No 42 28) New vehicle design normatīvtehnisk documentation and international manufacturer identification code assignment order Issued pursuant to the Highway Traffic Act article 15 the second part i. General questions 1. determines the new mopeds, motorcycles, tricycles, quads, cars, buses, trucks and trailers and semi-trailers these vehicles (hereinafter vehicle) normatīvtehnisk of the design documentation and international manufacturer identification code assignment. 2. the rules apply to commercial companies (companies) that are produced or manufactured for vehicles yet (hereinafter manufacturer), regardless of the State of completion of the vehicle manufactured (in one or more stages). 3. normatīvtehnisk of the harmonised vehicle design documentation and manufacturer assigned international manufacturer identification code gives the right to produce the vehicles. 4.2.10. the section "manufacturer's warranty" includes manufacturer's warranty conditions. 5. the CSDD register of vehicles submitted by technical rules of manufacture and not later than 30 days, shall take a decision on whether the manufacturer is entitled to launch an experimental sample preparation according to the technical provisions. 6. In evaluating the vehicle manufacturing technical rules, make sure that the CSDD design technical solutions of the vehicle complies with the provisions of road traffic and the technical condition of the vehicle regulatory requirements and the laws or the manufacturer can ensure compliance with the production process of manufacturing the vehicle submitted CSDD technical rules and processes of the existing vehicle of effective control. 7. Experimental production of the samples is not allowed if the vehicle manufacture technical regulations have been developed in incomplete or new vehicle design technical solution does not meet the rules of the road or vehicle technical condition of regulatory legislation, the manufacturer cannot guarantee compliance with the production process of manufacturing the vehicle submitted CSDD technical rules and processes of the existing vehicle of effective control. 8. After the pilot of the vehicle type, the manufacturer of the sample tested for the relevant category of vehicle technical inspection stations and received an opinion on the conformity with the technical rules of manufacture of the vehicle. The opinion shall be submitted to the CSDD. Checking the experimental sample of a type of vehicle, the following procedures are carried out: 8.1. vehicle structure in conformity assessment in accordance with the approved vehicle manufacturing requirements of technical regulations;
8.2. the vehicle Assembly quality control;
8.3. the vehicle wiring mounting security control;
8.4. vehicle control, external projections, in order to determine whether the structure has no sharp corners, edges or other dangerous elements that may endanger the safety and health of people;
5.3. vehicle controls control according to the ergonomic requirements of the rules;
8.6. in the course of the examination of the vehicle. 9. If the vehicle made an experimental sample examination shows deviations from the vehicle manufacturing CSDD technical rules or other defects, the manufacturer to produce the vehicle prevents experimental samples check and received the opinion submitted CSDD. 10. 12.3. recognized as appropriate to all vehicles manufactured until the manufacturer demonstrates the conformity of vehicles with the agreed structure of the vehicle in normatīvtehnisk documentation requirements;
12.4. invalidate the CSDD agreed the structure of the vehicle documentation to normatīvtehnisk non-compliance;
12.5. revoke the CSDD harmonised vehicle structure in normatīvtehnisk documentation.
