Cabinet of Ministers Regulations No. 722 in Riga on 17 august 2004 (pr. No 48 33. §) rules on ship and port facility security with the allocation of functions Issued under Cabinet installations article 14 of the law, first paragraph, point 3 i. General questions 1. the European Parliament and of the Council of 31 March 2004, Regulation (EC) No 725/2004 on ship and port facility protection building (hereinafter referred to as the regulation) down the ship and port facility security with the allocation of functions between the Ministry of Defence , Ministry of the Interior and the Ministry of transport.
2. to enhance ship and port facility protection and ensure the exchange of information, the following provisions of that institution and, where appropriate, other competent authorities (for example, the State revenue service, the State fire and rescue service, the State police) develop operational plans.
II. functions of the Ministry of defence the Ministry of defence 3 jurisdictions of ship and port facility security features make the marine search and rescue coordination centres and marine forces. 4. maritime search and rescue coordination centre established in article 6 of the regulation. 5. in accordance with article 7 of the regulation for the maritime search and rescue coordination centre may exempt the vessel from article 6 of the regulation requirements. 6. in accordance with article 6 of annex 1, rule 6 and 7 point maritime search and rescue coordination centre notifies the alarm signal received: 6.1 when the ship with the flag of Latvia is located in the territorial waters of the Republic of Latvia,? The security police, a nonprofit organization, the national joint stock company "Latvian maritime administration" (hereinafter referred to as the marine Administration) and the owner of a ship; 6.2. If the ship with the flag of Latvia is not in Latvian territorial waters? a country with territorial waters in or near the ship; 6.3. from the ship with a foreign flag, the Republic of Latvia situated in the territorial waters or in the vicinity? The security police and the maritime administration.
7. The maritime search and Rescue Coordination Center in accordance with regulation 9 of annex 1 2.5.3. point of the rules is entitled to give instructions to the Navy or the National Guard to inspect Latvian territorial waters ships if it is expressed the intention to enter a port of the Republic of Latvia. 8. The marine search and rescue coordination centre provides regulations annex 2 of part B of 4.13, 4.14, 4.15, 4.16, 4.17, 4.23 and 4.24, 4.41 point requirements. 9. Naval forces in accordance with the provisions of point 7 of the examination of the Republic of Latvia's territorial waters ships.
III. functions of the Ministry of the Interior 10. the competence of the Ministry of the Interior of an existing ship and port facility security features make the security police and the National Guard. 11. Security Police determined the ship or port facility under regulation 2 of part A of the annex, 2.1.10. and 2.1.9.2.1.11. section indicates the level of protection and of the decision taken shall notify the maritime search and rescue coordination centre. Security Police that decision shall be taken after receipt and evaluation of the information referred to in these provisions the competent authorities, ship and port facility security features, or to other Latvian or foreign authorities, natural or legal persons. 12. Security Police provides regulations annex 2 of part A of paragraph 4.1, 4.2 and 4.21) (part B requirements. 13. the State border in accordance with the provisions of point 7 of the examination of the Republic of Latvia's territorial waters ships. 14. the National Guard and the maritime administration provides in article 8 of the regulation requirements. To do any of the 9 of annex 1 to the regulation, rule 1.3. measures referred to in the National Guard under regulation 8.2. requirements of subparagraph reported marine administration and security police. 15. Article 9 of annex 1, rule 3.3. decisions referred to can only accept security police, informed the maritime search and rescue coordination centres.

Maritime Administration provides the regulation and its annexes and for the administration functions, except functions under these regulations is the Ministry of defence and the Ministry of the Interior.
