Riga City Council Regulation No 52 in Riga, 11 May 2004 (pr. No. 120, § 10.) the provisions concerning municipal guarantee student loans and student loan receipt Issued in accordance with the laws of the Republic of Latvia "on municipal budgets" article 26, fourth paragraph, of the Republic of Latvia Cabinet of Ministers Regulations No. 220 29.05.2001. 1.3. 1.4. The guarantee is issued to Bachelor, master or higher professional education. Study on credit guarantee provides the student with specific training. Full time learners can get bonding and student loans and student loan. Part time learners can receive only guarantee student loans.
1.5. The guarantee shall be issued on the basis of the decision of the Riga City Council and the guarantee agreement (hereinafter the agreement), concluded the President of the Riga City Council and the student. 2.1.3. the statement from social services in the territory of which the person declared his place of residence, on compliance with the Riga City Council defined the disadvantaged families (persons) status (issued not earlier than one month before the application for bail receipt);
2.1.4. proof that a student loan borrower is not 1 and 2 degree relatives (parents, brothers, sisters) or other natural persons that can give a guarantee, and that credit to the borrower or his descendant relatives not real estate, which could be a credit security;
2.1.5. a certificate from the graduate school for the study of the facts and grades, as well as approval for the right to take credit;
2.1.6. the agreement (if any) with employers about job security after graduation.
2.2. the priority for the guarantee is given to the student: 2.2.1. who has entered into an agreement with employers on job security after the completion of studies;
2.2.2. what field of study associated with the city of Riga in certain priority sectors of development.
2.3. the application with attached documents are accepted in the Riga City Council Student loan guarantee Commission (hereinafter the Commission) to the Secretariat.
2.4. A learner can be invited to the meeting of the Commission or of the Riga City Council meeting, which will be addressed the question of the provision of the guarantee. The Commission and the Riga City Council members have the right to ask the student questions, related to the provision of guarantee and credit.
2.5. After the positive decision of the Riga City Council the student is invited to the Finance Department of the Riga City Council, for the preparation of an agreement between the Riga City Council and the student receiving the guarantee. The agreement signed by the student and Chairman of the Riga City Council.
2.6. After the conclusion of the agreement in the financial Department of the Riga City Council shall draw up the contract of guarantee with a specific credit institution; signed by an authorized representative of the credit institution and the Chairman of the Riga City Council.
2.7. A refusal to provide a guarantee to notify the student in writing to the Latvian administrative procedure law, stating that the procedure for appeals against decisions.
3. Students of the Riga City Council credit guarantee Commission 3.1. Commission shall consist of four members, two of which — from the Finance Department of the Riga City Council, one from Riga City Council education, youth and Sports Department, one from the Welfare Department of the Riga City Council, and the Secretary of the Commission. The Commission, set up by order of the President of the Riga City Council.
3.2. the Commission's main task is to assess the student received the applications and accompanying documents for receiving the credit guarantee and to prepare an opinion on the credit guarantees.
3.3. The Commission shall examine the application and the accompanying student documents within 10 days, prepare a draft decision of the Riga City Council on the provision of the guarantee and the Riga City Council be referred to the social issues Committee of the Riga City Council education, youth and Sports Committee and the Finance Committee of the Riga City Council; then assumes a corresponding decision of the Riga City Council meeting.
3.4. If a student submitted the application which is not accompanied by all required documents, the Commission has the right to determine the term failures by notifying the student. If the student has not submitted within the time limit set by the documents requested, the Commission is entitled to declare that the guarantee application is left without examination.
4. Enforcement control 4.1 controlling the implementation of provisions of the Riga City Council Finance Committee.
4.2. The Finance Department of the Riga City Council is responsible for the contract of guarantee inclusion in the Riga City Council on loans, guarantee and warranty register, as well as the provision of information in the municipal loan and guarantee control and monitoring to the Council on the provision of the guarantee in accordance with the Republic of Latvia Cabinet of Ministers Regulation No 543 17.12.2002. "regulations on local government borrowing and guarantees".
4.3. the guarantee contracts concluded For the Riga City Council Finance Department shall inform the Welfare Department of the Riga City Council and the education, youth and Sports Department.
