Cabinet of Ministers Regulations No. 395 in 2004 (April 22. No. 24, 30, §) rules for the institutions, which are issued to citizens of the Republic of Latvia the necessary documents for the recognition of professional qualifications abroad Issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" article 56 eighth 1. determine the institutions that the citizens of the Republic of Latvia shall be issued the necessary documents for the recognition of professional qualifications in foreign countries.
2. the institutions that issued aliens certificates of recognition of professional qualifications for regulated professions, issue documents certifying professional experience and a good reputation in the Republic of Latvia to the regulated professions. If those institutions do not maintain the register of regulated professions, documents about the professional experience and good reputation of the issuing authority, which maintains the register of regulated professions.
3. the institutions in accordance with relevant professional activities regulations governing authorized to examine professional violations issued documents proving the absence of disciplinary violations the relevant profession governed in the Republic of Latvia.
4. Non-profit organization limited liability company "academic information center" shall issue documents certifying professional experience, good reputation, the disciplinary offence of professions which are not regulated in the Republic of Latvia.
5. The Ministry of Interior Information Center issued documents proving the administrative offences and the absence of criminal convictions.
6. the register shall issue a certificate certifying the absence of bankruptcy.
7. the body issuing the certificate of recognition of professional qualifications in the Republic of Latvia of the regulated professions, issue documents proving that the educational and professional qualifications of doctors, nurses, midwives, dentists, pharmacists and veterinary profession if they name education and professional qualifications in the supporting documents, is equivalent to the education and professional qualifications in occupations referred to in this paragraph.
8. the rules shall enter into force on 1 May 2004.
Informative reference to European Union directives, the regulations include provisions resulting from: 1) Council of 21 December 1988 of Directive 89/48/EEC on a general system for the recognition of higher-education diplomas awarded on completion of professional education and training of at least three years;
2) Council of 18 June 1992 Directive 92/51/EEC on a second general vocational education and training system of recognition, supplementing Directive 89/48/EEC;
3) of the European Parliament and of the Council of 7 June 1999, Directive 99/42/EC on the recognition of qualifications mechanism in respect of the professional activities covered by the directives of liberalisation and transitional measures of General professional qualifications system;
4) Council of 22 March 1977 Directive 77/249/EEC to facilitate the free movement of services by lawyers for efficient use;
5) Council of 27 June 1977 Directive 77/452/EEC concerning the recognition of diplomas, certificates and other evidence of the formal qualifications of nurses responsible for general care, including measures to facilitate the effective right to start work in the profession and the freedom to provide services;
6) Council of 25 July 1978 directives 78/686/EEC on the recognition of diplomas, certificates and other evidence of formal qualifications mutual recognition of dentistry, including measures to facilitate the effective right to start work in the profession and the freedom to provide services;
7) Council on 18 December 1978 in directives 78/1026/EEC as regards the recognition of diplomas, certificates and other evidence of formal qualifications mutual recognition of veterinary medicine, including measures for the effective implementation of the right of establishment and freedom to provide services;
8) Council of 21 January 1980 of Directive 80/154/EEC concerning the mutual recognition of diplomas, certificates and other evidence of formal qualifications in midwifery and measures to promote the right of establishment and freedom to provide services for effective implementation;
9) Council of 10 June 1985 of Directive 85/384/EEC as regards the recognition of diplomas, certificates and other evidence of formal qualifications mutual recognition in architecture, including measures for the effective implementation of the right of establishment and freedom to provide services;
10) Council of 16 September 1985 of Directive 85/433/EEC concerning the recognition of diplomas, certificates and other evidence of formal qualifications on the mutual recognition of pharmacy, including measures to facilitate the right of free establishment effective implementation in respect of certain activities in the pharmaceutical sector;
11) Council on 5 April 1993 of Directive 93/16/EEC to facilitate the free movement of doctors and their diplomas, certificates and other formal qualifications mutual recognition.
