Cabinet of Ministers Regulations No. 166 in 2004 (25 March. Nr. 16, § 18) animal feed labelling order Issued in accordance with the animal feed chain law article 10 fourth part i. General questions 1. determines the order in which the labelling of animal feed.
2. animal feed, its components, premixtures, compound feedingstuffs, feed additives, dietary and medicinal food label says: 2.1. guaranteed validity period or the period of storage of the "valid until (year, date, month)". Perishable food, indicates "used before (year, date, month)";
2.2. the number of the lot;
2.3. manufacturer's approval or registration number;
2.4. the net weight of dry products and volume or weight of the liquid products;
2.5. the name of a legal person or an individual's name and address, which is responsible for the information provided on the label;
2.6. the manufacturer's name, address and telephone number, if the manufacturer is not responsible for the labelling.
3. the information contained in the marking that corresponds to the rule in paragraph 2, the above requirements may be supplemented by other information if it: 3.1. does not contain messages that protects from disease feed, prevents disease or treating it;
3.2. is clearly separated from the required information.
4. If the information on the expiration date, the net weight, lot number and manufacturer approval or registration number of the points rather than marking a location for marking is an indication of the location of relevant information.
5. the information to be given on the label shall indicate on the accompanying document if: 5.1 animal feed marketed from tankers or similar vehicles;
5.2. the feed is on a small scale, and intended for the final consumer.
II. the labelling of feed materials in addition to the provisions of paragraph 2 of the requirements contained in the labelling of feed materials: 6.1. "feed materials";
6.2. the name of the feed material, which consists, according to the annex 1 of these rules or the terms of paragraph 7;
6.3. Optional particulars corresponding to the substance of animal feed ingredients list (annex 1);
6.4. feed manufacturing technology (annex 2) and feed materials compulsory particulars of the amount of nutrients the permissible deviation (annex 3).
7. Feed materials that are not mentioned in annex 1 of these regulations, the name of the form, indicating the origin of the products or by-products (such as animal, plant), as well as one or more of the following: 7.1 use part (for example, seeds, tuber).
7.2. the recycling process (for example, extraction, evaporation);
7.3. the maturity or quality (for example, low glucosinolate, fat-rich, low sugar content).
8. the importation into the European Community for the first time in the territory of the feed materials from third countries (countries that are not members of the European Union), which can perform the necessary analytical measurements, the label does not indicate that rule 6.3., 7, 17 and 18 above, if the person responsible for the information provided on the label: 8.1 before the import goods shall inform the food and veterinary service;
8.2. accurate information on the composition of the purchaser and the food and veterinary service provides 10 days after the importation of feed materials;
8.3. before the introduction of the goods presented to the food and veterinary service temporary posts on composition and using emphasis, noted: "the temporary posts be approved. (the name and address of the laboratory, tasked to carry out analyses) for sample No. ...
(test sample inspection number) to ...
(date) ".
9. food and veterinary service shall inform the European Commission of the reasons for which this provision is made in paragraph 8 of that derogation from the requirements of the rules.
10. Feed the compulsory particulars do not indicate the substance if: 10.1 the buyer declares in writing that he does not require this information;
10.2. animal or vegetable origin, fresh or preserved, cooked or uncooked food ingredients weight not exceeding 10 kg, they are for the House (rooms), animals, and food and veterinary service recognized or registered distributor being supplied to the final consumer.
11. If the weight of the feed material does not exceed 10 kg and are intended for the final consumer, the labelling information and additional information may be in the accompanying document.
12. If the feed: 12.1. feed materials be distributed across several packages or containers, each package, container or accompanying document shall indicate the required information on the label and a reference to the original marking;
12.2. feed materials change, the new label. It is responsible for the change.
13. the compulsory particulars referred to in the list of substances substances and do not specify the net weight of plant and animal origin food industry by-products, if it exceeds 50% moisture content.
14. feed ingredients need not be marked if the forage growers an animal keeper in the supply of fresh or canned, cooked or uncooked feed materials of plant origin that do not contain feed additives (except for preservatives).
15. Latvia may distribute this rule 1. feed materials referred to in the annex with names such as listed in the annex, if they comply with the description given in the annex. If the name of the feed material does not correspond to its description, the name of the form, as described in section 7 of these regulations.
16. If the name of the feed material contains a word or words in brackets, the brackets indicate the word or words may not mention (for example, if the name is "soy (bean) oil", the label says "soybean oil").
17. If this provision in annex 1 other humidity level, labelling of feed ingredients indicate moisture content, if it exceeds 14% of the weight of the feed material. If the feed material moisture content not exceeding 14%, are as their label suggests, only at the request of the purchaser.
18. If this provision in annex 1 a different level, the label of ash insoluble in hydrochloric acid of feed materials in the content, if it exceeds 2.2% in the dry matter.
19. If the rules referred to in annex 1 of the feed materials used as a denaturing substances or binders, labels shall indicate the following: 19.1. denaturing substances — the feed materials used and quantities of properties;
19.2. the binder used for feed materials properties.
20. "compulsory particulars in quantity are permissible deviations according to annex 3 of these rules.
III. Additives in feedingstuffs, premixtures, compound feedingstuffs, medicated and dietary food labelling 21. in addition to the provisions in paragraph 2 above requirements indicated on the labelling of compound feedingstuffs: 21.1. in accordance with the composition of feedingstuffs, compound feedingstuffs: 21.1.1. "complete feed";
21.1.2. "complementary feedingstuffs";
21.1.3. "mineral" (complementary feedingstuffs which consist mainly of minerals and containing at least 40% crude ash);
21.1.4. "molassed feedingstuffs (complementary feedingstuffs containing molasses and containing at least 14% total sugar (as sucrose));
21.1.5. "colostrum substitute" (jaundzīvniek and fattening of calves feeding of compound feedingstuff is intended that non-dry or dissolved in a certain volume of the liquid in order to supplement or replace whole milk or colostrum, milk);
21.1.6. "a whole milk substitute";
21.1.7. "milk substitute";
21.2. the House (rooms) for animal feed, the following information: 21.2.1. ' feed mix House (rooms), animals ";
21.2.2. "complete feed House (rooms), animals";
21.2.3. "complementary feedingstuffs House (rooms), animals";
21.3. the animal species or group in which the compound feedingstuff is intended;
21.4. the instructions, purpose for which the feedingstuff is intended, and the limits of use (if any);
21.5. feed materials according to the rules of 31, 32 and 33 the requirements referred to in paragraph. This condition does not apply to the House (rooms), animals (except dogs and cats);
21.6. the compulsory particulars pursuant to this provision, the substance of the requirements of annex 4;
21.7. If necessary, the analytical and the quantities under this provision, 42, 43, 44, 45 and 46, and in annex 5.
22. the labelling of compound feedingstuffs, in addition to the space provided indicate the following information: 22.1. the legal or physical person's trade mark, which is responsible for the information provided on the label;
22.2. in the country;
22.3. the price of the product;
22.4. the trade name or product description;
22.5. compound heat treatment or other special handling.
23. Additives in feedingstuffs and feed additives containing labelling of compound feedingstuffs in addition indicate: 23.1. additive name, trade name or additive ECU number laid down in legislation on animal feed additive allowed registration.
23.2. antibiotics, growth promoters and coccidiostats — active substance content, usage guidelines and restrictions, if any, the date of manufacture "manufacture (year, date, month)";
23.3. Vitamin E, Alpha;
23.4. vitamins (vitamin E), provitamins and substances having a similar effect: active substance content;
14.6. trace elements, colorants (including pigments), preservatives and other additives (except for enzymes and micro-organisms) — active substance content;

14.7. substances with antioxidant properties, the name of the substance, the trade name or number of the additive, which set the laws of animal feed additive allowed logging, as well as the content of the active substance (if it can be determined by official or scientific methods);
23.7. the House (room) compound feedingstuffs intended for animals, which contain antioxidants, colours and preservatives, the label behind the words "with antioxidant", "Dye" or "colours", "used" or "Preservatives used preservative" indicates the name of the additive.
24. in addition to paragraph 2, this provision the requirements of feed additives and feed mixtures containing enzymes, the label says: 24.1. active ingredient name, identification number (for example, Endo-1.4-beta-xylanase EC 3.2.1.8.) and activity units per gram or per millilitre (per kilogram or per litre) (if the unit is detectable by means of official or scientific methods) according to the legislation on animal feed additive allowed registration requirements;
24.2. the recommended quantities of the enzyme and that restrictions, if any;
15.1. the processing of compound feed type (thermal or other specific treatment);
15.2. the date of manufacture with the words "produced (year, date, month)".
25. in addition to the provisions in paragraph 2 and 24 requirements for enzyme label says "just for the production of animal feed."
26. in addition to paragraph 2, this provision the requirements of feed additives and feed mixtures containing micro-organisms, the label says: 26.1. a micro-organism strain according to the legislation on animal feed additive allowed registration and the number of colony-forming units per gram of (if this number can be determined by official or scientific methods);
26.2. instructions and limitations of use, if any;
26.3. handling of compound feedingstuffs (thermal or other specific treatment);
26.4. the date of manufacture "manufacture (year, date, month)".
27. in addition to the provisions in paragraph 2 and 26 of the above requirements of the micro-organism, the label says "just for the production of animal feed."
28. If the House (room) compound feedingstuffs intended for animals are in packaging not exceeding 10 kg, and on the packaging or label is the number of the lot on which the compound can be identified (and, if necessary, its manufacturer may request information about a specific name), the name can use such words "With the European Union allowed antioxidants (dyes or preservatives)".
29. If the compound feedingstuffs manufactured in Latvia and disposed of to the final consumer, news on animal species and groups, directions, ingredients must be indicated and the net weight shall be indicated on accompanying documents.
30. grain mixtures may not necessarily be given substance and quantity.
31. the list of ingredients of compound feedingstuffs shall indicate all ingredients.
32. The ingredients of compound feedingstuffs specified in descending order by weight.
33. House (rooms), animals of compound feedingstuffs the ingredients indicate the descending order of weight or taking into account the percentage of ingredients. If the feed mixture in one or more of the components is a tiny amount, but they have a vital role in animal nutrition, home (room) in compound feedingstuffs intended for animals on the label indicates the percentage of the ingredient concerned.
34. The House (rooms), animals intended for labelling of compound feedingstuffs the ingredients indicate the minimum number of substances in list or grouped into categories (annex 6).
35. Feed materials containing bioproteīn shall be labelled in accordance with the legislation on feed additives allowed in logging.
36. in addition to paragraph 2, this provision the requirements of premixtures and compound feedingstuffs containing premixtures, the label says: 36.1. the name "premixture";
36.2. the instructions and restrictions, if any;
36.3. the species of animal or group of animals for which the premixture is intended.
37. Premixtures containing enzymes, in addition to the marking specified in these rules and 25 15.0. information referred to in paragraph 1.
38. Premixtures containing micro-organisms, in addition to the marking specified in paragraph 25.1. these provisions and the information referred to in paragraph 27.
39. the energy value of compound feedingstuffs shall be calculated in annex 7 of these rules. Feed energy-specified on the label in accordance with feed mixtures required particulars ingredients list (annex 4).
40. in addition to the provisions in point 2 and with the requirements of the medical and dietary animal feed regulations regulatory requirements specify the following information: 24.9. "animal dietary feed" or "feed" of Animals;
40.2. the indications (of disease or metabolic disorder) feed use;
40.3. the specific characteristics of the feedingstuff.
41. If the medical and dietary nutrient composed of one or more components are tiny, but they have a vital role in animal nutrition, feed the label indicates the percentage of feed materials.
42. The feed moisture for the label, if it exceeds: 42.1.7% — aizvietotājo milk and other compound feedingstuffs containing more than 40% by weight of milk products;
26.2.5% — mineral containing inorganic substances;
26.3.10%: mineral that contains organic materials;
26.3.14% — other compound feedingstuffs.
43. the humidity of compound feedingstuffs for the label even if it does not exceed the provisions mentioned in paragraph 42.
44. the labelling of compound feedingstuffs specified in hydrochloric acid insoluble ash content in the dry matter. It must not exceed 2.2%. In compound feedingstuffs composed mainly of rice by-products, hydrochloric acid insoluble ash content in the dry matter, may not exceed 3.3%.
45. Hydrochloric acid insoluble ash content in the dry matter exceeding 2.2%, if a compound contains: 45.1. allowed mineral binders;
45.2. more than 50% of sugar beet chips or sugar beet pulp;
45.3. more than 15% of fish meal (fish intended for compound feedingstuffs);
28.2. at least 40% crude ash (mineral).
46. Compound feedingstuffs the permissible deviations from the required quantity of the substances specified in these provisions are listed in annex 5.
47. Feed containing animal protein, marked with "Not to non ruminants" or "Not" non productive animals.
IV. Closing questions 48. provisions shall enter into force on 1 May 2004.
49. Rule 28, paragraph 23 and expire with the 17 October 2004.
