment, in cooperation with the Ministry of Foreign Affairs shall be submitted to the Commission information on cases where used fuel with a high sulphur content or gaseous fuel is used in place of other types of fuel. This information is placed in the Latvian Environment Agency website on the internet. " 4. Express 66 as follows: "66. This rule 15.3 and 28.4 points, as well as and 59.5 59.4. subparagraph shall enter into force on 1 May 2004." 5. Make the informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from Directive 1999/32/EC and 2001/80/EC." 6.1. Annex: 6.1. Replace table 3. aisle's name the words "Enter heat capacity (MW)" with the words "Rated thermal input is entered (MW) '; 6.2. Replace table row 2 column 4:6.2.1. number "2000" with "order"; 6.2.2. the figure "3000" with "30003"; 6.3. to supplement the attachment with the following note 3: "3 starting at 1 May 2004, the emission limit value is 1700 mg/m3." 7.2. Replace table row 2 4 in box number "2000" with the number "200013"; 7.3. replace 7. Note: 7.3.1. the words "rated thermal capacity" with the words "nominal capacity" of the heat entered; 7.3.2. the words "rated capacity" with the words "nominal capacity" of the heat entered; 7.3.3. the words "entrance to the nominal heat capacity" with the words "nominal capacity" of the heat entered; 7.4. replace 9. Note the words "rated thermal capacity" with the words "nominal capacity" of the heat entered; 7.5. the supplement to annex 13. Note as follows: "13 starting at 1 May 2004, the emission limit value of 1700 mg/m3." 8.3.
