Cabinet of Ministers Regulations No. 375, 2004 in Riga 20 April (pr. No 23, § 75) rules on midwife staff and supporting documents recognised by applying a special system for the recognition of professional qualifications issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" in article 36, paragraph 5, and article 54 in the first part of rule 1 defines the results obtained abroad midwife staff and supporting documents (hereinafter referred to as the midwives qualifications), which recognises the application of the special system for the recognition of professional qualifications, the and duration of professional experience and type of cases in which the special system for the recognition of professional qualifications, if the midwife qualifications acquired abroad document partially comply with the laws and regulations of education programmes set out the minimum requirements for the acquisition of professional qualifications as a midwife.
2. in applying a special system for the recognition of professional qualifications, recognised in the Member States of the European Union, European economic area countries and other countries that the Republic of Latvia in accordance with binding international treaties are laid down by the Member States of the European Union the right to the recognition of professional qualifications, qualifications of midwives issued documents (annex) that meets the following requirements: UR2.1.tie has been recognised in the European Union;
UR2.2.tie comply with the laws and regulations of education laid down the minimum requirements for the midwife professional qualification;
UR2.3.tie issued: 2.3.1. the Republic of Austria, from 1 January 1994;
2.3.2. The Kingdom of Belgium, from 23 January 1983;
2.3.3. In the Czech Republic, from 1 May 2004;
2.3.4. The Kingdom of Denmark – from 23 January 1983;
2.3.5. the French Republic, from 23 January 1983;
2.3.6. The Hellenic Republic, from 23 January 1983;
2.3.7. in the Republic of Estonia, from 1 May 2004;
2.3.8. The Republic of Ireland, from 23 January 1983;
2.3.9. the Republic of Iceland, from 1 January 1994;
2.3.10. the Italian Republic, from 23 January 1983;
2.3.11. The Republic of Cyprus as from 1 May 2004;
2.3.12. The United Kingdom of Great Britain and Northern Ireland, from 23 January 1983;
2.3.13. The Republic of Lithuania, from 1 May 2004;
2.3.14. The Grand Duchy of Luxembourg, from 23 January 1983;
2.3.15. Republic of Malta – from 1 May 2004;

2.3.26. The Federal Republic of Germany, from 23 January 1983, except for the German Democratic Republic issued staff and supporting documents that are part of the Republic of Latvia legislation educational program set out the minimum requirements;
2.3.27. The Kingdom of Sweden, from 1 January 1994;
2.4.ar them a certified education meets one of the following conditions: 2.4.1.ne less than three years ' full-time midwife education program, which admits people with completed secondary education and the right to join a university or higher education institution;
2.4.2.ne less than three years ' full-time midwife education program, which admits people with completed secondary education, which gives the right to enter a university or higher education institution, supplemented by two years of professional practice, which finally issued a certificate stating that the person, after a midwife training has successfully worked as a surgeon in a hospital or other health care institution for this purpose;
2.4.3.ne less than two years or 3600 hours full-time midwife educational program that takes the person after the general nursing education programs and learning at the conclusion of which the issue of nurses responsible for general care qualifications recognised in the European Union;
2.4.4.ne less than 18 months or 3000 hours of full-time midwife educational program that takes the person after a nurse responsible for general care education programs take that final issue of nurses responsible for general care qualifications recognised in the European Union, and supplemented with one year's professional practice, which in the end shall issue a certificate attesting that the person, after a midwife training has successfully worked as a surgeon in a hospital or other health care institution for this purpose;
UR2.5.tie gives you the right to use such a relevant country specific professional title: 2.5.1. The Republic of Austria: Hebamm;

2.5.7. in the Republic of Estonia: Ämmaemand;
2.5.8. in the Republic of Ireland: midwif;
2.5.9. the Republic of Iceland: ljósmóðir;
2.5.10. the Italian Republic: ostetric;
2.5.11. the Republic of Cyprus: Εγγεγραμμένη Μαία;
2.5.12. The United Kingdom of Great Britain and Northern Ireland: midwif;

2.5.25. the Swiss Confederation: Sage-Femme, Hebamm or levatric;
2.5.26. in the Republic of Hungary: Szülésznő;
2.5.27. The Federal Republic of Germany: Hebamm or Entbindungspfleger;
2.5.28. Kingdom of Sweden: barnmorsk.

3. This provision 2.5. countries referred to by this provision 2.3. date referred to the midwife qualifications issued documents giving the right to use the corresponding professional title professional transaction midwife profession and meet one of the provisions referred to in point 2.4 requirements for professional qualifications as a midwife, but not necessarily in the annex to these provisions, the special system for the recognition of professional qualifications, if they are connected to the home country competent authority issued the document stating that the person has acquired the necessary education to carry out professional activities, using the corresponding professional title and qualification documents midwife is recognised as equivalent to that referred to in paragraph 2 of the rules.
4. before the provisions referred to in point 2.3 date of midwife qualifications issued documents that this rule 2.5 in these countries gives the right to use the corresponding professional title of professional midwife profession and the transaction is recognised in the European Union, the special system for the recognition of professional qualifications, if they meet one of the provisions referred to in point 2.4 requirements midwife professional qualification and if they are accompanied by the competent institution of that State-issued document certifying that the person is not less than two years of professional experience in the profession of midwife in the five years prior to the date of issue of this document.
5. before the provisions referred to in point 2.3 of the date the country concerned (with the exception of the Republic of Poland) midwife qualifications issued documents giving the right to use the corresponding professional title professional midwife profession activities and partially meet one of the provisions referred to in point 2.4 requirements midwife professional qualification, apply a special system for the recognition of professional qualifications, if they are accompanied by the competent institution of that State the document attesting that person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of this document.
6. before the provisions referred to in point 2.3 date of the Republic of Poland issued the qualification document for a midwife shall apply a special system for the recognition of professional qualifications, if the midwife education and professional qualifications: Graduate 6.1 acknowledge issued Bachelor's diploma of midwife training program (the położnictw of dyplom licencjata) and competent bodies of the Republic of Poland issued the document which certifies that the person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of the document;
6.2. medical professional education diploma issued by a training program which is required for the initiation of secondary school (dyplom położnej) and competent bodies of the Republic of Poland issued the document which certifies that the person is not less than five years of continuous professional experience in the profession of midwife seven years prior to the date of issue of this document.
7. the German Democratic Republic in the territory of the midwife qualifications issued documents giving the right to use the corresponding professional title professional transaction midwife profession and partly comply with the laws and regulations of education programmes set out the minimum requirements for the acquisition of professional qualifications as a midwife, apply a special system for the recognition of professional qualifications: UR7.1.tie declares that education is started before German unification;
7.2. those are added to the Federal Republic of Germany issued by the competent institution, a document certifying that such midwife qualifications are recognised throughout the territory of the Federal Republic of Germany under the same conditions as those provisions referred to in paragraph 2 of document qualifications as a midwife, and the competent institution issued the document which certifies that the person to whom they are issued, has taken a professional midwife and has not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of this document.
8. the German Democratic Republic in the territory of the midwife qualifications issued documents giving the right to use the corresponding professional title professional midwife profession activities and comply with the laws and regulations of education programmes set out the minimum requirements for the acquisition of professional qualifications as a midwife, apply a special system for the recognition of professional qualifications: UR8.1.tie declares that education is started before German unification;
8.2. they are accompanied by the Federal Republic of Germany issued by the competent institution, a document certifying that such midwife qualifications are recognised throughout the territory of the Federal Republic of Germany under the same conditions as those provisions referred to in paragraph 2 of document qualifications as a midwife, and the competent institution issued the document which certifies that the person has taken the midwife profession of not less than two years in the five years prior to the date of issue of this document.
9. the midwife qualifications documents issued to a person whose home State is the Principality of Liechtenstein, the special system for the recognition of professional qualifications, if they are added to the competent authorities of the Principality of Liechtenstein of the document which certifies that the person has acquired practical training necessary for the activity of professional midwife profession in the Principality of Liechtenstein.
10. The special system for the recognition of professional qualifications, for example a midwife qualifications to obtain, if education is launched or are derived:

10.1. up to 1993 January 1 – Socialist Republic of Czechoslovakia and of the Czech Republic added the competent authority issued the document or documents proving that its territory following a midwife qualifications documents have the same legal meaning as the Czech Republic midwife qualifications issued documents, which give the right to carry out professional activities using this rule 2.5. professional title referred to, and the person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of the document;
10.2. to 20 august 1991, the Union of Soviet Socialist Republics, and they have added to the competent authorities of the Republic of Estonia issued the document or documents proving that its territory following a midwife qualifications documents have the same legal significance as in the Republic of Estonia, the midwife qualifications issued documents, which give the right to carry out professional activities using this rule 2.5. professional title referred to, and the person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of the document;
10.3. until 11 March 1990, the Union of Soviet Socialist Republics, and they have added to the competent authorities of Lithuania issued the document or documents proving that its territory the following qualifications as a midwife documents have the same legal significance as in the Republic of Lithuania issued the qualification document for a midwife, which gives the right to carry out professional activities using this rule 2.5. professional title referred to, and the person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of the document;
10.4. until 1 January 1993 – Socialist Republic of Czechoslovakia and have added to the competent institution of the Slovak Republic issued the document or documents proving that its territory following a midwife qualifications documents have the same legal meaning as the Slovak Republic midwife qualifications issued documents, which give the right to carry out professional activities using this rule 2.5. professional title referred to, and the person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of the document;
10.5. until 25 June 1991, the Federal Republic of Yugoslavia and the Republic of Slovenia is added to the competent authority issued the document or documents proving that its territory following a midwife qualifications documents have the same legal significance as in the Republic of Slovenia issued the qualification document for a midwife, which gives the right to carry out professional activities using this rule 2.5. professional title referred to, and the person is not less than three years of continuous professional experience in the profession of midwife within five years prior to the date of issue of this document.
Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 21 January 1980 of Directive 80/154/EEC concerning the mutual recognition of diplomas, certificates and other evidence of formal qualifications in midwifery and measures to promote the right of establishment, as well as the effective exercise of freedom of establishment and freedom to provide services;
2) the European Community, the European Parliament and of the Council of 14 May 2001, Directive 2001/19/EC, amending Council Directive 89/48/EEC and Council Directive 92/51/EEC on a general system for the recognition of professional qualifications and Council directives 77/452/EEC, Council Directive 77/453/EEC, Council Directive 78/686/EEC, Council Directive 78/687/EEC, Council Directive 78/1026/EEC , Council Directive 78/1027/EEC, Council Directive 80/154/EEC, Council Directive 80/155/EEC, Council Directive 85/384/EEC, Council Directive 85/432/EEC, Council Directive 85/433/EEC and in Council Directive 93/16/EEC concerning the general care nurse, practicing dentist, veterinarian, veterinary surgeons, midwives, architects, pharmacists and doctors in the profession (text with EEA relevance).
