Cabinet of Ministers Regulations No. 618, Riga, 20 July 2004 (pr. No 44 33) implements and trailers registration rules issued under the Highway Traffic Act 10. the first paragraph of article i. General questions 1. determines the technical and registration procedures of the trailers the State technical supervision Inspectorate (hereinafter Inspectorate). 2. Implements or the owner of the trailer unit of the technical inspection of the register within five working days after the date of the acquisition or importation, except where technical or trailer for a period of up to three months in Latvia and imported used a person whose permanent residence is not (declared) Latvia. 3. registered in Latvia or implements a trailer owner or his authorized person within five days of a change in the re-registered at something one of the technical data, data on technical or trailer owner, possessor or holder. 4. If a person whose permanent residence is not Latvia, used implements or the trailer, which is imported from abroad in Latvia for a period longer than three months, and participates in road traffic, this implements or trailer register inspection this provision in paragraph 94.
II. Technical and its trailer registration papers 5. Registering the technical or inspection shall be issued by: trailer, implements or 5.1 trailer registration certificate (registration certificate) (annex); 5.2. the technical state of the trailer or the registration mark.
6. the certificate of registration data (except data in its internal aperture) and not the devil. The registration certificate for all sections and section lines must be completed (with the exception of the internal opening section). If any section or they do not have the appropriate data for the line, the lines are completed with two asterisks. A change in the particulars specified in the registration certificate (except records its internal aperture), the need of a new registration certificate. 7. for each registered implements or trailer unit shall issue one certificate of registration without restriction of validity, except where technical or trailer in Latvia imported temporarily or if the time limit is required for other claims. 8. The certificate of registration in the "notes" section indicates the prohibition of disposal of and tags on guardianship and custody, implements or the holder of the trailer and the name, as well as the holder's place of residence in Latvia. 9. The certificate of registration under the "mark of the implements or the disposal of the trailer" tag on the implements shall be made or the disposal of the trailer and the entry date. Record the inspection staff shall certify with signature and the inspection of the region or district seal. Dispose of the technical or the trailer, open for registration certificate to cut off the bottom corners. 10. Each of the technical or the trailer unit, registering it for the first time, State registration number and issue a corresponding national registration number (hereinafter referred to as the number sign) in accordance with the national standard LVS 83:1997 "implements and tractor trailers, the national registration plate". National registration number assigned in sequence, and the number mark of inspection shall be issued by the region and parts of the district.
III. Technical or its owner, possessor of the trailer and the holder 11. or the trailer inspection Implements recorded personal property owned or held, numbered units are recorded in the person's possession. The owner, possessor or holder may refer to: 11.1.  17 years of age reached the Latvian citizen or non-citizen, or foreigner, which in accordance with the law of Migrating the police allowed to enter and reside in Latvia, as well as any person who is under 17 years of age if: 11.1.1. in accordance with article 220 of the civil code a person declared a minor; 11.1.2. the person brought into marriage before the age of 17 in accordance with the procedure laid down in the civil code; 11.1.3. implements, or trailer, or numbered unit inherits only minors; 11.1.4. registered implements or numbered unit authorized to drive a person who has reached 16 years of age (registered person who reached 16 years of age); 11.2. in Latvia the registered legal person, its affiliate, partnership, direct or in direct regulatory authority (legal person).
12. If the technical or the trailer, or numbered unit, then, for joint ownership by registration, the owner of one of the shareholders and in addition submit the rest signed the agreement of partner, the one of the joint owners to specify in the registration certificate. Co-owner of the agreement can be signed in all inspections or co-owner in the presence of the authorised persons or to provide civil law article 1474 specified people purported written consent of co-owners. Registration certificate under "notes" indicates "shared ownership". 13. Technical or trailer registration documents required for inspection submitted (presentation of the passport of the Republic of Latvia or driving licence), the application of the signature and the registration documents and number plates receive: 13.1 implements or its owner or possessor of the trailer: 13.1.1. adult natural person; 13.1.2. a legal person shall submit to the authorised person, legal person, issued by the stamp and signature of the person responsible certifying authority; 13.1.3. the responsible person in a legal person, in accordance with the laws, statutes, or regulations shall act on behalf of the legal person, confirming the application with the signature and stamp of the legal person (or only with a signature, if the inspection is the business register information about the person's signature rights). The responsible person in the application also shows your posts; 13.1.4. technical or its owner or possessor of the trailer – a minor – a natural person authorised person by the civil law of 1474. the persons mentioned in article purported powers; 13.1.5. natural persons minors guardian, presenting the guardian a certificate or other document which confirms the custody; 13.1.6. natural persons, indicating the patron protector licence; 13.2. implements or trailer manufacturer or its official representative in Latvia (who entered into a corresponding contract with the inspection) the authorised person-if you registered this company made the technical or the trailer. In this case, the authorized person shall submit the specified pattern issued token whose signing also implements or the owner of the trailer sales company authorized in the presence of the person presenting the passport of the Republic of Latvia or a driving licence; 13.3. the registration document specified in the implements or the holder of the trailer; 13.4. the registration document specified in the implements or trailer co-owner; 13.5. the pledge if the workers remove and redeem the mortgaged implements or trailer in respect of which the mortgagor mark implements and trailers in the register; 13.6. sworn bailiff, by presenting a sworn bailiff's certificate, or his authorized person, submitting a sworn bailiff issued with stamp and signature of the certifying authority, if the technical or the trailer removed, based on the execution of documents; 8.5. the national or local authorities or responsible person of the authorised person, submit to the relevant authorities issued with stamp and signature of the person responsible certifying authority, if the disposal removes the technical or the trailer, based on the execution of unchallenged to drive technical, or trailer; 8.6. any adult person, if necessary change the registration document, since it contains data error detected that there was a technical reason, or if you change the damaged number plate.
IV. The inspection certificate shall be issued for the technical or the trailer VIN number in comparison to the person who presented the technical or the trailer. 24. the technical documents or trailer registration accepted if they specify data lets you identify the technical or the trailer and the person concerned. Documents adopted in Latvian language. Other languages documents accompany the submitted notarized translation.  25. The technical or the disposal of the trailer, registration or other inspection need to ban, as well as a ban on it, or leave it outside of Latvia (hereinafter restriction) implements and trailers registered in the register on the basis of the implements or the application of the owner of the trailer or the statutory officer decision or a court ruling. In this case, the decision on technical or trailer registration accepts inspection after receipt of the required information from the relevant police authorities. 30. the adoption of the decision on registration of the trailer or implements may be postponed for a maximum period of 15 days. The decision shall inform the person who submits the technical or trailer registration. 31. for the technical or registration certificate of the trailer, the trailer before the technical or registration shall submit documents certifying the vehicle register of the country of payment of the fee for the registration. If the vehicle register contains information on payment of the fee, the document need not be submitted.
Vi. In Latvia, the previously unreported implements and the procedure of registration of trailers 32. To register in Latvia made the technical or the trailer, the person shall provide the inspection: 32.1. applications; 32.2. inquiries about the technical or the trailer VIN number comparisons; 32.3. tractors? certificate of compliance attesting that implements a match Latvia implements approved type or implements type-approval certificate established the machinery for certification and testing centre; 32.4. implements or the purchase of a trailer card (need not be given if the technical or the trailer manufacturer shall be recorded to your needs).
33. To register its trailer or implements, imported from overseas, the person shall provide the inspection: 33.1. applications; 33.2. the statement of the implements or the trailer VIN number comparisons; 33.3. implements or trailer registered abroad registration documents for the technical or the trailer. A document that certifies that the technical or the trailer is written down or not renewable, does not constitute registration document; 20.8. implements or the manufacturer of the trailer or its official representative to issue a document certifying the implements or trailer tracking technical data – not registered earlier implements or trailer; 33.5. the foreign country or the European Union customs area picked the property right certificate. If the technical or the trailer seized in Latvia-payment document or the Civil Code article 1474 specified people demonstrate agreement; 20.9. the customs declaration (if inspection is in possession of information on the payment of customs duties, the document need not be submitted); 20.9. a declaration of conformity, except those provisions referred to in paragraph 34.
34. Declaration of conformity should not be submitted for registration implements for tractors: 34.1. established in Latvia up to 16 May 2003; 21.3. the previous permanent residency in a foreign country and which had been made up to 31 December 2002; 21.3. established in a foreign country and imported into Latvia at the time.
35. The technical or trailer registered to the name of the person who submitted the property rights specified in the certificate as the winner. 36. previously registered in a foreign State or its technical trailer removed from records according to the country concerned and its existing implements procedures of registration of trailers. 37. Foreign number plates issued by the technical or its trailer entered Latvia, pass the inspection. If the technical or the trailer VIN number shown for comparison with foreign number plates and registration they are not passed, the registration application shall state the reason why the plates are placed. 38. From foreign or imported implements its further alienation of the trailer is only allowed after the registration in Latvia, except in the following cases:

38.1. the technical or the trailer as a commodity imported into Latvia by the same trading company or other legal person registered in Latvia, which it transferred to marketing marketing company; 38.2. persons whose permanent place of residence or location is not in Latvia, wants to dispose of its own technical or trailer, and this technical or trailer registered in a foreign country.
VII. Technical and transfer its trailer registration procedure 39. To register a trading company purchased implements or the owner of the trailer, the inspection shall be submitted to: 39.1. an application; 24.4. for Assembly of the trailer or implements a number of comparison; 39.3. the registration certificate with a mark on the disposal and marketing and sales check; 24.5. the property right certificate.
40. Trading business acquired in the technical or the trailer, which is not registered in the inspection, divest further prohibited. 41. to register the trailer or implements a change in the holder on a reciprocal basis, the application shall be submitted in the application of inspection and certificate of registration. 42. On the basis of mutual submission, the owner of the Exchange is to be recorded, if the technical or the trailer is registered only one owner (the seizure) and transfer registration occurs and the seizure of the beneficiary or the trustee of her presence. 43. If the technical or the trailer is the property of the spouses, the spouse to whom the word technical or trailer registered, the application for registration of change signed by confirming that the other spouse is not a claim against the technical or the disposal of the trailer. 44. to register the implements or the change of the owner of the trailer on a contractual basis, submit to inspections: 44.1. applications; 44.2. a certificate of registration with a check mark on the disposal; 44.3. the extract from notarial activity book or of the Civil Code Act 1474. the persons mentioned in article certified agreement that is established or the pārgrozīt property rights to technical or trailer.
45. If the original contract to submit is not possible, shall submit to the civil code in article 1474 of the specified person a certified copy of the contract. 46. to register the trailer or implements a change in the holder on the basis of the Court judgment shall be: 46.1. application inspection; 46.2. a statement of the implements or the trailer VIN number comparisons; 46.3. the registration certificate; 46.4. the judgment of the Court of Justice, which established the rights of property or pārgrozīt (certified copy of the Court marked the entry into force of a judgment or a duplicate copy of the original production).
47. to register the implements or the change of the owner of the trailer due to the inheritance, shall be submitted to the inspection: 29.3. applications; 47.2. a statement of the implements or the trailer VIN number comparisons;
47.3. the registration certificate; 29.5. inheritance rights supporting documents (e.g. certificate of succession, the judgment of the Court of probate).
48. before the law of succession of formal receipt of the document presenting the heritage of the heir, the discovery of the facts supporting documents (such as a death certificate, birth certificate, marriage certificate, probate) and submit a copy of it, you can register in the technical inspection or trailer to your name as a possessor. To the law of succession to receive a formal certificate of registration under section "notes" indicates "forbidden to alienate up to the approval of the law of succession". 49. If the heirs are several inspection submitted to the heir of the implements or the possessor of the trailer. This agreement confirms the civil code persons specified in article 1474. If an agreement is not possible to submit the original, submit a copy of the presentation of the original, or submit to the civil code in article 1474 of a certified copy of the specified person. 50. to register the transfer or the State of the jurisdiction seized implements or for disposal, the trailer inspection: 50.1. application; 50.2. a statement of the implements or the trailer VIN number comparisons; 50.3. the registration certificate with a mark on the disposal or the inspection certificate issued on specific technical or disposal of the trailer. If the technical or the trailer has not been registered in Latvia, shall submit to the technical or trailer tracking technical data in identity documents, but foreign imported for technical or trailer – the customs declaration or on the State revenue service's permission to register the technical or the trailer. If the inspection has relevant information, the document need not be submitted; 50.4. the document on the jurisdiction or country seized belongings – implements or trailer? the transfer of ownership or the transfer of the accounts receivable (along with acquiring property rights supporting documents). That document shall be issued by the sworn bailiff or public or local authority, on the basis of the document on the technical implementation or its trailer unchallenged power.
51. If the attached or competent State implements or trailer registration is filed or the implements trailer tracking technical data card and there is no information about it and its trailers implements, it is prohibited to register it as a technical or a trailer, but allowed the numbered unit registration in accordance with the provisions of paragraph 63. 52. The attached or foreign country jurisdiction established in the technical or the trailer record does not dispose of the relevant foreign country. 53. to register the transfer based on the Act on the legal entity owned implements or the transfer of the property, the trailer inspection: 53.1. the application shall be submitted; 33.1. the registration certificate; 53.3. the Act concerning legal persons owned implements or the transfer of the property in the trailer, stating that the property rights over the winner. The Act shall include the seizure and the winner (name or first and last name, address) and implements or trailer tracking technical data to identify specific technical or its trailer, and this is evidenced by the seizure of the stamp and the signature of the person responsible; 53.4. document confirming the seizure of property rights to technical or its trailer, and a statement of the implements or the trailer VIN number comparison, if the technical or the trailer is not registered to the name of the seizure; 13. a document showing that the property rights of policyholders – legal or natural persons?, if the insurance company acquired the property, or a trailer to the technical insurance contract.
54. To register a transfer, if it implements or trailer no longer dissolves, the inspection shall be: 54.1. applications; 54.2. statement of the implements or the trailer VIN number comparison, if the technical or the trailer is not obtained directly from the seizure; 54.3. registration certificate; 54.4. the property rights of an identity card or, if the technical or trailer registered to one of the co-owners, co-owner of the signed agreement on joint ownership and implements or its transfer to the trailer one of the co-owners. Co-owner of the agreement can be signed in all inspections or co-owner in the presence of the authorised persons or to provide civil law article 1474 specified people purported written consent of co-owners; 54.5. If the technical or the trailer is not registered as the joint ownership, in addition to the submit document stating the technical or the acquisition of joint property in a trailer.
55. to register the trailer or the technical transfer, if the legal person is reorganized, the inspection shall be: 55.1. applications; 55.2. registration certificate; 55.3. document confirming the technical or the nationality of the trailer after the reorganization of the legal person (submit a copy of the presentation of the original).
56. to register the merchant implements invested in fixed capital or its owner, the trailer inspection: 56.1. the application shall be submitted; 56.2. a certificate of registration, if the technical or trailer registered in Latvia, or 32 or 33 these rules. documents referred to in paragraph, if the technical or the trailer has not been registered in Latvia; 56.3. Company register certified statement implements or the share capital of the investment company of the trailer, if the certificate of registration under the "notes" not "certified business register marks on the vehicle-the company's share capital.
VIII. Implements and trailer owner, possessor or holder's data change registration to register 57. implements or trailer owner, possessor or holder name, surname or name change, inspection submitted by: 57.1. applications; 57.2. registration certificate; 57.3. changes to a copy of the identity document (the presentation of the original) if inspection is not in possession of information attesting to this change: 57.3.1. Merchant's registration certificate; 57.3.2. for natural persons – the Republic of Latvia passports or driving licences.

58. to register the implements or the trailer shown in the registration certificate holder's name, surname or name, or change of address, the inspection report and in a certificate of registration. 59. to register the implements or the change of the owner of the trailer due to the inheritance, shall be submitted to the inspection: 59.1. applications; 59.2. a statement of the implements or the trailer VIN number comparisons; 59.3. registration certificate; 59.4. inheritance of the identity document (for example, heritage certificate, the judgment of the Court of probate). Before the law of succession of the formal receipt of the document presenting the heritage of the heir, the discovery of the facts supporting documents (such as a death certificate, birth certificate, marriage certificate, probate) and submit a copy of the inspection, as well as submitting the certificate of technical or trailer unit number comparison, you can register the technical or the trailer to your name as a possessor. To the law of succession to receive a formal certificate of registration under section "notes" indicates "forbidden to alienate up to the approval of the law of succession". If the heirs are several inspection submitted to the heir of the implements or the possessor of the trailer. This agreement confirms the civil code persons specified in article 1474. If an agreement is not possible to submit the original, 1474 of the civil code, in article submitted by specified people certified true copy.
IX. Implements and trailers carrying technical data change registration 60. To register implements the colour change, inspection: 60.1. the application shall be submitted; 60.2. a statement of the number of technical comparisons; 60.3. the registration certificate. 61. to register the implements or trailer identification number change, inspection submitted by: 61.1. applications; 61.2. statement of the implements or the trailer VIN number comparisons; 38.1. the registration certificate; 61.4. document of the manufacturer's identification number in a marked purchase, except that rule 62 cases referred to the inspection staff shall take a decision on the technical or the identification of the trailer.
62. The inspection, can decide on the technical or trailer identification in the following cases: 62.1. If the necessary maintenance, repair or technical trailer, eliminated or damaged identification number or set the manufacturer marked numbered identification details with another identification number. In this case, the statement of the technical unit or trailer number comparison requires the indication of the need of such repairs; 62.2. If the technical or trailer identification number is partially izrūsēj, but it is possible to identify specific technical or trailer; 38.7. If the technical or the identification number of the trailer is completely izrūsēj, but that of the registration certificate in the "remarks" section in the past has made a record that the identification number is partially izrūsēj, and can be identified by its specific technical or trailer; 38.8. If you installed the manufacturer implements marked numbered identification details with other identification number, in addition to registration submit implements one of these rules. documents referred to 63.3.
63. to register the numbered, inspection: 39.2. the application shall be submitted; 39.3. a statement of the number of technical comparison, where the numbered unit has never been registered or previously registered in Latvia, in Latvia, the Assembly has changed owner and Assembly are not obtained directly from the seizure; 63.3. numbered identification tracking technical data and such property rights supporting documents: 63.3.1. issued abroad numbered identification records technical data, evidence of a foreign country or a customs area of property rights issued an identity document and a document that imports the numbered unit was designed in accordance with the procedure laid down by the customs. If the inspection has relevant information, the documents should not be submitted; 63.3.2. certificate of the numbered affiliation (together with the manufacturer's Assembly produced in Latvia issued the certificate); 63.3.3. the Act concerning the legal person belonging to the transfer of the property numbered (together with the certificate of membership of the numbered unit or with the manufacturer's Assembly produced in Latvia issued the certificate); 63.3.4. jurisdiction of the State or seized property auctions on implements or numbered unit sales. If the technical and its trailer or numbered unit is not registered in Latvia, in addition to the submit document that implements the numbered unit or importation is designed in accordance with the procedure laid down by the customs, or the State revenue service's permission to register the numbered unit. If the inspection has relevant information, the document need not be submitted.
64. Numbered identification tracking technical data and property rights supporting documents not submitted, if the registry implements and trailers contains information that the numbered unit registered owner who wants to register themselves, or the owner has written off the following numbered implements Assembly or rebuilding himself owned implements, set a different numbered units. 65. On the basis of mutual submission, Latvia registered the numbered unit transfer is recorded, if the unit is registered numbered only one owner (the seizure) and transfer registration occurs and the seizure of the beneficiary or the trustee of her presence. In this case, the seizure shall submit the certificate of membership of the numbered unit. 66. To register a series implements or its modification, inspection of the trailer shall be: 66.1. application; 66.2. the statement of the implements or the trailer VIN number comparisons; 66.3. not rebuilt its trailer of implements or a certificate of registration, or 32 or 33 these rules. documents referred to in paragraph, if the technical or the trailer has not been registered in Latvia; 66.4. series-converted implements its trailer or a declaration of conformity; 41.3. certificate of membership of the numbered unit, or any of these rules 93.3. the documents mentioned in point, if you change the numbered rebuilding Assembly.
67. To register individual implements or its modification, inspection of the trailer shall submit: submission; 67.1. 67.2. a statement of the implements or the trailer VIN number comparisons; 67.3. not rebuilt the implements or the registration certificate of the trailer, or 32 or 33 these rules. documents referred to in paragraph if implements is not registered in Latvia; 41.9. implements or its technical expertise in the trailer of the Act, except in accordance with the laws and regulations on technical conversion of the trailer or the technical inspection is required after the conversion; 67.5. numbered identification property right certificate.
X. registration documents and number plates on renewal and change of 68. for implements or trailer registration documents lost, lost, stolen or damaged in the registration document, shall be submitted to the inspection: 68.1. applications; 68.2. statement of the implements or the trailer VIN number comparisons; 68.3. damaged registration document. The registration document, if the document has not been damaged, but one piece of the it is possible to identify that the individual parts are from the same registration document, and the document may determine the form of the number; 68.4. police certificate of registration document theft facts or the institutions concerned a statement of registration document destruction as a result of force majeure (you can submit a copy of the presentation of the original). Allowed to participate in 30 days on the road ". 90. for the technical or the trailer removed from the inventory write-off, inspection: 90.1. the application shall be submitted; 90.2. the registration certificate; 90.3. the number sign; 90.4. property rights certificate, if the certificate of registration contains the previous owner.
91. XII. If the inspection has relevant information, the document need not be submitted; 96.6. lease or implements its mandate or trailer use (submit a copy of the presentation of the original) holdings.
