Cabinet of Ministers Regulations No. 439 in 2004 (April 27. No 25) amendments to the Cabinet of Ministers of 4 April 2000, the Regulation No 128 "safety of toys" Issued in accordance with the law "on conformity assessment" article 7 1. make Cabinet 4 April 2000 the Regulation No 128 "safety of toys" (Latvian journal, 2000, 125./126.nr.; 2001, 161 no) the following amendments: 1. provisions supplementing with 27.1 points as follows: "prohibited 27.1 marketed toys intended for children under 36 months of age If they are made or partially made of soft polyvinyl chloride (PVC) and contain more than 0.1% weight by weight one or more of the following substances: 27.11. diizononilftalāt (DINP) CAS No 28553-12,.-0 Einecs No 249-079-5;
27.12. di (2-ethylhexyl) phthalate (DEHP) CAS No 117-81-7 Einecs No 204-211-0;
27.13. di-n-oktilftalāt (DNOP) CAS No 117-84-0 Einecs No 204-214-7;
27.14. DIDP (DIDP) CAS No 26761-40-,.-0, Einecs No 247-977-1;
butylbenzylphthalate (BBP) 27.15., CAS No 85-68-7 Einecs No 201-622-7;
27.16. Dibutylphthalate (DBP) CAS No 84-74-2 Einecs No 201-557-4. ";
1.2. to supplement the rules with the informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 3 May 1988 of Directive 88/378/EEC on the approximation of the laws of the Member States concerning the safety of toys;
2) Council of 22 July 1993 of Directive 93/68/EEC amending Directive 87/404/EEC (simple pressure vessels), 88/378/EEC (safety of toys), 89/106/EEC (construction products), 89/336/EEC (electromagnetic compatibility), 89/392/EEC (machinery), 89/686/EEC (personal protective equipment), 90/384/EEC (non-automatic weighing instruments), 90/385/EEC (active implantable medical devices), 90/396/EEC (appliances burning gaseous fuels) , 91/263/EEC (telecommunications terminal equipment), 92/42/EEC (new water heaters that heat with liquid or gaseous fuels) and 73/23/EEC (electrical equipment designed for use within certain voltage limits);
3) Commission 20 February 2004 decision 2004/178/EC amending Commission of 7 December 1999, decision 1999/815/EC concerning measures prohibiting the placing on the market of toys and childcare articles of soft PVC, which can be placed in the mouth by children under three years of age and which contains one or more of the following substances: diizononilftalāt (DINP), di (2-ethilheksil) phthalate (DEHP) Dibutylphthalate (DBP), DIDP (DIDP), di-n-oktilftalāt (DNOP) and butylbenzylphthalate (BBP) (notified under document number C (2004) 524) (text with EEA relevance) ".
