In evaluating the vehicle manufacturing technical rules, make sure that the CSDD design technical solutions of the vehicle complies with the provisions of road traffic and the technical condition of the vehicle regulatory requirements and the laws or the manufacturer can ensure compliance with the production process of manufacturing the vehicle submitted CSDD technical rules and processes of the existing vehicle of effective control. 7. Experimental production of the samples is not allowed if the vehicle manufacture technical regulations have been developed in incomplete or new vehicle design technical solution does not meet the rules of the road or vehicle technical condition of regulatory legislation, the manufacturer cannot guarantee compliance with the production process of manufacturing the vehicle submitted CSDD technical rules and processes of the existing vehicle of effective control. 8. After the pilot of the vehicle type, the manufacturer of the sample tested for the relevant category of vehicle technical inspection stations and received an opinion on the conformity with the technical rules of manufacture of the vehicle. The opinion shall be submitted to the CSDD. Checking the experimental sample of a type of vehicle, the following procedures are carried out: 8.1. vehicle structure in conformity assessment in accordance with the approved vehicle manufacturing requirements of technical regulations;
8.2. the vehicle Assembly quality control;
8.3. the vehicle wiring mounting security control;
8.4. vehicle control, external projections, in order to determine whether the structure has no sharp corners, edges or other dangerous elements that may endanger the safety and health of people;
5.3. vehicle controls control according to the ergonomic requirements of the rules;
8.6. in the course of the examination of the vehicle. 9. If the vehicle made an experimental sample examination shows deviations from the vehicle manufacturing CSDD technical rules or other defects, the manufacturer to produce the vehicle prevents experimental samples check and received the opinion submitted CSDD. 10. After this rule 8 or 9 in the opinion referred to in paragraph CSDD within 10 working days of receipt of the decision on the construction of vehicles harmonisation of the documentation normatīvtehnisk. 11. After vehicle design documentation of the normatīvtehnisk reconciliation CSDD periodically controls the manufacturer's production system and quality assurance checks and manufacturing process produced vehicles in conformity with harmonized vehicle manufacturing documentation requirements. CSDD using random selection method, select the samples conformity with harmonized vehicle manufacturing documentation requirements checked the manufacturer's business or technical inspection station. 12. If the CSDD finds made vehicle normatīvtehnisk vehicle design documentation requirements, then depending on the nature of non-compliance, it shall take one of the following: 12.1 the manufacturer be expressed orally or in writing and shall specify the point in time of the reprimand, to which this inconsistency be removed;
12.2. declare invalid the individual vehicles manufactured until the manufacturer demonstrates the conformity of vehicles with the agreed structure of the vehicle in normatīvtehnisk documentation requirements;
12.3. recognized as appropriate to all vehicles manufactured until the manufacturer demonstrates the conformity of vehicles with the agreed structure of the vehicle in normatīvtehnisk documentation requirements;
12.4. invalidate the CSDD agreed the structure of the vehicle documentation to normatīvtehnisk non-compliance;

12.5. revoke the CSDD harmonised vehicle structure in normatīvtehnisk documentation. III. international manufacturer identification code and procedure 13. international manufacturer identification code (hereinafter referred to as the WMI code) consists of three symbols. This code is given to identify the vehicle manufacturer, and along with the vehicle identification number of the parts that ensure each vehicle's individuality. 14. the first WMI code symbol determines the geographic area of the country. Latvia made for marking on the vehicle the WMI code symbol used the letter "S". 15. The WMI code the second symbol in a geographical area. Latvia made for marking on the vehicle the WMI code the second symbol used by the numbers "1", "2", "3" or "4". 16. The WMI code the third symbol determined by the manufacturer in the country concerned. About WMI code the third symbol uses only Latin letters from "A" to "Z", except "I", "O" and "Q", or "1" digits to "9". 17. All manufacturers who made less than 500 per year vehicles about WMI code the third symbol always used the number "9". Assigned to the first, second, and third symbols clearly identify the manufacturer, the manufacturer shall also assign three CSDD symbol identification code, which is an integral part of the WMI code and included by the manufacturer for each vehicle identification number. 18. The WMI code in the second and third symbols, as well as WMI code in General for each vehicle manufacturer allocated CSDD. 19. After new vehicle design normatīvtehnisk reconciliation of the documentation not later than 10 working days CSDD time give the manufacturer the WMI code and inform the manufacturer. 20. After receipt of the WMI code manufacturer, concluding an appropriate agreement with the CSDD, is entitled to a trial of an experimental vehicle plate specimen to perform its tests and conformity assessment of the type of vehicle. IV. Decisions and appeals procedures for appeals 21. Decision on the structure of the vehicle normatīvtehnisk harmonization of the documentation of refusal or revocation in writing, stating the CSDD refusal or cancellation and specifies the order in which decisions may be challenged or appealed. 22. the manufacturer or his representative may challenge the CSDD or appeal to the law on administrative proceedings. Informative reference to European Union directive rules included provisions deriving from Council of 18 December 1975 Directive 76/114/EC, which provides for a uniform Community labelling of vehicles and identification procedures.
