4.5. the representative of the Union of architects. 5. the Foundation Council shall convene a meeting at least once every three months. About the venue, time and agenda of a national cultural monument protection Inspectorate shall inform all members of the Board of the Fund. The first meeting of the Council of the Foundation shall be convened by the Minister of culture. The next meeting of the Council of the Foundation shall be convened by the President of the Council of the Foundation. 6. the Chairman of the Board of the Fund in the first meeting of the Council of the Foundation is elected by the members of the Board of the Fund from the Fund among the members of the Council. 7. the Foundation Council meetings are recorded. 9.4.2. conceptual support to the project and specify in the project revisions and clarifications;
9.4.3. not to support the project, specifying the project conceptual changes to be carried out;
9.4.4. to reject the project, stating its reasons;

9.5. the Ministry of Culture provides an opinion on the beneficiaries of funds allocated for the use of the supported project application for jobs and use of funds in compliance with time-limits;
9.6. the Ministry of Culture provides an opinion on the annual report of the Fund. 10. A natural or legal person of private law may submit to the Board an application for fund allocation. The application shall be accompanied by the following: 10.1. Description of the project;
10.2. design documentation prepared by a certified specialist;
10.3. the project estimate;
10.4. information on cultural monument: 10.4.1. ownership of the supporting documents;
10.4.2. fotofiksācij;
10.4.3. technical assessment of the situation. 11. the Fund's Council has the right to request additional information on the projects submitted. The application for funding is heard during the administrative procedure law. 12. a decision on the use of Fund resources and the contract with the recipient of the funds of the Foundation shall be adopted by the Ministry of Culture, on the basis of the opinion of the Council of the Foundation. 13. the beneficiaries of the Fund up to the first month of each quarter the tenth date of the Fund submitted to the Council a report on the utilization of financial resources during the previous quarter according to the law "on accounting" and other laws and regulations governing these issues.
