Cabinet of Ministers Regulations No. 370 in Riga 2004 20 April (pr. No 23, 69) rules on medical education and professional qualifications in the supporting documents recognised by applying a special system for the recognition of professional qualifications issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" in article 36, paragraph 5, and article 54 the first part i. General provisions 1 the question determines: 1.1. obtained a foreign physician education supporting documents and doctors ' professional qualification supporting documents the rules referred to in annex 3 the doctor's profession in the substantive field , apakšspecialitāt, or papildspecialitāt (hereinafter referred to as the doctor's qualifications), which recognises the application of the special system for the recognition of professional qualifications;
1.2. the duration of professional experience and type of cases in which the special system for the recognition of professional qualifications obtained abroad, if the physician education and formal qualifications of doctor partially comply with the laws and regulations of education programmes set out minimum requirements for medical professional qualification in the Republic of Latvia established a medical profession substantive field, apakšspecialitāt or papildspecialitāt.
II. Medical education supporting documents recognised by applying a special system for the recognition of professional qualifications, 2. 3. 4. before the provisions referred to in paragraph 2, the date the physician education issued supporting documents or set that in paragraph 2 of this rule in these countries acknowledge the right of any person to carry out professional activities in the doctor's profession, apply a special system for the recognition of professional qualifications, if they comply with the laws and regulations of education programmes set out minimum requirements for medical professional qualification.
5. before the provisions referred to in paragraph 2, the date the physician education issued supporting documents or set that in paragraph 2 of this rule in these countries acknowledge the right of any person to carry out professional activities in the doctor's profession and partly comply with the laws and regulations of education programmes set out minimum requirements for medical professional qualification, apply a special system for the recognition of professional qualifications, if they are accompanied by the competent institution of that State-issued document stating that the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the country in the last five years prior to the date of issue of this document.
6. The territory of the Democratic Republic of Germany in education issued documents proving the right to pursue the professional activities of doctor's profession and partly comply with the laws and regulations of education programmes set out minimum requirements for medical professional qualification, apply a special system for the recognition of professional qualifications: 6.1 with the certified training is initiated before 3 October 1989;
6.2. they are accompanied by the Federal Republic of Germany issued by the competent institution, the document which certifies that the following formal education is recognized throughout the territory of the Federal Republic of Germany under the same conditions as those referred to in paragraph 2, the provisions of the education supporting documents, and the Federal Republic of Germany issued by the competent institution, the document which certifies that the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the country in the last five years prior to the date of issue of this document.
7. The special system for the recognition of professional qualifications applied to physician education supporting documents if their education is to obtain progress or they are obtained: 7.1 until 1993. January 1: the Socialist Republic of Czechoslovakia and of the Czech Republic added the competent authority issued the document or documents proving that its territory following formal education has the same legal meaning as the Czech Republic issued physician education supporting documents that gives the right to carry out professional activities in the doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
7.2. to 20 august 1991, the Union of Soviet Socialist Republics, and they have added to the competent authorities of the Republic of Estonia issued the document or documents proving that its territory following formal education has the same legal meaning as issued in the Republic of Estonia, the physician education supporting documents, the right to pursue the professional activities of doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
7.3. to 11 March 1990, the Union of Soviet Socialist Republics, and they have added to the competent authorities of the Republic of Lithuania issued the document or documents proving that its territory following formal education has the same legal meaning as in the Republic of Lithuania issued physician education supporting documents certifying the right to independent professional medical profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;

7.4. to 1 January 1993, the Socialist Republic of Czechoslovakia and have added to the competent institution of the Slovak Republic issued the document or documents proving that its territory following formal education has the same legal meaning as the Slovak Republic issued physician education supporting documents, the right to pursue the professional activities of doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
7.5. until 25 June 1991, the Federal Republic of Yugoslavia and the Republic of Slovenia is added to the competent authority issued the document or documents proving that its territory following formal education has the same legal meaning as a doctor issued in the Republic of Slovenia education supporting documents, which give the right to carry out professional activities in the doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of this document.
III. Medical qualifications that are recognised by applying a special system for the recognition of professional qualifications by applying special 8 system for the recognition of professional qualifications, recognised this provision set out in annex 2 of the medical qualification documents that it will be issuing country the right to pursue the professional activities of doctor's profession in these rules referred to in annex 3, apakšpecialitāt and papildspecialitāt in the substantive field and meet the following requirements: 8.1 recognised in the European Union;

8.3.3. Czech Republic — from 1 May 2004;
8.3.4. The Kingdom of Denmark, of 20 December 1976;
8.3.5. the French Republic, from December 20, 1976;
8.3.6. The Hellenic Republic — from 1 January 1981;
8.3.7. The Republic of Estonia, from 1 May 2004;
8.3.8. The Republic of Ireland, from 20 December 1976;
8.3.9. the Republic of Iceland, from 1 January 1994;
8.3.10. the Italian Republic, from December 20, 1976;
8.3.11. the Republic of Cyprus, from 1 May 2004;
8.3.12. The United Kingdom of Great Britain and Northern Ireland, from 20 December 1976;
8.3.13. Republic of Lithuania — from 1 May 2004;
8.3.14. The Grand Duchy of Luxembourg, from 20 December 1976;
8.3.15. The Republic of Malta, from 1 May 2004;

8.3.24. the Swiss Confederation — from June 1, 2002;
8.3.25. The Republic of Hungary, from 1 May 2004;
8.3.26. In the Federal Republic of Germany, from 20 December 1976, except in the German Democratic Republic issued professional qualification supporting documents partially comply with the laws and regulations of education programmes set out minimum requirements for medical professional qualification;
8.3.27. the Kingdom of Sweden, from 1 January 1994.
9. The Member States of the European Union, European economic area countries and other countries that the Republic of Latvia in accordance with binding international agreements are defined in the law of the Member States of the European Union in the field of recognition of professional qualifications, the provisions of paragraph 8, after the said date in the doctor's qualification issued documents these rules referred to in annex 3, apakšpecialitāt and papildspecialitāt in the substantive field, attesting to the person's right to pursue the professional activities of doctor's profession and comply with the laws and regulations of education programmes set out minimum requirements for medical qualification apply a special system for the recognition of professional qualifications, if they are accompanied by the competent institution of that State the document attesting that the person to whom they are issued, has the professional qualifications required to perform the medical professional, and the following documents are recognised as equivalent to the provisions of paragraph 8 of the professional qualifications listed in supporting documents.
10. before the provisions referred to in paragraph 8 date issued a medical qualification documents these rules referred to in annex 3 substantive field, and papildspecialitāt apakšpecialitāt, that in paragraph 2 of this rule in these countries acknowledge the right of any person to carry out professional activities in the doctor's profession, apply a special system for the recognition of professional qualifications, if they comply with the laws and regulations of education programmes set out minimum requirements for medical professional qualification.
11. before the provisions referred to in paragraph 8 date issued a medical qualification documents these rules referred to in annex 3 substantive field, and papildspecialitāt apakšpecialitāt, that the Member States of the European Union, European economic area countries and other countries that the Republic of Latvia in accordance with binding international agreements are defined in the law of the Member States of the European Union in the field of recognition of professional qualifications, certifying a person's right to pursue the professional activities of doctor's profession and partly comply with the laws and regulations of education programmes set out minimum requirements for medical qualification apply a special system for the recognition of professional qualifications, if they are connected to the home country competent authority issued the document which certifies that the person to whom they are issued, is two times the period professional experience in medical profession in that country than the missing doctor, the duration of education qualification, compared with the laws of the Republic of Latvia the provisions laid down in the curriculum requirements for the doctor's qualification.
12. If the rules referred to in paragraph 11 education and qualifications in Latvia at the time of the issue of the appropriate medical qualification minimum educational duration has been set shorter than the currently existing laws of the Republic of Latvia, the education programme minimum requirements for doctor's qualification, then the necessary duration of professional experience shall be determined by comparison with the education provided at that time.
13. before 1 January 1995, the Kingdom of Spain issued a medical qualification documents these rules referred to in annex 3 substantive field, and papildspecialitāt in apakšpecialitāt in the Kingdom of Spain declares a person's right to carry out professional activities in the medical profession and in part with the laws of the Republic of Latvia the provisions laid down in the curriculum requirements for the doctor's qualification, apply a special system for the recognition of professional qualifications, if they are added to the competent authorities of the Kingdom of Spain issued the document stating that the person to whom they are issued, has passed the examination of professional qualification in accordance with the conditions laid down in the Royal Decree 1497/99, in order to check the person's knowledge and skill level of compliance to be issued by this provision referred to in paragraph 8, the professional qualifications of doctors supporting documents.
14. the German Democratic Republic in the territory issued a medical qualification documents this provision in substantive field referred to in annex 3, and papildspecialitāt, apakšpecialitāt the right to pursue the professional activities of doctor's profession, but do not comply with the laws and regulations of education laid down the minimum requirements for the doctor's qualification, apply a special system for the recognition of professional qualifications if: 14.1 with the certified training is initiated before 3 April 1992;

14.2. they are accompanied by the Federal Republic of Germany issued by the competent institution, the document which certifies that the following professional qualifications certificates are recognized throughout the territory of the Federal Republic of Germany as equivalent to this provision in paragraph 8 the professional qualifications listed in supporting documents, and the Federal Republic of Germany issued by the competent institution, the document which certifies that the person to whom they are issued, is two times the period professional experience in medical profession in that country than the missing doctor, the duration of the education qualification compared to the laws of the Republic of Latvia the provisions laid down in the curriculum requirements for the doctor's qualification.
15. Member States of the European Union, European economic area countries and other countries that the Republic of Latvia in accordance with binding international agreements are defined in the law of the Member States of the European Union in the field of recognition of professional qualifications, certifications, training and qualifications of doctors supporting documents or set of family (general practice) doctor's specialty is recognised applying the special system for the recognition of professional qualifications if: they attest 15.1. not less than three years of learning program family (general practice) doctor's specialty after medical evidence of professional qualifications of mining These provisions are listed in annex 2 and issued, starting with January 1, 2006;
15.2. they attest not less than two years learning program family (general practice) doctor's specialty at the doctor's professional qualification certificate, referred to in this provision in annex 2 and picked up on January 1, 2006, if education, subject to the provisions of the acts referred to in annex 2, includes one year's practical training in a recognised institution for this purpose (a hospital or clinic that has the necessary equipment and which provides services to families (general practice) medicine , or at a family (general practice) doctor, or body set up for this purpose, in which workers doctors family doctor services);
15.3. the provisions referred to in chapter II, the physician's professional qualification supporting documents are attached to your home country competent authority issued the document which certifies that the person to whom they are issued, has acquired the coaching family (general practice) doctor's specialty, which meet the following conditions: 15.3.1. practical training is a family physician in practice for this purpose of medical teaching recognised person;
15.3.2. practical training duration is not less than three years, and it is at least two times greater than the difference between this rule 15.1. referred to the duration of the programme, and this rule 15.2. referred to the duration of the programme;
15.3.3. It includes a training period for this purpose recognised institutions (a hospital or clinic that has the necessary equipment and which provides services to families (general practice), or at the family medicine (general practice), or specifically created institution in which workers doctors family doctor services), if the training period is initiated after 1 January 1995, and each of them lasts not less than six months.
16. Rule 15.2. subparagraph shall apply only to those Member States of the European Union, European economic area countries and other countries issued the professional qualifications of the family (general practice) doctor's specialty in the supporting documents, which the Republic of Latvia in accordance with binding international agreements are defined in the law of the Member States of the European Union in the field of recognition of professional qualifications and in which up to 1 January 2001 has established that the following documents be issued for at least two years of learning program family (general practice) doctor's specialty.
17. The special system for the recognition of professional qualifications shall apply to the professional qualifications of the doctors notes, if education is launched to obtain them or they are obtained: 17.1. until 1993. January 1: the Socialist Republic of Czechoslovakia and of the Czech Republic added the competent authority issued the document or documents proving that its territory following professional qualification supporting documents have the same legal significance as in the Czech Republic issued a medical professional qualification supporting documents that gives the right to carry out professional activities in the doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
17.2. to 20 august 1991, the Union of Soviet Socialist Republics, and they have added to the competent authorities of the Republic of Estonia issued the document or documents proving that its territory following professional qualification supporting documents have the same legal meaning as issued in the Republic of Estonia, the doctor's professional qualification supporting documents, the right to pursue the professional activities of doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
17.3. until 11 March 1990, the Union of Soviet Socialist Republics, and they have added to the competent authorities of the Republic of Lithuania issued the document or documents proving that its territory following professional qualification supporting documents have the same legal significance as in the Republic of Lithuania issued a medical professional qualification supporting documents certifying the right to independent professional medical profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
17.4. to 1 January 1993, the Socialist Republic of Czechoslovakia and have added to the competent institution of the Slovak Republic issued the document or documents proving that its territory following professional qualification supporting documents have the same legal meaning as the Slovak Republic issued a medical professional qualification supporting documents, the right to pursue the professional activities of doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of the document;
17.5. to 25 June 1991, the Federal Republic of Yugoslavia and the Republic of Slovenia is added to the competent authority issued the document or documents proving that its territory following professional qualification supporting documents have the same legal significance as in the Republic of Slovenia issued a medical professional qualification supporting documents, which give the right to carry out professional activities in the doctor's profession, and the person to whom they are issued, is not less than three years of continuous professional experience in the medical profession in the five years prior to the date of issue of this document.
18. Medical qualification documents issued by the person whose home State is the Principality of Liechtenstein, the special system for the recognition of professional qualifications, if they are added to the competent authorities of the Principality of Liechtenstein of the document which certifies that the person has acquired practical training necessary to perform professional activities in the Principality of Liechtenstein of a doctor.
