Cabinet of Ministers Regulations No. 578 in Riga on 6 July 2004 (pr. No 41, § 7) amendments to the Cabinet of Ministers of 16 December 2003 No. 727 "the terms of the order in which the State budget plan the resources of the structural funds of the European Union for the implementation of projects co-financed payments issued under Cabinet installations of article 14 of the law in the first part of paragraph 3 to make a Cabinet of 16 December 2003, the Regulation No 727" the order in which the State budget plan the funds the European Union structural funds co-financed projects and payments "(Latvian journal , 2003, no. 183) the following amendments: 1. Replace the name, as well as rules 1., 2., 3., 4., 5., 12, 13, 15, 24, 35 and 40 ' co-financed projects "(fold) with the words" the funded projects "(fold).
2. Replace the text of the provisions, the word "intermediate" (fold) with the words "second tier" intermediate "(fold).
3. Replace the 5, 8 and 18, the word "help" with the words "structural funds".
4. Make 30, 31 and 32 as follows: "30. If the beneficiary of the structural funds is a Ministry (Government body): 30.1. it payments contractors made from funds provided for in the budget of the Ministry as the State budget funding for the implementation of the project. Ministry (Government body) prepares a payment order, indicating the economic budget of the classification code according to the order of the Ministry of Finance on economic classifications of expenditure of the budget, and submit them to the Treasury;
30.2. the structural funds the request for co-financing of the European Union shall be submitted to the second level intermediate in these rules referred to in paragraph 29 of the contract within the time limits and procedures;
30.3. the second level intermediate structural funds submitted by the appearance of the request, prepare a payment order for transfer of funds to the Ministry of the structural funds (Government body), indicating the economic budget of the classification code, and submit them to the Treasury. If the Ministry has received a grant from the national budget for the implementation of the project, the second level intermediate prepares a payment order for transfer of funds to the State budget revenue expenses made.
31. If the beneficiary is the structural funds authorities: 31.1. it charges work out from the local artist;
31.2. the structural funds the request for co-financing of the European Union and the State budget allocations, the transfer shall be submitted to the second level intermediate in these rules referred to in paragraph 29 of the contract within the time limits and procedures;
31.3. the second level intermediate structural funds submitted by the appearance and/or State budget grants the request, prepares a payment order for the structural funds and/or grants to local authorities, giving transfer spending economic classification code, and submit them to the Treasury;
19.5. the project on which the municipal funds without national budgetary funds and State budget pre-financing, the second level intermediate appearance requests and the structural funds submitted after receipt of the funds from the European Commission prepares a payment order for transfer of the municipal funds of the structural funds, indicating the economic costs of the budget classification code, and submit them to the Treasury;
31.5. the implementation of the project used a loan from the Treasury, the second level intermediate structural funds submitted by the appearance of the request and on behalf of the municipality prepared payment order for transfer of funds to the State budget account the loan repayments.
32. If there is another beneficiary of the structural funds, which are not mentioned in this provision in paragraph 30 and 31:32.1. payments from the structural funds the work of the bailiff of the beneficiary;
32.2. the structural funds the request for co-financing of the European Union shall be submitted to the second level intermediate in these rules referred to in paragraph 29 of the contract within the time limits and procedures;
32.3. the second level intermediate appearance requests and the structural funds submitted after receipt of the funds from the European Commission prepares a payment order for transfer of funds of the structural funds for the funding of the structural funds to the recipient, indicating the economic budget of the classification code, and submit them to the Treasury;
32.4. and this is a grant scheme of the keeper, the second-level intermediate structural funds submitted by the appearance of the request, prepare a payment order for transfer of funds to the structural funds grant scheme operator, indicating the economic budget of the classification code, and submit them to the Treasury;
32.5. and it is financed by the European Social Fund activity — their first practice of the young unemployed and job-seekers and the subsidized job creation of social exclusion risk, implementer, project implementation of these regulations shall apply to paragraph 30 of these conditions. "
5. Delete paragraph 33, the words "the beneficiary".
