3.4. the emission source used in continuous monitoring of emission measuring system, which also includes a description of the measuring points, the frequency of measurements, measurements and measuring equipment used, calibration procedures, data collection and storage procedures, if emissions laid down by using the measurement method;
3.5. monitoring data quality assurance and quality control procedures;

14.4. the law "on pollution" in annex 2 of the technological processes. 15. the task of the Verifier is to detect whether the report contains incomplete, false or inaccurate information on the functioning of the equipment and emissions. To perform this task the Verifier shall check the report according to the methodology of the inspection the General principles (annex 4), the test equipment on the site and assess the monitoring data and report that information about equipment and emissions, including: 15.1. data about the process and the relevant measurements and calculations;
15.2. the emission factor for the choice and usage;
15.3. the calculation of the overall emissions;
15.4. the measurement of emissions permits in compliance with the prescribed method (if used for measurements);
15.5. data on sources of emissions in the installation to all, to make it possible to assess the total amount of emissions on the basis of the data of each source for accuracy and reliability;
15.6. information about the operator used risk management methods to reduce emissions of dissipation. 16. Operator: 16.1. provides access to the Verifier for each machine in any production facility, to carry out the appropriate examinations;
16.2. the Verifier shall request the necessary information. 17. the Verifier is responsible for non-disclosure of the information that the operator is classified as restricted access information. 18. The verifier shall within 15 working days prepare a report on the outcome of the review. Report report on the compliance with the following principles: completeness, consistency, transparency, accuracy, cost-effectiveness and reliability. 18.2. accounting of emissions in the installation are complete and consistent;
18.3. the data is gathered in accordance with scientific methods;

18.4. the difference between the data submitted by the operator (the calculated total amount of emissions) and test results does not exceed 5% of the issue amount, as well as not allow other significant errors. 19. the Verifier shall report on the outcome of the review in writing and electronically sent to the operator. 20. The Operator of each year up to March 15 or 60 days after the cancellation of emissions, reorganization or liquidation of the operator's report and the report on the review results in writing and electronically transmitted to regional environmental management. 21. the regional environmental authority within 14 days of review and assess, in the light of the report on the review of the results of the inspection shall take a decision on the approval of the report or refusal to approve the report. The operator has the right to challenge the decision of the regional environmental management of the environmental impact assessment State Bureau. 22.
