Cabinet of Ministers Regulations No. 725 in Riga on 17 august 2004 (pr. No 48 14) vehicle conversion rules issued under the Highway Traffic Act article 15 of the sixth part i. General questions 1. determines the order in which the moped, motorcycle, motor tricycle, quadricycle, cars, trucks, buses, trailers and semi-trailers (hereinafter vehicle) alteration, the design of vehicles and equipment for rebuilding and the order in which the receivable in the opinion on the compliance of a vehicle rebuilt the road safety technical requirements of the regulations (hereinafter examination). 2. the aim is to ensure that human health, life and the environment-friendly vehicles to participate in road traffic. 3. 4.12. the temporary dismantling of seats without dismantling the mount;

4.15. window with light transmission coating absorbing material according to the technical requirements of the regulations. II. Conversion types and their breakdown 5. Permissible vehicle conversion types are to be broken down into three categories: the first category 5.1 conversion – conversion of individual vehicles, which do not require to develop and harmonize vehicle technical renovation project;
5.2. category of vehicle conversion – conversion of the individual that is required to develop and harmonize vehicle technical renovation project;
5.3. category of vehicle conversion – batch file conversion, carried out by the company (the company), which is offered as a service to the market (hereinafter referred to as the conversion company). 6. The first category conversion types mentioned in annex 2 of these rules. 7. Conversion types other than those referred to in annex 2 of these provisions are considered category conversion. 8. If the first and second category conversion performed serially, it constitutes a category conversion. III. Prohibited conversion types 9. Passenger car (except sports cars) banned: 9.1. make changes to the body structure due to changes in the technical characteristics of the body (such as length, width, height) or visual appearance. This requirement does not apply to any equipment (air cowl-spoiler, antispārn) Setup and wheel arch extensions;
9.2. to make changes to the design of the steering equipment (except for the same brand in other model power steering Setup, if after such conversion is supplied in the steering equipment, the appropriate action);
9.3. make changes to the design of the suspension;
9.4. install the original bridge instead of other brands of the same brand or other model bridge (except when they are analogous to the installation of such a bridge made for the manufacturer);
9.5. install other model frame;
9.6. change the bodywork against other brands or brand of the same model or type to another body (body type meets the national standard LVS 87 "vehicle types and their definitions");
9.7. to make changes to the braking system (with the exception of the same brand in other models the brake vacuum booster installation together with the main brake cylinder, if after such conversion is provided according to the operation of the braking device);
9.8. installing the original fuel tank in place of improvised and other brands and models the fuel tank or the fuel tank not included in the vehicle type-approval;
9.9. install additional fuel tank (except if required by the vehicle manufacturer and vehicle modification is included in the vehicle type-approval). 10. Sports cars prohibited from taking such changes in the design of the car, which does not permit the class sports car technical regulations or which are not homologated sports car. 11. Lorry banned: 11.1. making changes to the structure of the body (CAB) due to changes in the body (CAB) technical parameters (such as length, width, height) or visual appearance. 11.6. to set another mark in the cab;
11.7. set other brands frame;

7.4. to install the original fuel tank in place of improvised and other brands and models the fuel tank or the fuel tank not included in the vehicle type-approval;
11.10. to install an additional fuel tank (except if required by the vehicle manufacturer and vehicle modification is included in the type approval of the vehicle);
11.11. set other brands to wheel;
11.12. to change the number of axles and wheels;
11.13. make changes to the coupling (also saddle) equipment;
11.14. adjust the driver disabled person;
11.15. the cab and the same frame;
11.16. extend the frame if the frame was shortened. 12. The bus banned: 12.1. changes in body structure, if they change the technical characteristics of the body (such as length, width, height) or visual appearance. This requirement does not apply to any equipment (air cowl-spoiler, antispārn);
12.2. make changes to the design of the steering equipment (except for the same brand in other model power steering Setup, if after such conversion is supplied in the steering equipment, the appropriate action);
12.3. to make changes to the design of the suspension;
12.4. to install the original bridge instead of other brands and models of bridges (except when they are by analogy and this bridge installation the manufacturer included in the type approval of the vehicle);
12.5. to install another brand or other brands of the same model body;
12.6. make changes to the braking system (with the exception of the same brand in other models the brake vacuum booster installation together with the main brake cylinder brake shoe adjustment mechanism, the explosion of the brake chamber and change energoakumulator to other brands and models of relevant components, if after such conversion is provided according to the operation of the braking device);
12.7. to install the original fuel tank in place of improvised and other brands and models the fuel tank or the fuel tank not included in the vehicle type-approval;
12.8. to install an additional fuel tank (except if required by the vehicle manufacturer and vehicle modification is included in the type approval of the vehicle);
12.9. to install a different brand of the steering wheel;
12.10. to change the number of axles and wheels;
12.11. to remove (for example, aizmetin) to doors, Windows, emergency exits. This requirement does not apply to the rear window;
12.12. adjust the driver disabled. 13. Trailer (semi-trailer): prohibited 13.1. making changes to the design of the coupling device;
13.2. make changes to the braking system (except the brake shoe adjusting mechanism, the explosion of the brake chamber and change energoakumulator to other brands and models of relevant components, if after such conversion is provided according to the operation of the braking device);
13.3. to make changes to the design of the suspension;
13.4. to install the fuel tank (except if required by the vehicle manufacturer and vehicle modification is included in the type approval of the vehicle);
13.5. installing the original fuel tank in place of improvised and other brands and models the fuel tank or the fuel tank not included in the vehicle type-approval;
13.6. to install the original bridge in place of the other categories of vehicle bridges with inadequate technically permissible maximum load on the axle;
13.7. set other brands frame;
8.6. to increase the number of axles and wheels. 14. The moped, motorcycle, tricycle (quads): 14.1 prohibited to set up improvised or other brands and models of the frame;
14.2. to change the frame of the structure;
14.3. to install the front fork improvised;
14.4. to make changes to the braking system (except the front forks or changing the rear wheel complete with braking equipment);
14.5. to install a sidecar motorcycle left;
14.6. to set the wheels of the car;
14.7. to install improvised corners;
14.8. to install improvised seats;
14.9. to install improvised or rebuilt in the muffler and exhaust pipe;
14.10. to change the steering geometry;

14.11. to change the position of the leg supports, do not change the layout of the controls. IV. The first and second categories, rebuilding the overall arrangements 15. First and second category conversion must only be performed for a vehicle registered in Latvia (except when the conversion is carried out in the brand features of transport-authorized representative of the manufacturer in Latvia, or if the vehicle is adjusted right movement or the driver for the disabled). 16. Vi. 29.2. the constructive part, which includes rebuilding the main constructive solutions to the drawings;
29.3. the calculations, which include the main constructive solution strength and load calculations;

29.4. a technical description of the vehicle, which includes the rule referred to in annex 1. vehicle tracking technical data and the main constructive characteristics before and after conversion. Rebuilding the technical project the constructive and calculations can be excluded if the manufacturer used the proposed rebuilding the subsystems and Assembly and they are installed by the vehicle manufacturer for places, as also in other justified cases, prior agreement of CSDD. 30. a reconciliation pārbūvētāj submit technical conversion project CSDD (three copies) and a receipt which certifies the payment for the technical coordination of the project. 31. the CSDD register conversion submitted technical project, evaluate it, and not later than 15 days shall take a decision on the technical harmonisation or coordination of the project. If the CSDD in doubt as to whether a planned alteration complies with the vehicle manufacturer's requirements or recommendations, shall be entitled to request the CSDD rebuilding technical project the previous alignment with the vehicle manufacturer or his authorized representative in Latvia, or a certification body that certifies a vehicle or its relevant system node or aggregate. 33. If the vehicle taken by rebuilding the frame or an important node welding, CSDD may require inspection of the weld in the testing laboratory. 34. After checking one of rebuilding project of technical copies shall be deposited in the archives of the CSDD, but the other two – the pārbūvētāj of the vehicle. VII. Technical inspection of 35. Before the vehicle technical inspection of vehicles pārbūvētāj shows the vehicle's registration certificate, driving licence or identity card. 36.2. the conversion is carried out in accordance with the conversion matching application-specified conversion types and technical requirements. 37. After the submission of the documents and the rebuilt vehicle pārbūvētāj vehicle shall give the Inspector the technical expertise. 38. the technical inspection of the vehicle Inspectorate starts with accounting data comparison. If the vehicle's technical expertise during the Inspector has detected non-conformity with the requirements of this regulation, the pārbūvētāj prevents it and repeatedly transferred the vehicle technical inspection. 46.
