Interior Ministry communication Center (hereinafter referred to as the Centre) is the Ministry of the Interior (hereinafter the Ministry) under the existing direct regulatory authority. 2. The Centre's activities aim to provide Ministry and its subordinated institutions to the requirements of the European Union to the corresponding operational radio and private electronic communications networks systems (communication systems) to enhance the crime fighting and internal security of the country and the maintenance of public order. II. the Centre's functions, tasks and responsibilities 3. The Centre shall have the following functions: 3.1 create, manage and maintain the communication systems of the Ministry;
3.2. Ministry of communications systems to provide continuous operation and functionality. 4. in order to implement this provision set out in paragraph 3, the Center performs the following tasks: 4.1 develop plans and schemes of the Ministry of communications systems, analyse and assess the existing communications system;
4.2. development of the electronic communications and radio system action plans emergency measures and crisis situations;
4.3. ensure Ministry of communications system operational reorganisation in emergency situations and important national events and create a separate local network activities;
4.4. preparation of technical tasks of the Ministry of communication design, reconstruction and construction of utilities;
4.5. centrally organized communication system and communication facilities of the Ministry of procurement and its subordinated institutions;
4.6. participates in the planning of financial resources, the use of which is linked to three communication-Minis system acquisition, installation and operation;
4.7. the Department coordinates the work of the institutions subordinated to the Ministry of communications system operational assurance, communication techniques, organizes the work readiness, communications equipment repair;
4.8. plans and organises its ministries and subordinated institutions training electronic and radio equipment in use;
4.9. participates in the old electronic and radio equipment write-off of Ministry subordinated authorities;
4.10. the development of technical regulations of the Ministry of communications system and monitors their observance;
4.11. participate in legislative drafting and in the opinions of the other institutions the law drawn up projects;
4.12. coordinate and manage system of the Ministry of communications access to public and private networks;
4.13. provide the Ministry and its institutions subordinated to the existing mobile and portable radio station, plan and provide the Ministry for use of radio frequencies;
4.14. comply with laws and other tasks. 5. According to the competence Centre: 5.1 regulations established partnership with State and local authorities and other bodies;
5.2. the regulations established shall cooperate with other countries and international organizations for the exchange of information and experience;
5.3. inform the public about Center performance indicators, providing statistical information. 6. The Centre shall have the right to: 6.1. to request and receive from State and local authorities the information necessary for the performance of the functions of the Centre;
6.2. to enter into contracts for the operation of the Centre;
