Cabinet of Ministers Regulations No. 446 in 2004 (April 27. No 25 35) vehicle registration Issued in accordance with the provisions of the Highway Traffic Act 10. the first paragraph of article i. General questions 1. down the road traffic motor vehicles involved, their trailers (semi-trailers) and moped registration arrangements for road traffic safety Directorate (CSDD-).
2. the provisions do not apply to implements and trailers, tram and trolley bus, as well as the vehicle registration procedures that are not of the type referred to in the standard national EN 87:1997 "vehicle types and their definitions (for example, special military engineering).
3. the Register of vehicles, the motor vehicle of the type CSDD, trailers (semi-trailers) and mopeds (hereinafter vehicle), as well as vehicle bodies, frames, booths or on which the vehicle manufacturer will indicate the vehicle identification number (hereinafter referred to as the Assembly numbered), public records and ensure its updating. Creating or updating public records are recorded for each vehicle or its accounting of the numbered unit technical data and data on its owner, holder and possessor, as well as the corresponding registration documents issued.
 
II. identification of the vehicle and the numbered registration documents 4. Registering a vehicle, issued by one of the following mandatory documents for registration: 4.1. vehicle registration document, that the ielaminēt come on a holographic anti-counterfeiting caps (registration certificate) (annex 1);
4.2. transit number card (annex 2);
4.3. proof of vehicle write-offs (annex 3);
4.4. certificate of membership of the numbered unit (annex 4);
4.5. number of test card (annex 5);

5. fill in the registration document, print the data of the vehicle and the driver of the State Register (hereinafter register of the vehicle). The data in the registration document (except the data so the internal openings) and not the devil. Enrollment in all sections and section lines must be completed with the data from the vehicle register (except sections in which the internal opening only in the cases mentioned in these rules). 6. for each vehicle registered in Latvia shall issue one certificate of registration without restriction of validity (except if the vehicle is imported temporarily or in Latvia where a time limit is required for the provision of other requirements (such as holding, financial leasing)).
 
III. The national registration plate 7. Each vehicle by registering it for the first time in Latvia, the national registration number awarded and issued the corresponding national registration number (hereinafter referred to as the number sign) in accordance with the national standard EN 20:2003 "National Vehicle registration number plates". More vehicles at the same time do not grant State registration number with the same combination of letters and numbers. 8. for each vehicle (except for trailers, mopeds, tricycles, quadricycles and snowmobiles) issued two identical symbols represented by number signs. 9. the number of types of CSDD marks determined according to national standard EN 20:2003 "National Vehicle registration number plates".
10. Registration of vehicle ownership, making national registration number or the number plates get lost or stolen, instead the national registration number can be selected from the CSDD Department held number plates.
11. vehicle owner can maintain national registration number to another vehicle if he of the vehicle or at the disposal of the owner of the recording of a change shall take the national registration number. During the year, the number of days from the change owner can use the national registration number to another vehicle. This time limit does not apply to individual order number. The number of characters stored, they are made of. Number of manufacturing marks shall not exceed 30 days, but, when a registration section of Riga-CSDD two working days. 12. Vehicle owner can order individual national registration number with national standard symbol combination. In this case, the owner of the vehicle shall be issued the appropriate plates. 13. the vehicle may be issued to any of the following special interest plates: 13.1. transit plates. They shall be issued for the vehicle, which is expected to leave Latvia for disposal or permanent operation in a foreign country, or the vehicle, who participate in road traffic, passing through the territory of Latvia in transit, if you come in Latvia, it is not a valid number signs. 13.2. a number of trade marks. They shall be issued only in the trading business. Trading number assignment evidenced with the trade number plates issued to the trade numbers. The number of trade mark in CSDD vehicle registration issued;

13.4. diplomatic number plates. They are issued at the request of the Ministry of Foreign Affairs. Diplomatic plates issued CSDD, Riga chapter;
13.5. the taxi number plates. They issue a vehicle that allowed passengers for hire or reward and in accordance with the regulations for the carriage of passengers by taxis must be equipped with a taxi number plates (taxi).
14. the number sign, registration of the vehicle, any chapter in CSDD can be exchanged for a new plate with the same national registration number, before ordering it. In this case, the previous number sign passes CSDD. Passed the sign must be such as can be read from all the symbols. If the plate is damaged and there is one piece, it can be exchanged, if it is possible to identify that the individual parts are from this plate. IV. identification of the vehicle or the owner of the numbered, possessor and holder 16. vehicles registered to, owned, held or controlled, but the number of registered property units: 16.1. age of majority reached the Republic of Latvia citizens and non-citizens as well as foreigners who, under immigration law authorized to enter and reside in Latvia;
16.2. a person who has reached 16 years of age, the vehicle, duly authorised to drive from 14 or 16 years of age, or such vehicle numbered Assembly;
16.3. in Latvia the registered legal entities, their affiliates, partnerships, direct or mediated administrations (hereinafter-legal person). 
17. vehicles owned can be registered and those foreign people whose location is not in Latvia, where as the holder recorded one of 16 of these regulations. persons referred to in paragraph 1, in addition to submitting evidence of holdings.

18. If the vehicle or the numbered unit, then, for joint ownership by registration as the owner of one of the shareholders, in addition to submitting a signed agreement for the partner, which results in a certificate of registration specify. A co-owner can sign the agreement of all co-owners or their authorised CSDD in the presence of the person or to submit sworn notary or other civil law person specified in article 1474 of the purported written consent of co-owners. 19. the presentation of a valid identity document or of the Republic of Latvia, driving licence, vehicle registration documents necessary to submit CSDD, signature and the registration documents and number plates receive: 19.1. the owner or possessor of the vehicle – adult natural person;
19.2. the owner or possessor of the vehicle – legal entities – authorised person by the legal person issued with stamp and signature of the person responsible for the purported power of registration of the vehicle in question;
19.3. the owner or possessor of the vehicle – legal person – the person who, on the basis of laws, statutes or regulations, acting on behalf of the legal person, confirming the application with the signature and stamp of the legal person, or a signature, if the CSDD register of companies have information about this person's signature. In this case, the person's application will also indicate your title and sign the transcript;
19.4. the owner or possessor of the vehicle – a minor – a natural person authorised person, submitting a sworn notary or other civil law of 1474. the persons mentioned in article demonstrate the power of registration of the vehicle in question;
19.5. the owner or possessor of the vehicle – a minor natural person – the guardian, showing the guardian a certificate or other document which confirms the custody;
12.2. the owner or possessor of the vehicle – natural persons – patron, presenting the certificate protector;
19.7. the vehicle manufacturer or its official representative in Latvia, who concluded a cooperation agreement on the exchange of information with the CSDD, authorised person, if the company is registered to minor natural person sold the vehicle. In this case, the authorized person shall submit to the Organization's mandate, issued, signed by the owner of the vehicle trade company authorized in the presence of the person presenting it a valid identity document or of the Republic of Latvia a driving licence;
19.8. the registration document of the vehicle specified in the holder. The disposal of the holder specified in the owner's registration and registration of Exchange document extension holder can be made by submitting a duly authenticated by the authority to the owner of this action;
12.4. the registration document of the vehicle specified in the co-owner. The disposal or transfer of co-owner can be made by written agreement of the co-owners, who signed all the co-owners or their authorised CSDD in the presence of the person or who hath sworn notary or other civil law specified in article 1474;
19.10. mortgage when workers disposed of mortgaged and not redeemed for a vehicle that is registered in the ieķīlājum vehicle register;
19.11. If the vehicle is disposed of on the basis of the performance document, sworn bailiff, by presenting a sworn bailiff's certificate, or his authorized person, submitting a sworn bailiff issued with stamp and signature of the certifying authority the registration of the vehicle;
19.12. If the vehicle is disposed of on the basis of document execution – national or local authorities, which draws on the vehicle drive for unchallenged, person in charge or the person authorised by the authority concerned with the stamp and the signature of the person responsible certifying authority;
19.13. If you change the registration document (if the error specified in the registration document of the vehicle data, that there was a technical reason) or change the damaged number plate (s): any adult natural person.

21. 22.2. registering a vehicle, that vehicle register in accordance with the provisions of 52 is or will be fixed in the vehicle identification number changes or for which an identification number has not;
22.3. at the request of the employee, if the CSDD doubts or suspicions about the inadequacy of the data;
22.4. If it wants the vehicle or numbered unit owner or beneficiary. 
23. If several vehicle registration is performed in the same day, then reinstall the Assembly number comparison is required.
24. a change in the holder's registration in cases where the certificate of the vehicle identification number shall not be necessary to provide a comparison, it may not necessarily be submitted only if the holder has determined that vehicle tracking compliance with the technical data specified in the registration document and the Assembly number comparison. 30.2. the name, surname and date of birth, if the holder is a natural person who does not have a social security number;
30.3. the name and the registration number of the establishment, if the holder is a legal person with the company registration number;
30.4. name, if the holder is a foreign legal person who does not have a business registration number;
5. name, if the holder is a direct or in direct regulatory authority.

31. the documents shall be adopted for the registration of the vehicle, if they specify data which identify the vehicle and the person. Documents adopted in Latvian language. CSDD employee has the right to request other languages of the documents notarized translation. 
 32. the disposal of the vehicle ban, ban, ban the registration take it or leave it outside the Latvian and pledge mark is registered in the register of vehicles in the following order: 32.1. disposal of the vehicle, registration or other action to ban CSDD, as well as a ban on it, or leave it outside of Latvia (hereinafter restriction), based on the application of the owner, or the law on road traffic and other officials of the statutory or judicial ruling. VII. In Latvia the previously unregistered vehicle registration procedures 37. to register the vehicle, produced in Latvia shall submit the following documents: 37.1 CSDD. applications;
37.2. certificate of the vehicle identification number for comparison;
37.3. in accordance with the Act, regulations for wheeled vehicles and their components conformity assessment – certificate of compliance stating that the motor vehicle or its trailer meets Latvia approved vehicle type, or vehicle type-approval certificate is registered or issued CSDD CSDD individual approval certificate (hereinafter Declaration of conformity);
37.4. invoice-reference (annex 7). Invoice-reference need not be given if the vehicle manufacturer recorded yourself;
37.5. If the vehicle in accordance with the law "On car and motorcycle tax" is liable to the passenger car and motorcycle tax-payment document copy (the original show). If the CSDD has information for payment of the tax, the document need not be submitted;
23.4. If the vehicle is in accordance with the law on natural resource tax "is liable to tax natural resources – for payment of the tax document copy (the original show). If the CSDD has information for payment of the tax, the document need not be submitted.
 38. From the foreign vehicle registration shall be entered in the following order: 23.7. to register the vehicle, submit the following documents: 38.1.1. applications;
38.1.2. certificate of the vehicle identification number for comparison;
38.1.3. vehicle previously registered in a foreign country, the vehicle registration document. The document, which certifies that the vehicle is scrapped or not renewable, not be regarded as a registration document. New, previously non-registered vehicle-the vehicle manufacturer or its official representative to issue a document certifying the vehicle tracking technical data. Register a new, previously unregistered vehicle and vehicle tracking technical data certificate may submit invoice-reference issued by a trading company, the official representative of the manufacturer;
38.1.4. a foreign country or a customs area of property rights issued an identity document or, if the vehicle was seized in Latvia – invoice-reference, or sworn notary or other civil law person specified in article 1474 of the purported agreement;
38.1.5. document that the vehicle into the customs territory of the European Union from a third country (a country which is not a Member State of the European Union) have designed legislation on customs matters in the order (the document is not submitted if the CSDD is already in possession of such information);
38.1.6. If the vehicle is in accordance with the law "On car and motorcycle tax" is liable to the passenger car and motorcycle tax-payment document copy (the original show). If the CSDD has information for payment of the tax, the document need not be submitted;
38.1.7. If the vehicle in accordance with the law on natural resource tax "is liable to tax natural resources, document, copy of the payment (presentation of the original). If the CSDD has information for payment of the tax, the document need not be submitted;
38.1.8. a declaration of conformity (except this rule 38.2. in the cases referred to in paragraph);
38.2. the Declaration of conformity for a vehicle registration is not required to submit: 38.2.1. vehicle first registered before 1 January 2001, the vehicle or who registered after 1 January 2001 and that the foreign registration document of the vehicle specified in the release or the vehicle model year 2000 or earlier is;
38.2.2. by 1 January 2001 the first registered passenger car, moped, motorcycle, motor tricycle or quadricycle, corresponding to the type of vehicle to which conformity assessment is carried out in accordance with the harmonized European Union requirements and demonstrates the type approval marking plates on the vehicle;
38.2.3. by 1 January 2001 for the first time in Austria, Belgium, Denmark, France, Greece, Italy, Ireland, Luxembourg, the Netherlands, Portugal, Finland, Spain, Germany, Sweden, Iceland, Liechtenstein, Norway or Switzerland previously registered passenger car, moped, motorcycle, tricycle, quadricycle, the lorry, the trailer;
38.2.4. at 30 April 2004, the Czech Republic, Estonia, Cyprus, Lithuania, Malta, Poland, Slovakia, Slovenia or Hungary first registered passenger car, moped, motorcycle, tricycle, quadricycle, the lorry, the trailer;
38.2.5. sports moped, motorcycle, tricycle, or quadricycle, which carried out the international homologated Motorcyclists Federation requirements and which is or will be registered in the Latvian Federation of licensed Motorsports athlete or a member of the Latvian Federation of Motorsports and demonstrates CSDD Vehicle inspection and certification inspection the written opinion. In this case, the certificate of registration in the "remarks" section in the "sports";

38.2.6. sports passenger car, which made the cars homologated International Federation requirements and which is or will be registered in the Latvian Automobile Federation licensed athlete or member of Latvian Automobile Federation and about the show CSDD Vehicle inspection and certification inspection the written opinion. In this case, the certificate of registration in the "remarks" section in the "sports";
38.2.7. snow motorcycle;
38.3. the vehicle shall be registered to the person who submitted the property rights supporting document designated as beneficiary;
23.9. the vehicle previously registered in a foreign country must be removed from the records in accordance with the information available to the CSDD for this country, the existing vehicle registration procedures;
38.5. the foreign number plates, with which the vehicle is imported into Latvia, passes the CSDD. If the vehicle identification number shown for comparison with foreign number plates, but when you register they are given, the application for registration shall indicate the reasons why the plates are given;
24.0. vehicle imported from abroad further disposal is permitted only after it has been registered in Latvia except if: 38.6.1. the vehicle as an item of Latvia adopted the same marketing company or other legal person registered in Latvia, which it transferred to marketing marketing company;
38.6.2. in Latvia own unregistered vehicle wants to alienate a person whose permanent place of residence or location is not in Latvia and to which the vehicle is registered in a foreign country;
24.0.38.1.3. foreign referred to in the registration document is not submitted to small vessels and mopeds, trailers if they imported from overseas, which are not in the vehicle registration by a person in addition to writing.
 
VIII. transfer of the vehicle registration procedures in the 39. Trading Company purchased the vehicle transfer is recorded in the following order: 24.3. to register the vehicle, submit the following documents: 39.1.1. applications;
39.1.2. certificate of the vehicle identification number for comparison;
39.1.3. registration certificate with a mark on the disposal and marketing and sales check;
39.1.4. invoice-reference;
24.4. the marketing company purchased the vehicle, do not register the CSDD, next to dispose prohibited;
39.3. If an invoice-reference been lost, stolen or died, the registration shall be made on the basis of the invoice issued by the trading company-reference duplicate.
40. a change in the holder of the vehicle, on the basis of mutual submission, recorded in the following order: 24.9. to register the vehicle, submit the following documents: 40.1.1. the application;
40.1.2. registration certificate;
40.2. the registration of transfers, on the basis of mutual submission, carried out when the vehicle is registered only one owner (the seizure) and this change of vehicle registration from the seizure of another person (beneficiary) and the seizure of the acquirer or the presence of the authorised persons;
40.3. the registration of transfers, on the basis of mutual submission applies only to vehicles previously registered in Latvia and intended for future operation (i.e., the recipient will be issued with a registration certificate);
40.4. If the vehicle is property of the spouses, the spouse to whom the vehicle is registered, it will transfer the registration application with your signature certifies that the other spouse is not a claim in relation to the disposal of the vehicle. 
41. the owner of the vehicle, on the basis of the contract shall be registered in the following order: 25.5. to register the vehicle, submit the following documents: 41.1.1. applications;
41.1.2. registration certificate with a mark of disposal;
41.1.3. extract from notarial activity book or law-uzrādījum order-sworn notary or other civil law 1474. persons specified in article certified agreement that is established or pārgrozīt of property rights to the vehicle;
41.2. the original of the contract is not possible, submit submit sworn notary or other civil law 1474. the persons mentioned in article show a copy of the contract or a copy of the contract (the original show).
 42. To register a change of ownership, based on the judgment of the Court, the application shall be submitted: 42.1.;
26.2. certificate of the vehicle identification number for comparison;
26.3. the registration certificate;

 43. a change in the holder of the vehicle in the case of succession are recorded in the following order: 43.1. to register the vehicle, submit the following documents: 43.1.1. applications;

43.1.3. registration certificate;
43.1.4. inheritance rights identity document (for example, heritage certificate, the judgment of the Court of probate);
43.2. the law of succession before receiving the document supporting the possible heir, presenting the heritage discovery in fact supporting documents (such as a death certificate, birth certificate, marriage certificate, will), the copies and stating this fact with the signature in the application, and submit a certificate of the vehicle identification number, collation, you can register a vehicle on your name as the possessor of the vehicle. In this case, the vehicle register holder of the vehicle to the law of succession and the identity document of the registration certificate in the "remarks" section in the "forbidden to alienate up to the approval of the law of succession". If there are several possible heirs, shall be submitted to the registration of the vehicle, the potential heirs of the agreement on which of them will be the possessor of the vehicle.  44. a change of ownership or State jurisdiction seized property sales recorded the event in the following order: 44.1. to register the vehicle, submit the following documents: 44.1.1. applications;
44.1.2. certificate of the vehicle identification number for comparison;
44.1.3. registration certificate with a mark for the disposal or for the specific issued CSDD for disposal of the vehicle. If the vehicle is not registered in Latvia, in place of the registration certificate shall be submitted by the vehicle carrying technical data in identity documents, but foreign imported vehicle – a document that the vehicle into the customs territory of the European Union from a third country (a country which is not a Member State of the European Union) have designed legislation on customs matters in the order, or the State revenue service's permission to register the vehicle. If the CSDD has information about the document is to be submitted;
44.1.4. a sworn bailiff or the public or local authorities (which draws on the vehicle drive unchallenged, performance based document) issued a document on State jurisdiction or seized property – transfer of ownership of the vehicle or of the transfer with the acquiring the marketing of property right certificate;
44.2. If in the country or jurisdiction in the seized vehicle is presented for registration vehicle tracking technical data card and there's no information in the registry of vehicles, it is prohibited to register it as a vehicle, but it allowed the numbered unit registration in accordance with the provisions of paragraph 53. In exceptional cases the decision on its registration as a vehicle can accept CSDD vehicle registration;
44.3. the jurisdiction of the State or seized foreign registered vehicle is recorded without the disposal the relevant foreign country.
 45. the change of the owner of the vehicle, on the basis of the Act concerning the legal entity owned property, the transfer of the vehicle registers in the following order: 45.1. to register the vehicle, submit the following documents: 45.1.1. applications;
45.1.2. registration certificate;
45.1.3. Act concerning the legal transfer of the vehicle belonging to the property, stating that the property rights over the winner. This document must be specified for the seizure and the name of the beneficiary (full name), address, vehicle tracking technical data, which allows you to identify the specific vehicle, and this is evidenced by the seizure of the stamp and the signature of the person responsible;

45.2. If the vehicle is not registered in addition to the seizure, submit the document confirming the seizure of property rights to the vehicle, and the certificate of the vehicle identification number for comparison;
45.3. If the vehicle is not registered in the seizure, the insurance company, which acquired the property in the vehicle, on the basis of the insurance contract due to accident – in addition to the membership, submit a document with which these property rights derived from the policy-legal or natural persons.
 46. a change in the holder of the vehicle in the event of such termination, the joint ownership is recorded in the following order: 46.1. to register the vehicle, submit the following documents: 46.1.1. applications;
46.1.2. certificate of the vehicle identification number if the vehicle comparison is not obtained directly from the seizure;
46.1.3. the registration certificate;
46.1.4. property rights certificate or, in the case of a vehicle registered to one of the joint owners, the termination of joint ownership, the co-owner of a signed agreement on the termination of joint ownership, the transfer of the vehicle to one of the joint owners. A co-owner can sign the agreement of all co-owners or their authorised CSDD in the presence of the person or to submit sworn notary or other civil law person specified in article 1474 of the purported written consent of co-owners;
28.7. If the vehicle is not registered as a joint ownership, in addition to submitting the document, certifying the acquisition of shared ownership of the vehicle.
47. To register a change of ownership of a legal person shall submit the necessary reorganisation: 29.3. applications;
47.2. a certificate of registration;
47.3. the copy of the document (the presentation of the original), which certifies the ownership of the vehicle after the reorganization.
 48. To register company (companies) in the capital invested, the owner shall submit: submission; 48.1.
48.2. the registration certificate if the vehicle is registered in Latvia, or these rules, or 38.1. paragraph 37 referred to documents if the vehicle is not registered in Latvia;
48.3. the company register certified statement of the company's capital investment vehicle, if the certificate of registration in the "Note on change of ownership" is not a certified business register marks on the vehicle-the company's share capital.
 
IX. The owner, possessor or holder of the registration data changes To a registered vehicle 49. the owner or possessor of the name, surname or name change, submit: submission of 49.1.;

52. the vehicle identification number changes are recorded in the following order: 52.1. to register the vehicle, submit the following documents: 52.1.1. applications;

52.1.3. registration certificate;
52.1.4. the police decision to register a vehicle that has been identification number changes (except when the CSDD may decide that the vehicle has been identified and the vehicle identification number changes are illegal);
52.2. the decision that the vehicle has been identified and the vehicle identification number changes are illegal, can accept the CSDD in the following cases: 52.2.1. If the vehicle taken in repairs, which is eliminated or damaged identification number or VIN is set for the numbered component, the manufacturer shall be marked and numbered, this results in a changed identification number and vehicle identification number previously shown for comparison, and the certificate issued for the vehicle identification number comparisons indicated the need for such work. 53. The numbered units recorded in the following order: 53.1. to register, submit the following numbered documents: 53.1.1. applications;
53.1.2. certificate of the vehicle identification number, collation, if the numbered unit has never been registered in Latvia or if previously registered in Latvia in a numbered identification and the registration of transfers that are not obtained directly from the seizure;

53.1.3.4. jurisdiction of the State or seized property auctions on the vehicle or the sale of the numbered unit. If the vehicle or the numbered unit is not registered in Latvia, in addition to submitting a document that numbered identification or introduction into the customs territory of the European Union from a third country (a country which is not a Member State of the European Union) have designed legislation on customs matters in the order, or the State revenue service's permission to register the numbered unit. If the CSDD has information about the document is to be submitted;
53.2. numbered identification tracking technical data and property rights of identity document need not be given if the vehicle register is the information that the numbered unit registered owner who wants to register themselves, or information that the owner wrote off a vehicle with the same numbered units, or done conversion myself-owned vehicle by installing another numbered Assembly;

54.1.6. If the vehicle is rebuilt with the vehicle in accordance with the law "On car and motorcycle tax" is liable to the passenger car and motorcycle tax-payment document copy (the original show). If the CSDD has information for payment of the tax, the document need not be submitted;
54.2. pārbūvējam to register an individual vehicle, shall provide the following documents: 54.2.1. applications;
54.2.2. certificate of the vehicle identification number for comparison;
54.2.3. not rebuilt vehicle registration certificate or these rules, or 38.1. paragraph 37 referred to documents if the vehicle is not registered in Latvia;
54.2.4. technical inspection of the vehicle (except in the case where, in accordance with the laws and regulations on vehicle technical inspection at conversions conversion is required) or rebuilt sports vehicle technical passport (presented technical passport and submit a copy of the original). Rebuilt sports vehicle registration certificate under "notes" indicates "Sport";
54.2.5. certificate of membership of the numbered unit, or any of these rules 53.1.3. documents referred to, if rebuilding results in a change in the Assembly numbered (except in the case referred to in paragraph 53.2.);
54.2.6. If the vehicle is rebuilt with the vehicle in accordance with the law "On car and motorcycle tax" is liable to the passenger car and motorcycle tax-payment document copy (the original show). If the CSDD has information for payment of the tax, the document need not be submitted;
54.3. motorcycle with sidecar, which is registered for use on the road without a sidecar is not must re-register as a motorcycle without a sidecar;
54.4. the following shall not be registered the vehicle conversion, which do not comply with the laws and regulations on vehicle conversion allowed or prohibited.
 
XI. Registration documents and number signs and exchange 55. Registration documents lost, stolen, killed or lost in place or change registration documents shall be issued in the following order: 55.1. to receive registration documents lost, stolen, or lost killed or make a change in the registration documents, submit the following documents: application 55.1.1.;
55.1.2. certificate of the vehicle identification number for comparison. Change of registration certificate, as well as a number of trade cards, the card number and the test certificates of membership of the numbered unit change, and renewal is not required to submit a certificate of the vehicle identification number for comparison;
55.1.3. the registration document (changing it). Changing the registration document shall be presented on the registration document, which you can find the form or the registration number of the document that is not one piece of damage after, but it is possible to identify that the individual parts are from this registration document;
55.1.4. police certificate of registration document theft facts or relevant institution for the registration document destruction effects of force majeure (may submit a copy of the presentation of the original). The police statement need not be given if the CSDD has information on stolen documents being in the search, or if the registration document is lost or lost in other circumstances;
55.2. to receive registration documents lost, stolen, killed or lost in space, the identity document may appear with the citizenship and Migration Board certified or the Ministry of Foreign Affairs issued a certificate of return shall provide a copy of the document;
55.3. issuing new registration documents lost, stolen, killed or lost in space, the vehicle register shall check that the previous is considered invalid. 
56. National registration number change is recorded in the following order: 56.1. to register the national registration number, submit the following documents: 56.1.1. applications;
56.1.2. registration documents;
56.1.3. number sign (-I);
56.2. If, in accordance with the procedure laid down in these provisions is required to issue, amend or renew the national registration number, and while this vehicle is done the registration by a number sign (s) to be served, or the registration number of the CSDD Exchange before the transfer of the vehicle processing company, national registration number change can be made without a number sign (s) of service. In this case, only be issued a certificate of registration with the State registration number assigned.
57. The plates lost, stolen, killed, or missing site receives as follows: 57.1. to get the plates lost, stolen, killed, or missing a site, submit the following documents: application 57.1.1.;
57.1.2. certificate of identification number comparison (except when the lost one of two number plates). 57.1.3. registration documents;
57.1.4. police certificate of number sign (s) or the fact of the theft of the body of a statement of the number sign (s) of death in cases of force majeure, the exposure (may submit a copy of the presentation of the original). The police statement need not be given if the CSDD has information about stolen number plate (s) being in the search, or if the number plate (s) lost or lost in other circumstances;
57.1.5. license number, if lost one of two number plates;
57.2. plate (s) of the loss, theft, loss of or waste of the vehicle in the case of other countries granted registration number and issue a new number (s), but becomes invalid and its corresponding national registration number to assign further prohibited;
57.3. the requirements referred to in this paragraph apply equally to vehicles registered in Latvia the old sample number plates.
 
XII. The operational vehicles, taxis and vehicles for registration 58. Operational vehicle registers in the following order: 58.1. to register the vehicle, submit the following documents: application 58.1.1.;
58.1.2. certificate of the vehicle identification number for comparison;
58.1.3. registration certificate if the vehicle is registered in Latvia, or these rules, or 38.1. paragraph 37 referred to documents if the vehicle is not registered in Latvia;
58.1.4. legislation on operational vehicles in the officer's written acknowledgement of receipt of the operational status of the vehicle. When the vehicle does not change owner (holder), but any other reason to change the registration certificate, the new certificate of registration record of the operational status of the vehicle without repeating the officials a receipt;
58.1.5. vehicle rental or leasing contract (original and copies submitted to the show), if the operational status of the assigned vehicle vehicle who is hired or taken payments.  59. to register the taxi, shall submit the following documents: 59.1. applications;
59.2. the registration certificate if the vehicle is registered in Latvia, or these rules, or 38.1. paragraph 37 above in addition to these documents, if the vehicle is not registered in Latvia;
59.3. regulations for the carriage of passengers by taxis in certain institutions in a written document issued by the taxi number plates for a particular vehicle;
59.4. plates.
 60. the vehicles for the registers in the following order: 60.1. to register the vehicle, submit the following documents: 60.1.1. applications;
60.1.2. certificate of the vehicle identification number for comparison;
60.1.3. registration certificate if the vehicle is registered in Latvia, or these rules, or 38.1. paragraph 37 above in addition to these documents, if the vehicle is not registered in Latvia;
60.1.4. law on the order in which rural areas are running mobile retail points that do not have a cash register, a written document issued by the institution of the vehicles for status;
60.2. If the vehicle is recorded as vehicles for registration certificate, under "notes" indicates "vehicles for".
 

XIII. disposal of the vehicle 61. disposal of the vehicle is a vehicle registration, which is carried out to be able to dispose of the vehicle, to be exported from the country in permanent operation in a foreign country, to stop it at the time of registration, reporting, national registration number plates, or write off. 39.3. removing the vehicle from the accounting disposal in Latvia, the ' certificate of registration marks for disposal of the vehicle ' indicates ' disposal disposal of LR. Allowed to participate in the traffic for 30 days ". This time limit may be extended by 30 days at one time, by 39.2. these provisions referred to in the document, and make the relevant entries in the registration certificate "extended for 30 days." 64.3. to the vehicle which disposed of, for the export from the Latvian participation in road traffic, make this provision, paragraph 69. 
 65. the Pledged and not redeemed for a vehicle that is registered in the ieķīlājum vehicle register, remove from the accounting disposal in Latvia in the following order: 65.1. to register the vehicle, submit the following documents: application 65.1.1.;
65.1.2. certificate of the vehicle identification number for comparison;
65.1.3. a certificate of registration. If a certificate of registration may be submitted to receive a new registration certificate to the owner name that the procedure referred to in paragraph 55, in addition to presenting the pledge contract and submit a copy of the original;
65.1.4. a copy of the contract of pledge (the presentation of the original). The pledge of rights in the case of the use of the site shall be submitted to the Treaty pledge pledge registry issued a decision notice of right of pledge registration of use;
65.2. pledged and redeem the vehicle removed from the records, if the mortgage loan is set out in the Treaty and pledge payment deadline specified in the contract that the vehicle mortgage may sell without the owner's consent for free price. 65.4. dispose of pledged and not redeemed for a vehicle registration certificate under "Note on the disposal of a vehicle ' indicates ' disposal disposal of LR. Allowed to participate in the traffic for 30 days ". 
66. the vehicle shall be removed from inventory for disposal in Latvia, based on the execution, in the following order: 66.1. to register the vehicle, submit the following documents: 66.1.1. applications;
66.1.2. a statement of the aggregate number of comparisons;
66.1.3. a certificate of registration. If the registration certificate lost or it is not possible to obtain it from the previous owner, submitted a sworn bailiff or the public or local authorities where the application draws the unchallenged to drive the vehicle. In this case, shall issue a certificate for a particular disposal of a vehicle;
66.1.4. execution or the performance of its issuer's certified copy of the document, or the sworn bailiff or the relevant State or local authorities (which draws on the vehicle drive unchallenged) issued a document that contains a reference to a specific execution;
66.2. dispose of the vehicle, on the basis of the performance document, under "certificate of registration marks for disposal of the vehicle ' indicates ' disposal disposal of LR. Allowed to participate in the traffic for 30 days ". 
 67. the vehicle shall be removed from the accounting for retirement in the following order: 67.1. to register the vehicle, submit the following documents: application 67.1.1.;
67.1.2. the registration certificate;
67.1.3. plates;
67.1.4. property rights certificate, if the certificate of registration contains the previous owner;
67.1.5. certificate of destruction of passenger car, freight car with up to 3500 kg laden weight, the tricycle and quadricycle. Not be required to provide a certificate of destruction when the vehicle is destroyed, died or for other reasons the vehicle put the processing undertaking is not possible and this fact has been submitted to the card;
67.2. a vehicle or vehicle scrap, which issued a certificate of destruction, to participate in road traffic is prohibited;
67.3. scrapped vehicle, or a vehicle for which a certificate of destruction is issued, registered as vehicle prohibited;
41.9. If the vehicle owner disposal or processing of another company to the State registration number of the vehicle to maintain the registration of the other vehicle, first take the national registration number change this provision 56.2. referred to in subparagraph;
67.5. removing the vehicle from the accounting write-off or later, the vehicle owner can receive a certificate of membership of the numbered unit or register numbered units belonging to another vehicle;
67.6. If a certificate of registration or license plate (s) has been lost, stolen, lost or broken, the owner, removing the vehicle from the inventory write-off, this fact shall be stated in the application. Additional markup in the application shall not be made if the number plate (s) are not issued those rules in 56.2 in that order. In this case, the registration certificate and plates should not be renewed.
68. the vehicle shall be removed from the records it on time cessation of registration, transfer of number plates, as follows: 68.1. to register the vehicle, submit the following documents: 68.1.1. applications;
68.1.2. the registration certificate;
68.1.3. number sign (-I). If the number (s) can not be transferred, vehicle number plates shall restore the rules of the order referred to in subparagraph 56.2. but if the registration certificate shows the previous owner while registration of transfers must be carried out;

68.2. removing the vehicle from the termination of the registration records for a period of time, the transfer of number plates, registration certificates under "Note on the disposal of a vehicle" indicates "vehicle registration suspended for a while. Pass the plate. Prohibited to participate in road traffic ";
68.3. removing the vehicle from the termination of the registration records for a period of time, the transfer of number plates, are deprived of the right to participate in road traffic;
68.4. for vehicle registration suspended for a time, used for road traffic, register it again, changing the registration certificate;
68.5. stopping at the time of registration of the vehicle, the plate is kept in the CSDD Department one year from the date of the termination of the registration. This period before its end one time may be extended by a year, submitting an application and a certificate of registration. In this case, the certificate of registration under the "mark for vehicle disposal" indicated "number saving marks extended to ….";
68.6. If the vehicle number plates specified retention period in the same register CSDD Department may get passed in plates;
68.7. If the vehicle is registered by number marks the storage period or in another chapter, CSDD may receive the same registration number, the preparation of a number sign (-I), or take the national registration number. Number sign (s) of manufacture shall not exceed 30 days, but, when a registration section of Riga-CSDD two working days;
68.8. vehicle registration suspended for a time, to leave Latvia. This vehicle is exported to Latvia, in paragraph 64 of these rules.
 
XIV. Vehicle registration special cases 69. Vehicle registration, issuing transit plates, in the following order: 69.1. to register a vehicle, a vehicle registered in Latvia presented a certificate of registration with a check mark on the disposal for export from Latvia, and also submit the following documents: application 69.1.1.;
69.1.2. certificate of the vehicle identification number for comparison;
69.1.3. property rights supporting document copy (the original show), if the registration certificate shows the previous owner;
EB 69.2. to register the vehicle, when the vehicle is not registered in Latvia shall submit the following documents: application 69.2.1.;
69.2.2. certificate of the vehicle identification number for comparison;
69.2.3. copy of the document (the original show), certifying the vehicle tracking technical data;
69.2.4. property rights supporting document copy (the original show), if the document certifying the vehicle tracking technical data shows the previous owner;
69.3. transit number marks the expiry period is 30 days. This time limit is indicated on the transit number card;
69.4. If the vehicle is not removed in time limit from the country, after a number of comparison the number of transit signs, may be extended once for a set time-limit of 30 days, issued a number of new transit card. 
70. From the foreign countries temporarily imported vehicle registered in Latvia in the following order: 70.1. to register the vehicle, submit the following documents: application 70.1.1.;
70.1.2. certificate of the vehicle identification number for comparison;
70.1.3. foreign registration document or new, previously non-registered vehicle-the vehicle manufacturer or its official representative to issue a document certifying the vehicle tracking technical data;
70.1.4. property or possession of formal rights-the person who brought the vehicle that is not registered to that person;
70.1.5. document that the vehicle into the customs territory of the European Union from a third country (a country which is not a Member State of the European Union) have designed legislation on customs matters in the order (the document is not submitted if the CSDD is already in possession of such information);
70.1.6. in the case of holdings of the lease agreement or use of the vehicle the power to copy (the original show). If the registered keeper of the vehicle abroad is a person whose normal place of residence is in Latvia, the mandate to use physical person-owned vehicle is a Chartered civil law notary or other persons mentioned in article 1474. The authority to apply a legal person belonging to the vehicle can attest to the owner;
70.1.7. number plates (if any);
70.2. temporarily registered vehicles: 70.2.1. which is or will be registered in foreign countries and imported to Latvia, without the intention to register in Latvia permanently. In this case, the certificate of registration under the "notes" indicates "Imported for";
70.2.2. where registration for a period not exceeding six months, require a conformity assessment procedure is complete, in addition to submitting the CSDD Vehicle inspection and certification inspection following registration reasonableness opinions. Sections of the registration certificate shall bear the following information: 1. the "registration number" – national registration number of the vehicle.
