Cabinet of Ministers Regulations No. 153 in Riga of 23 March 2004 (pr. Nr. 15, 9. §) order in which Special operations forces to ensure parliamentary and President invited foreign and international organisations (security) Issued in accordance with the national law of the armed forces in the first part of article 10 paragraph 4 of rule 1 shall determine the order in which Special operations forces to ensure parliamentary and President invited the foreign and international organizations representatives (hereinafter referred to as foreign and international organisation representatives) protection (security) in the Republic of Latvia.
2. foreign and international organisations (security) enable the special operations forces of the Parliament and State President security service (hereinafter Security).
3. the security service of the Ministry of the Interior, in cooperation with existing subordinated institutions, as well as other State and local authorities organise foreign and international organisations (security guards), and make security arrangements for the whole or part of the case according to the personal risk.
4. full scale security measures: 4.1 security escort — foreign and international organisations of physical integrity, as well as the unimpeded and safe movement;
4.2. temporary residence site security;
4.3. the unauthorized acquisition of information.
5. Security measures for partial amount is separately this provision referred to in paragraph 4, the security measures.
6. foreign and international organisations planned visits to the Republic of Latvia, the Ministry of Foreign Affairs Protocol Manager, parliamentary leader of the Protocol, the Office or a national Office Protocol in writing to the head of the Security Service commanders not later than seven working days before the beginning of the visit, but on an unscheduled visit, a day when the Ministry of Foreign Affairs, the Office of the Parliament or the State Department Protocol Office Protocol Division has received information on the organisation of the visits.
7. Security Service commander within three working days of receipt of the information on the planned visit, based on security and public safety authorities risk analysis, decide on security measures, and the arrangements for the organization. If a visit is not scheduled, the respective decision shall be taken within three working days, but no later than the beginning of the visit. The decision taken by the security services of the Ministry of Foreign Affairs informed the national head of the Protocol, the Office of the Parliament or the head of State Protocol Office Protocol driver.
8. Security Service determines the amount of security measures and procedures for the Organization of each measure and inform all the safety measures the participating institutions, as well as foreign and international organisations. 10. 10.2. personal security escort provided by the security service.
11. foreign and international organisations for temporary residence places guarded by the security services in cooperation with other national armed forces units subordinated to the Ministry of the Interior or the national regulatory authorities.
12. Public order activities involving foreign and international organization representatives, and security service information provides national police, local police and military police.
13. foreign and international organisations the temporary residence for the guard may use technical security systems.
14. in order to prevent the unauthorized acquisition of foreign and international organization representatives in places of temporary residence, security service independently or in cooperation with the national safety authorities shall take appropriate security measures.
15. the safety measures involved in the activities coordinated by the security officers.
